Amendment to VISN 2 HSA 2.1 Patient Ceiling Lift Procurement

This document is Standard Form 30, Amendment 1 to Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation 36C24626R0053 issued by the Department of Veterans Affairs Network Contracting Office 6 (now referred to as VISN 2 HSA 2.1 following organizational realignment). The amendment extends the offer receipt deadline to August 17, 2026, at 9:00 AM EDT and addresses vendor questions while clarifying contract specifications and pricing structure. The Government seeks installation of patient ceiling lift systems across 12 VA facilities in Virginia and North Carolina, with an initial requirement of 817 systems (898 standard capacity and 162 bariatric capacity) and a maximum contract ceiling of $16,323,723.00. The guaranteed minimum order is $2,500.00, with a base period from September 1, 2026, through August 31, 2027, and four optional one-year extension periods through August 31, 2031.

Award will be made to the offeror providing the best overall value based on a tradeoff of three evaluation factors: Technical Capability and Past Performance (combined as more important) and Price. The solicitation requires offerors to submit: a completed SF 1449, a technical proposal addressing nine detailed evaluation criteria (codes/standards compliance, structural requirements, lift capacity/performance, safety features, integrated scale/data display, hanger compatibility, charging/battery requirements, reliability/warranty/maintenance, and installation requirements), past performance documentation for up to three relevant contracts within the past five years, and pricing per the schedule. Offerors must have an active SAM registration at submission and award. Questions must be submitted by August 5, 2026, at 9:00 AM EST to Gordon Burns at gordon.burns@va.gov. The amendment clarifies that the 1,060-system IDIQ maximum accommodates future expansion, with initial funding covering the 817 currently identified systems, and confirms specifications such as integrated dynamic body-weight support during patient mobilization, emergency lowering without tools, integrated scale accuracy of 0.5 percent without reducing lifting height, rechargeable high-capacity batteries rated for at least 20 lift cycles at 250 pounds per cycle, and manufacturer warranty coverage including all parts, labor, travel, shipping, and three years of maintenance and inspection from final acceptance.

(d) Explanation to Unsuccessful Offeror. In accordance with FAR 15.503, award notices will comply with the posting requirements in FAR subpart 5.3.

L.2 BASIS FOR AWARD

(a) Basis for Award. Award will be made in accordance with Revolutionary FAR Overhaul Part 15, Contracting by Negotiation. The Government intends to issue an award to the responsible offeror whose proposal is determined to be most advantageous to the Government, based on a best value determination considering technical capability, past performance, and price..

(b) Evaluation Factors Factor 1 Technical Capability Factor 2 Past Performance Factor 3 Price

(c) Criteria for Award. The Government will evaluate each quote for completeness and compliance with all instructions of this solicitation. Quotes will be evaluated based on the factors outlined below. The Government will award to the Offeror whose proposal represents the best overall value, considering Technical Capability, Past Performance, and Price together not necessarily the lowest-priced quote or the highest-rated technical quote in isolation. Technical Capability (Factor 1) and Past Performance (Factor 2), when combined, are more important than Price (Factor 3).

(1) Technical Capability. The quote will be evaluated based on how well the proposed services meet and/or exceed the requirements in the SOW. The Government reserves the right to select a quote that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. The Government will evaluate the Offeror’s ability to meet the following requirements of the solicitation:

Factor 1 — Technical Capability Evaluated based on the Offeror's demonstrated ability to meet the following 9 technical evaluation criteria. Each shall be scored individually (e.g., Meets / Exceeds / Does Not Meet or Pass/Fail) and rolled up into an overall Technical Capability rating. A “Fail' rating on any Pass/Fail criterion under Factor 1 will result in an overall rating of Unacceptable for Technical Capability, regardless of ratings on other criteria.

(2) Past Performance. The past performance evaluation will assess the relative risks associated with a Offeror's likelihood of success in fulfilling the solicitation's requirements as indicated by the Offeror's record of past performance. The past performance evaluation may be based on the contracting officer's knowledge of the Offeror's past performance, the Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/, or any other reasonable basis. Offerors without a record of relevant past performance, or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating for this factor.

