About this file

This is a Standard Form 30 Amendment to Solicitation/Modification of Contract issued by the Department of Veterans Affairs Network Contracting Office 6 (Hampton, VA) for solicitation 36C24627Q0086. The amendment extends the deadline for quote submission from October 30, 2026 at 12:00 PM ET to November 10, 2026 at 12:00 PM ET, updates Section B.3 Statement of Work, provides government responses to 60 contractor questions, and replaces clause VAAR 852.219-76 with VAAR 852.219-75 (Limitations on Subcontracting for Services). The solicitation requires rental of two air-cooled chillers for one year at the Charles George VA Medical Center: a 100-ton chiller for Building 15 and a 400-ton chiller for Building 47, with both units required to be fully operational by December 11, 2026. Equipment specifications include the basis-of-design units manufactured by YORK/Johnson Controls, with both units maintaining 45-degree chilled water; equivalent manufacturers and models are acceptable with non-mandatory refrigerants. Electrical requirements are 480VAC 3-phase 60Hz for both units, with the 100-ton unit requiring 223-amp capacity on a single circuit and the 400-ton unit requiring 781-amp capacity available through facility power connections with temporary camlock receptacles already in place.

The contract scope includes delivery, installation, routine preventative maintenance, emergency response (2-4 hour target response time), and removal of the temporary chillers, with the contractor bearing responsibility for electrical tie-ins, rigging, permits, and final disconnection. Price/Cost Schedule line items include rental of the chillers (CLINs 0001 and 0002), hose assemblies (CLIN 0003—six 4-inch-diameter hoses at 25 feet each), 4/0 camlock cables (CLIN 0004—50 feet), and 4/0 pigtails (CLIN 0005), with pricing to cover the complete rental period and all maintenance included; delivery and installation may be unnecessary if existing rental equipment remains in place. The government will provide access, utilities, power and chilled water supply/return connections, and connection of temporary electrical conductors and chilled water lines to facility infrastructure. The solicitation is SDVOSB-set-aside and subject to VAAR 852.219-75, which limits subcontracting to no more than 50% of government payments to non-VIP-listed SDVOSB/VOSB firms. Required documentation includes monthly maintenance reports and immediate notification of any operational issues; the site map and equipment specifications are attached. This is a continuation of existing rental installation under current contract 36C24626P1084.

36C24627Q0086 Chiller Rental Questions

1. Appropriate equipment selection – Offerors need to verify existing conditions, connection points, available space, and clearances to confirm that the proposed equipment meets the facility's needs and is equivalent to the salient characteristics. The salient characteristics proposed are those of the 2 rental units currently on site. These units have been meeting the facility’s needs since April so there is no need to confirm.

2. Cable and hose lengths – The Price/Cost Schedule lists fixed quantities and lengths of chiller hose (CLIN 0003), 4/0 camlock cable (CLIN 0004), and 4/0 pigtails (CLIN 0005). Without seeing the distance between each chiller location, the electrical source, and the chilled water connections, offerors cannot confirm that these quantities and lengths are enough for a complete, working installation. The listed lengths and quantities represent the current configuration of the rental units currently on site, which are sufficient for a complete working installation.

3. Offerors need to determine whether a flatbed truck can get to each chiller location, or whether a crane or other means of placement will be required. This affects cost, schedule, safety planning, and coordination with hospital operations. A flatbed truck is able to get to each location, however the 400-ton chiller will most likely be permanently affixed to a trailer.

4. That the Government schedule a site visit for interested offerors, or allow individual site visits by appointment, at Buildings 15 and 47 before the quote due date.

A formal site visit will not be conducted.

5. If either option will take additional time, that the Government consider a short extension of the quote due date so offerors can include the site information in their quotes.

Deadline has been updated.

6. Are equivalent manufacturers/models acceptable, and are the specified refrigerants mandatory? Please confirm whether the 223-amp and 781-amp limits include associated pumps and accessories. Equivalent manufacturers/models are acceptable, the specified refrigerants are not mandatory. The 223-amp and 781-amp limits do include associated pumps and accessories.

