CONTINUATION PAGE
1. In the table of contents of the specifications, certain items have “Non-VA” annotations. What is the purpose of these annotations?
RESPONSE: Non-VA specifications are specifications that are technical specifications that are applicable specifically for water tank refurbishment projects. The VA Master Specifications do not have such technical sections that apply to this type of work. The “Non-VA” is simply a notification to the VA that specification sections were required, but were not taken from the VA specification family.
1. The specifications state that an unknown quantity of hazardous material will be determined by the survey. What dollar amount is to be carried by the contractor for the unknown quantity?
RESPONSE: The only known hazardous material associated with this project is lead based paint. Section 02 83 33.13 Lead Based Paint Removal and Disposal, paragraph 3.4 clearly identifies the location of the Lead-Based Paint as follows:
LEADBASED PAINT REMOVAL
0. Remove paint on exterior tank surfaces.
0. Comply with paint removal processes described in lead paint removal plan.
0. LeadBased Paint Removal: Select processes for each application to minimize work area lead contamination and waste.
1. Section 09 97 13-2 1.8.C lists Dixon Engineering as an inspector for this project. Is Dixon Engineering the only inspector that can be used?
RESPONSE: Dixon Engineering is not the only inspector available for inspection services. Dixon Engineering will assist the WJB Dorn in the review of contractor proposals as well as make recommendations relative to the contractor experience/qualifications to perform the work. Remove SECTION 09 97 13, paragraph 1.8(c). Dixon Engineering is an engineering firm that specializes in the refurbishment of existing water tanks. Dixon was contracted to assist Atriax in the development of the contract documents and is the firm most familiar with the condition of the WJB Dorn water tank, the requirements for its refurbishment, and the overall scope of services that is required of the contractor. The standard of care for water tank refurbishment projects requires inspections on a daily basis. Contractors that provide these services are familiar with this type of oversight.
Dixon Engineering is identified in 01 45 29 .10 Testing Services, paragraph 3.2 (not Section 09 97 13-2 1.8.C) as the basis for the for all oversight, inspection, and testing services for the Government.
Section 01 00 00 General Requirements, paragraph 1.2.D incorrectly indicates the Department of Veterans Affairs as providing the testing services/testing laboratory. Delete this reference and apply the requirements as specifically delineated in 01 45 29.10 Testing Services.
1. The specifications state that a 4’ temporary fence will be needed around the base of the water tower. Can this fence be a 4’ orange fence or does it have to be a chain link fence?
RESPONSE: The existing chain link fence will serve as the construction barrier. The contractors should provide a 4’ orange fence in addition to the existing chain link fence to clearly identify the construction work area. The location of the 4’ orange fence is to be coordinated with the COR.
1. According to the specifications, commissioning is needed for HVAC work. What is needed to fulfill the commissioning requirement? Also, there are no Division 23 specifications – please provide.
RESPONSE: Delete paragraph 1.23 of the General Requirements. There is no HVAC associated with this project. Delete any references in the contract documents to “commissioning.”
1. The specifications state that an unknown quantity of metal repair work is needed to the water tower structure. What dollar amount is to be carried by the contractor for the unknown quantity?
RESPONSE: Section 05 00 00 Metal Repairs, paragraph 1.7 clearly identifies all metal repair items included in this project.
1. In the specifications, it is stated that Dixon Engineering must approve the subcontractor chosen to perform the work. Is Dixon Engineering the only company that can approve paint subcontractors? Also, what are the requirements being used to determine if a subcontractor is qualified?
RESPONSE: Atriax, PLLC and Dixon Engineering will assist the WJB Dorn in the review of contractor price proposals as well as make recommendations relative to the contractor experience/qualifications to perform the work. The work required for this water tank refurbishment project is very specialized. In this regard the project contract documents have been developed with the intent that the work will be executed by a contractor (sub-contractor) that is both experienced and qualified.
1. Please provide the as-built drawings and tank dimensions for the water tower.
RESPONSE: The design team was informed that no as-built drawings or tank dimensions were not available.
1. Can scaffolding be constructed with the legs bearing on the tank for interior work within the water tower?
RESPONSE: Scaffolding will not be permitted for use on the interior work of the water tank. The floor of the tank is very uneven and will not support the scaffolding structure
