About this file

This is an Amendment to Solicitation (SF 30) for Solicitation 36C24627Q0046, issued by the Department of Veterans Affairs Network Contracting Office 6 in Hampton, Virginia. The amendment extends the offer due date to November 2, 2026, at 10:00 AM EST and provides responses to 17 vendor questions submitted regarding the Solid Waste Disposal Services requirement for Salem VAMC.

Key service requirements clarified through the Q&A include: quotes shall be based on 120 total monthly pickups across 19 eight-yard containers at various facilities, with pickup frequency varying by container fill rate (twice weekly for most, once weekly for slower generators); all disposal and tipping fees must be included in per-service unit prices; an onsite representative must be present a minimum of once per week and as needed for meetings with the Contracting Officer's Representative and Contracting Officer; and additional pickups beyond the 120-per-month estimate will be priced at the same rate as regularly scheduled pickups and ordered through the facility's Point of Contact. The incumbent contract is 36C24626P0267. The VA confirmed that 22 capable and certified SDVOSBs responded to the sources-sought process and that an SDVOSB prime contractor may utilize a non-SDVOSB waste-hauling subcontractor for collection and disposal services while remaining compliant with subcontracting limitations. The VA declined to provide historical weight ticket data or additional incumbent termination details, directing vendors to reference Attachment A for container locations and specifications and SAM.gov for publicly available contract information.

Kristine Woodbury Contracting Officer Solid Waste Removal for Salem VAMC 36C24627Q0046 Vendors Questions due 10.15.2026 at 10:00AM Vendor questions is Black, VA responses in Blue

1. Does the VA anticipate that an SDVOSB prime contractor could utilize a non-SDVOSB waste-hauling subcontractor for the physical collection and disposal services while remaining compliant with the subcontracting limitations?

Response: Yes, the VA anticipates that an SDVOSB prime contractor could utilize a non-SDVOSB waste-hauling subcontractor for the physical collection and disposal services while remaining complaint with the subcontracting limitations.

2. Were multiple capable and certified SDVOSBs identified through the sources-sought process or other market research?

Response: Yes, there were multiple capable and certified SDVOSBs identified through the sources-sought process and other market research.

3. Is the VA able to disclose the total number of responses received to the Sources Sought Notice?

Response: Yes, the VA can disclose the total number of responses received from the Sources Sought Notice. Twenty-two (22) capable and certified SDVOSBs responses were received.

4. Is there any additional guidance regarding allowable exclusions or compliant teaming arrangements for this requirement?

Response: No, there is no additional guidance regarding allowable exclusions or compliant teaming arrangements for this requirement.

5. Is this a brand-new contract or is there an incumbent performing these services?

Response: No, this is not a brand-new contract. There is an incumbent performing these services.

6. Can you provide the current/previous contract number and the total contract value?

Response: The current Award number for this requirement is 36C24626P0267. Please refer to SAM.gov for all publicly available information regarding the contract.

7. Are there any companies known to you (the Department of Veterans Affairs) that have been trusted to perform solid waste collection at Salem VAMC facilities?

Response: Yes, there are companies that have been trusted to perform solid waste collection at Salem VAMC facility.

8. The solicitation estimates 120 dumps per month for the 19 eight-yard containers. That number doesn’t line up with the regular schedule. Once-weekly service would be about 82 dumps per month, twice-weekly about 165, and we understand the site has historically been services Monday, Wednesday, and Friday (about 247 per month).

a. What pick up frequency should offers price for the eight-yard containers?

Response: This is a combined total of all the 8-yard containers. However, some of the 8-yard containers do not fill-up as fast as other 8-yard containers, so the pick-up frequency is planned for twice a week for most of the containers, and once a week for the slow generators, this is why it is not an even split.

b. Should quotes be based on the 120 dumps per month estimate, or on a set weekly schedule?

Response: Yes, the quotes shall be based on the 120 dumps per month.

c. If the VA asks for extra pick-ups beyond the estimate, how will those be priced and ordered?

Response: Each additional pick up will be priced as the regular line item for pick up. There will not be a price difference between the regularly scheduled pick-ups and the additional, beyond the estimate, pick-ups.

Response: Those additional pick-ups, beyond the estimate, will be ordered by the Facility Point of Contact through the Vendor’s assigned onsite representative.

9. PWS 3 requires an onsite representative to oversee all work performed. Must this representative be on site full-time, or only during pickups and the initial/quarterly site waste assessments?

Response: The assigned onsite representative must be onsite at minimum of once a week; and as needed for meetings with the COR and/or CO.

10. Can you provide the last 12-24 months of certified weight ticket data (total tons and average tons per pull) for each container?

Response: No, I cannot provide certified weight ticket data for each container. Please use the estimated tonnage in the solicitation.

11. PWS 8 references a ‘landfill disposal charge” – should disposal/tipping fees be included in the per-service unit prices?

Response: Yes, the landfill disposal charge/tipping fees shall be included in the per-service unit prices.

12. PWS 4.B lists 40 CY “2 bins” at Building 75 and 30 CY compactor “2 bins” at Building 4, while CLINs 0008, 0012, and 0015 and Attachment A show “1 Total Bins”. PWS 4.A also lists two (2) leased 30 CY bins at Building 143 (CLIN 0004), but CLIN 0011 services “1 Total Bin”. Can you confirm the correct number of containers to be services at each location?

Response: Please reference Attachment A, Attachment A is accurate.

Additionally, a site visit on October 13, 2026, was available as an opportunity to review and note the location of all bins as they corresponded to Attachment A.

13. For the nineteen (19) 8-yard bins with 120 total monthly pickups, can you provide the number of bins at each location?

Response: The amounts are listed in Attachement A.

14. What circumstances led to the incumbent’s termination for cause under this contract?

Response: Please refer to SAM.gov for all publicly available information regarding the contract.

15. Is there any incumbent/recompete or is this a brand-new project? Please provide the award number.

Response: There is an incumbent/recompete for this requirement. This is not a brand-new project. The current Award number for this requirement is 36C24626P0267. Please refer to SAM.gov for all publicly available information regarding the contract.