7. Please provide the required entering/leaving water temperatures, flow rates, pressure requirements, design ambient conditions, and allocation of each chiller to Buildings 15 and 47. Building 15 and 47 need to be able to maintain 45 degrees. Flow rates, pressure requirements, and design ambient conditions will all be taken care of by getting a 100 ton chiller and a 400 ton chiller. The 100 ton will be supplied to building 15 and the 400 ton will be supplied to building 47.

8. Is this a continuation of an existing rental installation or a replacement requiring changeover? Please provide available site drawings, photographs, equipment locations, connection details, hose/cable routes, and electrical service/disconnect information. This is a continuation of an existing rental installation. Please see attachments.

9. Please identify responsibility for pumps, glycol/freeze protection, strainers, controls, electrical tie-ins, rigging, permits, and final disconnection/removal. Only the pumps that are integral to the unit will be the responsibility of the contractor. Freeze protection, strainers, and controls are N/A our facility does not utilize glycol, there are no strainers on our chilled water, and the units will be run manually. Electrical tie-in, rigging, permits, and disconnection will be the responsibility of the contractor.

10. Does CLIN 0003 intend six 4-inch-diameter hoses, each 25 feet long? Yes

11. For CLINs 0003–0005, should each quoted unit price cover use throughout the entire rental period, or is another pricing basis intended? Please confirm where delivery, installation, maintenance, and removal costs should be included within the five CLINs. Yes, price should cover use throughout the rental period. If the offeror intends to continue the rental of the existing rental equipment (preferable) then there should be no delivery or installation cost. Maintenance should be included in the cost of each line item. Removal will have to be a line item by itself and removal is contingent upon repair of the existing system so there is no way to know when this will take place.

12. Must both chillers be fully operational by December 11, 2026, and may installation occur beforehand? Please confirm the required operational time and permitted changeover/outage window.

Must be operational by 12/11/2026.

13. The schedule lists 52 weeks, while the stated performance period spans a full calendar year. Please confirm that the scheduled quantities cover the complete stated period. The units are needed for a full calendar year

14. Please specify required emergency acknowledgment, onsite response, restoration, and replacement timeframes. Is standby equipment, remote monitoring, or continuous onsite staffing required? Please clarify the division of daily operating responsibilities between VA and the contractor. Daily operations will be the responsibility of the VA. Standby equipment, remote monitoring, and continuous staffing are not required. The contractor should perform routine preventative maintenance on the units. Currently the rental contract does not specify a timeframe for onsite response, but if the unit fails on a hot day, patient care can be impacted within 1 hour. Therefore, it would be advantageous to make this response time as small as possible. Somewhere between 2-4 hours seems reasonable. Restoration and replacement timeframes should be as quickly as possible but availability of parts and replacement units is variable so it would be difficult to assign a solid figure to this.

15. Which chiller size (100-ton or 400-ton) is designated for Building 15 and Building 47? The 100-ton unit is for building 15, the 400-ton unit is for building 47

16. Are the quantities and lengths listed in the solicitation sufficient, or are additional hoses and electrical cables needed based on the distance to each building? Listed quantities and lengths are sufficient

17. Are external chilled-water connection points and electrical connections available, or is the contractor expected to route hoses and cables into the buildings? External connections are available at the chiller locations

18. Is there an incumbent contractor? If so, what is the contract number?

There is a current contract in place under 36C24626P1084.

19. Are there any chillers currently at the facility?

Yes, there are chillin place we are currently renting under the current contract in place.

20. Will the chillers connect to standby generators or existing electrical outlets? If outlets or other facility power connections are used, please confirm the required voltage and available connection points. Chillers will connect to facility power, voltage for both units is to be 480VAC. The connection points will be VA supplied cable and mechanical lugs at the units.

21. Is there a designated access route for delivery trucks and chiller transport to reach both buildings? Please advise of any access restrictions or clearance limitations. No restrictions or limitations

22. Please confirm that VAAR 852.219-76 (Limitations on Subcontracting - supplies/products) is the correct clause for this chiller rental requirement, rather than VAAR 852.219-75 (services), and advise how the 50% limitation is calculated for a one-year equipment rental: are the capped amounts the weekly rental payments to a supplying firm, are any rental amounts treated as excluded material cost, or does a different measure apply?

852.219-75 is the correct clause.

