Questions and Answers 7-1-2020
Question 1: In our proposal for Non-Emergent Wheelchair Van Services it has Factor/Section 1 as Past Performance (Page 87) and in Factor/Section 2 Technical Conformance Subfactor 4 it has
Corporate /Past Experience (Page 89). How does the content in each section differ or do you expect to have the same content in each section?
ANSWER: It is important to note there are two separate performance work statements
(PWS). The evaluation criteria for Non-Emergent Ambulance Services is on pages 87-90. The evaluation criteria for Non-Emergent Wheelchair Van Services is on pages 90-94
Regarding the difference between Non-Emergent Wheelchair Van Services Factor 1 Past
Performance pg. 91 and Factor 2 Technical Conformance, Subfactor 4 Corporate/Past Experience
pg. 92 is as follows:
Past performance factor will assess how well or what challenges a contractor had in providing similar services in the past. The Government will use the past performance questionnaire and other sources deemed necessary to assess this factor. The solicitation requires a minimum of five
(5) past performance references and three (3) of the five (5) references must include the contracts provided in Factor 2 Technical Conformance, Subfactor 4 Corporate/Past Experience.
Corporate/Past Experience factor will assess whether the contractor has experience performing contracts of similar magnitude and scope without assessing the quality of performance. The solicitation requires offeror to provide a minimum of three (3) contracts for similar services that have been performed within three (3) years of issuance of this solicitation. Similar magnitude is defined as contracts awarded between $600,000 - $900,000 and similar scope is defined as non-emergent wheelchair van services.
The submission under each factor should address the specific items being assessed.
Question 2: In our proposal for Non-Emergent Wheelchair Van Services it asks in Factor/Section 2
Technical Conformance Subfactor 4 Corporate /Past Experience (Page 89) for similar magnitude in contracts awarded between $20-$32 million dollars and similar scope is defined as Ambulance transportation services. If we are only responding to Non-Emergent Wheelchair Van Services, does this mean we do not need to have a Subfactor 4 in our proposal because it is referring to Ambulance?
ANSWER: Point of clarity, for Non-Emergent Wheelchair Van Services Factor/Section 2 Technical
Conformance Subfactor 4 Corporate/ Past Experience (Page 92) for similar magnitude in contracts is defined as contracts awarded between $600,000-$900,000 dollars and similar scope is defined at

License and Paramedics Certification/License for South Carolina. Should I assume that this does not pertain nor will you expect to see this in our proposal for Non-Emergent Wheelchair
