1. Please provide the make, model, and version of the ACS System Johnson Controls P2000 system version 3.11.30
2. Please provide the make, model, and software version of the CCTV video management system that controls the interface to the Pelco and Axis cameras. Please clarify if the Pelco and Axis cameras operate on separate systems or are on the same video management system.

3. This section states - during the PM visits, the contractor shall replace such parts deemed as necessary to allow such equipment to function properly.
Please provide an example of the Governments definition of “parts deemed as necessary”.
Replacing parts that are found to be at fault or inoperable.
Is the cost associated with these parts to be included in the offeror’s price or will the Government establish an ODC line item for replacement parts?
4. This section states - Contractor shall provide loaner devices/equipment in the event of device/equipment failure until VA owned devices/equipment is either repaired or replaced. The loaner equipment shall be installed and made operable within 24 hours of identified failures. A report of work performed on the equipment shall be reported in writing to the COR as designated by the CO.
Please provide the rate, and a specific list of the devices/equipment that has failed over the past 24 months. none
5. Please provide the number of emergency service calls initiated by the Government for the systems outlined in the solicitation over the past 24 months. 3-4
6. The SOW/solicitation does not outline what defines a system failure that warrants an emergency service. Please define what component or system failure would constitute/warrant an emergency service call?
We are required to maintain 24/7 surveillance and any component that will prevent this from happening would constitute an emergency.
7. For each emergency service visit, initiated at the request of the COR, the contractor shall furnish all labor, material, repair, parts, equipment (not to include operating supplies), and travel necessary to correct any equipment malfunctions and return equipment to operational conditions. The Contractor shall guarantee that after completion of any emergency maintenance performed, that the equipment will meet manufacturer’s factory specifications.

Please clarify the term “shall furnish” this could be construed as to mean at contractor expense.

8. States the Contractor shall provide the COR with any service representative’s name, address, and phone number so the CVVAMC can obtain emergency maintenance services after normal VA working hours. The Contractor is responsible for notifying the COR within 24 hours of any changes in the emergency response information.
Please clarify address. Is this to mean the company address or the employees personal address?
Company address will suffice
9. Emergency service coverage shall be provided twenty-four (24) hours a day, seven (7) days a week, including holidays. Any service requirement not covered under this contract must have prior approval of the CO before any work is performed. A four (4) hour response time is required. Response time is defined as time when the vendor is notified until the time the vendor arrives on station. Telephonic responses are not acceptable.
Please provide the type or component level where a failure would constitute an Emergency Service call?
We are required to maintain 24/7 surveillance and any component that will prevent this from happening would constitute an emergency.
10. Neither the SOW nor the instructions to offerors defines Key Personnel. Please provide the Government definition of Key Personnel in relationship to the SOW. The offeror’s technical proposal shall include resume’s (CVs) of Key Personnel to include, all managers, supervisors and employees certified and licensed to perform the required duties and tasks in the state for which they are submitting proposals.
Please clarify the statement “in the state”. Technical certifications from CCTV, IDS, and Access Control Systems manufacturers not issued based on the state that the system is installed.
The requirement includes all managers. Will the government only accept Managers who will perform duties on the project?
No, the Government will contact management if there are concerns with maintenance, no-shows, etc.
11. This section states “Knowledge of the facility surveillance and PACS infrastructure, to include all software and hardware, in order to successfully troubleshoot deficiencies that may occur during malfunctions.”
Please provide the make, model, and versions for the PACS system hardware and software deployed to permit offerors to provide a detailed response.

14. Please provide the minimum insurance requirements for this solicitation.

15. The SOW states that the contractor shall provide a technician to conduct monthly preventative maintenance support, on site.
What constitutes a preventative maintenance visit? What part of the facility or what percentage of each system is serviced each month? Does the government want the entirety of each system serviced each month?
Monthly checks of the facility are required to alleviate any deficiencies, and to ensure all intrusion devices are working properly
16. The SOW states that the contractor shall guarantee that after completion of any emergency maintenance performed, that the equipment will meet manufacturer factory specifications.
What occurs if the equipment in question is defective and cannot be repaired or there is a wait for replacements parts?
We are required to maintain 24/7 surveillance and any component that will prevent this from happening must be replaced as soon as possible.
17. The SOW states that the contractor shall provide loaner devices/equipment in the event of device/equipment failure until VA owned device/equipment is either repaired or replaced.
Does this statement refer to Government Equipment and assets such as devices/equipment that the government would provide or purchase outside of the maintenance contract? Or does this statement refer to items that the government would purchase through the contractor for replacement parts for the systems being maintained?
This statement refers to the Contractor providing loaner equipment / devices until the equipment is repaired or replaced

20. Identify all existing PACS components that require replacement, modification, or upgrade to meet HSPD-12 requirements - is the contractor expected to include this upgrade in our bid pricing?
No current issues with the current system.
21. P.4 of SOW states that work includes "upgrading the hardware and software applications with analog camera capabilities as needed" - can you clarify what this means?
We currently have an analog camera system which may need upgrading.
22. Regarding hardware upgrades, what will the contractor be responsible for under this contract? Will replacement parts be provided by the government or should we include pricing for this?
The Govt. will not purchase
Page 5, Preventive Maintenance states that contractor "shall replace such parts deemed as necessary". P8 of SOW mentions a "replacement/upgrade project" that makes it sound as if there is a separate project to upgrade PACS. If replacement parts are the contractor's responsibility, is it possible to get a complete list of installed equipment with age and life expectancy and current status (functioning, not functioning, EOL, etc)?
No, as I am not sure when the current system was installed
23. P7 SOW - "motion detectors will need to be added" - can you provide an estimate of the # that must be added?