23. Does teaming with a supplier that is itself an SBA-certified SDVOSB satisfy the certification - that is, is a certified SDVOSB supplier treated as similarly situated so that amounts paid to it are not counted toward the 50% limitation - and if so, are we required to self-perform any portion of the requirement?

852.219-75 applies.

24. The 852.219-76 certification requires the offeror to represent that it will not pay more than 50% of the amount paid by the Government to subcontractors that are not similarly situated SDVOSBs, and the nonmanufacturer representations at 13 CFR 121.406(b) contemplate an offeror that normally sells the type of item involved and that takes ownership or possession of the item(s) with its own personnel, equipment, or facilities. For a rental requirement under which the supplying partner would retain possession of the units and perform delivery, installation, and maintenance, please advise how those representations apply.

Offeror must comply with 852.219-75.

25. The basis-of-design units are manufactured by YORK/Johnson Controls, which is not a small business. If we propose the basis-of-design units, is a waiver of the nonmanufacturer rule required, or should the quote propose an 'or equal' item manufactured by a small business? Does the rental nature of the requirement change that analysis?

N/A

26. Electrical Disconnect: Is there an existing, operational 460V / 3-Phase electrical disconnect box ready to receive temporary power cables from the rental unit? No, the temporary cables come from the breaker directly to the unit

27. Water Connections: Are the facility's chilled water lines equipped with 6-inch flanged tie-in valves at the exterior connection point, or will piping modifications be required?

No modifications required.

28. Please confirm whether delivery, installation, startup, and final disconnection/removal shall be included in the weekly rental pricing under Items 0001 and 0002, or priced separately. Separate line items, however, delivery installation and startup may be unnecessary if current units remain in place.

29. Are dedicated electrical circuits and connection points already available for both rental chillers? Please provide the source locations, available capacity, existing breaker sizes, and feeder sizes, along with any available one-line diagrams or panel schedules. Yes, connection points on both units are via twist lock connections to facility-owned DLO cable.

30. Who shall furnish and install any new breakers, disconnects, or feeders? Please provide the existing switchgear/MCC make/model, breaker requirements, and available spare breakers or MCC buckets. None of this is necessary, all infrastructure is already in place

31. Will electrical or chilled-water outages be permitted for installation and removal? Please identify allowable outage durations, work hours, advance notice, and any temporary cooling required during changeover. Outages will be made available, if necessary, most likely these will be able to occur during normal work hours. 1-week advance notice will suffice; no temporary cooling will be required during changeover if it takes place in December as planned.

32. Please identify the approved location for each chiller and confirm whether units may remain trailer-mounted or must be set on the ground. Please identify access restrictions and any required pads, ground preparation, fencing, or restoration. Units may remain trailer mounted, locations were identified in the previous set of questions, no access restrictions, pads, preparation, fencing or restoration is required

33. Please provide a site plan showing chiller locations, electrical and chilled-water connections, and hose/cable routes, including distances and required crossing protection. Site plan was provided with previous questions. Electrical and chilled water connections will take place at each unit, any connection beyond that is the responsibility of the facility

34. Electrical capacity (400-ton): The salient characteristics list a maximum load of 781A. Commercially available 400-ton-class rental units that are equal to the basis of design typically have an MCA of 828–880A, with a recommended 1,000A breaker. Does 781A reflect the facility's available electrical capacity? Will an equal unit with a higher MCA be acceptable? 781 does reflect the facility's available electrical capacity, a larger unit would be acceptable only if it has the capability to be run at less than full load

35. Electrical connection: Are camlock receptacles or fused disconnects already in place at each chiller location? If not, is the electrical tie-in the Government's or the contractor's responsibility? Camlock receptacles are already in place. Tie-in would be the responsibility of the government.

36. Cable and pigtail quantities (CLINs 0004 and 0005): Powering a 400-ton unit at that amperage requires three parallel 4/0 runs per phase plus ground (10 cables), and the 100-ton requires 4, for a total of 14. May offerors quote the quantities required to operate both units, or will the Government amend the CLIN quantities? Please also confirm whether the pigtails should be female camlock or bare-end.

Offerors shall quote for all equipment necessary to operate the chillers.

