Solicitation 36C24719B0007, Replace Building 106 Roof WJB Dorn VAMC Request for Information and Responses

RFI 1: The above referenced project is being solicited with NAICS 238160 but NAICS Code title “Commercial and Institutional Building Construction” associated with NAICS 236220 in the solicitation. Based on the review of the project scope as well as inspection during the site visit it looks like multiple specialty NAICS codes will be represented in the work, to include 238130 and 238170. During the site visit we recognized some structural and expansion issues as well as fire wall requirements and structural framing. Due to the complexity of this requirement, I would like to request that NAICS 236220 be added to allow for Commercial and Institutional Building Construction SDVOSB companies to compete, the government may find better pricing / better value by expanding the pool of contractors. Will SDVOSB NAICS 236220 contractors be allowed to compete?

Response: The NAICS states “238160 Roofing Contractors: This industry comprises establishments primarily engaged in roofing. This industry also includes establishments treating roofs (i.e., spraying, painting, or coating) and installing skylights. The work performed may include new work, additions, alterations, maintenance, and repairs.” Because majority of the work is actual roof replacement with some repair to damaged wood framing of dormers and removal and reinstallation of existing gutters and downspouts therefore, a roofing contractor can subcontract the other work as required. NACIS will not be changed at this time.

Yes, any contractor can bid on the solicitation. However, under NAICS 238160 to qualify as a small business the size standard is $15.0M.

RFI 2: Can you explain the draw process for materials?

Response: When a construction contract is awarded the construction, contractor has an opportunity to request payment for material stored on-site and off-site. The action to allow payment of material is at the discretion of the contracting officer only. The clauses that apply are 52.232-5, Payments Under Fixed-Price Construction Contracts and 852.232-71, Payments Under Fixed-Price Construction Contracts.

RFI 3: Do you have to be Veteran owned business to bid this project?

Response: Yes, you must be a service disabled veteran owned small business. Please see Amendment 0001.

RFI 4: There are portions of the lightning protection system are inaccessible due to sheetrock.

Will we be able to cut sheetrock in order to access these areas?

Response: No, we will not allow the contractor to cut into the sheetrock.

RFI 5: If we cannot cut the sheetrock in order to access these areas under the roof, would you prefer us to fasten the wires on top of the asphalt shingles?

Response: Yes, please just fasten the wires on the top of the asphalt.

RFI 6: As the grounding of the lightning protection system is out of the SOW, a UL Master Label Certificate inspection cannot be performed. A UL Master Label Certificate requires the installer to attest to the concealed portions of the system. Since the grounding cannot be verified, we cannot attest to the compliance of the concealed system parts. Would a UL Letter of Findings report be acceptable?

Response: The contractor will have to locate the original grounding and test or will have to install new grounds, so they can get the UL Master Label Certification.

RFI 7: Is there a possibility to use a section of the concrete at the end of the building next to the courtyard for a forklift to raise materials onto the roof for the flat roof?

Response: Yes, that is not a problem, just set up the necessary barriers.

RFI 8: The specs call for a 40# roofing felt underlayment. We are having a hard time locating that product and do not believe it is commercially available any longer. Common felts that are typically used today are synthetic felt, and traditional 15# and 30# felts. Can you clarify what felt is required for this project?

Response: The Felt underlayment must be in compliance ASTM D226/D226M, Type II-anything that is not in compliance with this will have to be approved by VA for approved use.

RFI 9: The specs call for two different R values for the flat roof area. Spec section 07 22 00, sub section 1.4 A calls for an average R-value of 25, which corresponds to multiple references of two layers of 2" polyiso. However, other spec sections indicate and R value of 30, which would be 5" of polyiso. Code requires a minimum R-value of 20.

Response: The R-Value is 30.