37. Freeze protection: Is the existing chilled-water loop glycol-treated? If not, is the contractor responsible for providing glycol or freeze protection for winter operation? No

38. If fittings, cabling, hoses, or any other items beyond those listed in B.2 are needed for a complete, working installation, will they be added by contract modification or chang How much power is available to connect the 100-ton temporary chiller at Building 15 (voltage, phase, available amperage, and overcurrent protection rating)? Our proposed 100-ton unit requires one 460 V, 3-phase, 60 Hz circuit with a minimum circuit ampacity (MCA) of 233 A and maximum overcurrent protection (MOP) of 250 A with its integral pump, or an MCA of 206 A and MOP of 225 A without the pump. Can the Building 15 power source support this load? Yes that is the exact configuration currently in use.

39. Is there only one power source available for the 100-ton chiller at Building 15? Our proposed 100-ton unit requires a single-point power connection. Yes

40. Will the Government be responsible for landing the power cables for the 100-ton chiller at the Building 15 power source? Yes

41. Is the Building 15 power source already outfitted with temporary camlock connections? Our proposed 100-ton unit uses Series 16 cam-type power connections. Yes

42. Is any modification to the Building 15 power source needed to connect the temporary cabling? If so, who is responsible for that work? No

43. Where is the Building 15 power source located, and approximately how far is it from the planned location of the 100-ton chiller? Located in an MCC adjacent to bldg. 15. Roughly 30’ from the proposed location

44. How long does the Government anticipate the electrical cabling will need to be for the 100-ton chiller at Building 15, from the power source to the planned chiller location? CLIN 0004 lists 50-ft 4/0 camlock cables. Please state whether a run longer than 50 ft is anticipated. Not anticipated

46. Is the awarded contractor responsible for providing glycol for the 100-ton chiller at Building 15? If so, what glycol type and percentage (concentration) is required, and how many gallons does the facility's chilled-water loop serving Building 15 hold? No

47. Is the awarded contractor responsible for providing water treatment for the 100-ton chiller at Building 15? No

48. Will existing facility pumps circulate chilled water through the 100-ton chiller at Building 15, or must the temporary chiller provide pumping? Our proposed 100-ton unit can be furnished with an integral 20-horsepower pump, which changes its electrical requirements? No

49. Will the awarded contractor be responsible for any wall penetrations needed to route the chilled-water piping or electrical connections for the 100-ton chiller into Building 15? If the piping and electrical connections must instead pass through a doorway, will the awarded contractor be responsible for sealing the doorway (for example, with plywood) for the rental term? No

50. Can the 100-ton temporary chiller remain on a flatbed trailer at Building 15 throughout the rental term, or must it be offloaded by crane? Are there any pad, weight, clearance, or access-route restrictions at that location? Our proposed 100-ton unit is approximately 17 ft 8 in. long by 8 ft 1 in. wide by 8 ft 6 in. high, with an operating weight of up to 12,700 lb, and requires clear space around the unit for airflow and service access. Yes, it can remain on a trailer, the proposed location is in the middle of a large parking lot so there are no route or access restrictions

51. If the 100-ton chiller at Building 15 goes into alarm because of facility infrastructure (for example, the building management system (BMS), the electrical power source, or the chilled-water system), will the Government pay for that out-of-scope service call through a contract modification or change order? yes

52. How much power is available to connect the 400-ton temporary chiller at Building 47 (voltage, phase, available amperage, and overcurrent protection rating)? Our proposed 400-ton unit requires two 460 V, 3-phase, 60 Hz circuits. With its integral pump, Circuit 1 requires an MCA of 482 A and MOP of 600 A, and Circuit 2 an MCA of 417 A and MOP of 500 A. Without the pump, each circuit requires an MCA of 417 A and MOP of 500 A. Can the Building 47 power source support this load? Building can provide one (3-phase) circuit up to 780 amps at 480vac

53. Will the Government be responsible for landing the power cables for the 400-ton chiller at the Building 47 power source? Yes

54. Is the Building 47 power source already outfitted with temporary camlock connections for two circuits? Our proposed 400-ton unit uses Series 16 cam-type power connections only. Building 47 power source is outfitted with temporary camlock connection for 1 circuit