(3) Price. Price will be evaluated to determine fairness and reasonableness in accordance with Revolutionary FAR Overhaul Part 12.204. The total evaluated price will be the sum of all line items required under this solicitation. The Government will evaluate the price by adding the total of all line-item prices, including all options. The Total Evaluated Price will be that sum. Evaluation of the price for the option period under FAR 52.217-8 will be accomplished by adding six months of the Offeror's price for the last potential period of performance under this contract. The evaluation of options does not obligate the Government to exercise the option(s).

Change Quoter to Offeror throughout the document.

Clarification: The Department of Veterans Affairs has recently undergone a realignment, and as a result, VISN 6 is now referred to as VISN 2 Healthcare Service Area (HSA) 2.1. with the new realignment VISN 2 HSA 2.1 covers facilities located in Virginia and North Carolina.

Questions.

1. The Statement of Work identifies the contemplated contract as an Indefinite Delivery/Indefinite Quantity contract and incorporates FAR 52.216-22, while FAR 52.216-1 states that the Government contemplates awarding a Firm-Fixed-Price Requirements contract. Please confirm the intended contract type. Will correct - this will be an IDIQ contract.

1. Based on the estimated quantities and installation requirements for all 12 VISN 6 facilities, the stated IDIQ maximum value may be insufficient to complete all anticipated work. Does the Government intend for the contract ceiling to support the replacement of all identified ceiling lifts, or should offerors assume that only a portion of the identified projects will be ordered during the contract term? Unclear, as the IDIQ Maximum of 1,060 systems is greater than the current need of 817 systems. The initial funding will cover the 817 systems currently needed. Any systems beyond the initial buy will be funded separately but executed under this IDIQ.

1. The facility quantity table appears to identify 817 projected ceiling lift systems, while the base-period Price/Cost Schedule identifies 898 standard motors and 162 bariatric motors, totaling 1,060 systems. Additionally, Hampton VAMC is referenced in the Statement of Work but is not included in the facility quantity table. Please provide a reconciled facility-by-facility inventory supporting the quantities included in the Price/Cost Schedule. The qty 817 systems have been identified as current needs. The IDIQ total of 1,060 allows for future expansion projects and may be unrealized. The initial funding will cover the 817 systems currently needed. Any systems beyond the initial buy will be funded separately but executed under this IDIQ. Hampton VAMC does not identify any current needs but may have future needs for expansion.

1. Please clarify the intended pricing structure for each subsequent ordering period after Year One. The Price/Cost Schedule lists a quantity of one for each patient lift type, installation, and removal line item during each subsequent year. Are offerors expected to provide unit pricing for these line items, with actual quantities to be established through individual task orders, or does the quantity of one represent the Government’s estimated annual requirement? Actual quantities for subsequent years will be determined on individual delivery orders.

1. The Price/Cost Schedule identifies the period of performance for Option Years 1 through 4 as September 1, 2026 through August 31, 2027, while the Delivery Schedule identifies consecutive annual periods extending through August 31, 2031. Please confirm that the dates shown in the Price/Cost Schedule are administrative errors and provide a corrected schedule. September 01, 2026 - August 31, 20231.

1. Please provide the approximate number of patient rooms that will require the ceiling lift system to extend into or provide access to the patient bathroom. The VA estimates that approximately 695 out of 817 (85%) will extend from the patient room into the restroom, but will differ between the individual facilities. Vendor will need to confirm numbers during site assessment, prior to any work being started.

1. Please provide the approximate number of rooms with drywall ceilings versus acoustical ceiling tile ceilings. The VA estimates that approximately 30% of installations will be in drywall ceilings and 70% will be in ceiling tile ceilings, but will differ between the individual facilities. Vendor will need to confirm numbers during site assessment, prior to any work being started.

1. Can the Government provide an estimated quantity, allowance, or pricing mechanism for ancillary construction work associated with the ceiling lift installations, including drywall repair, ceiling tile replacement, patching, painting, and other finish restoration? This information will allow all offerors to prepare proposals using consistent estimating assumptions. For Ceiling Tile Replacement/Installation, the facility will provide the ceiling tiles to the vendor’s installation team. The vendor will provide installation of the ceiling tiles as part of the “Vendor Certified Installation”. Any construction work shall be included in the “Vendor Certified Installation” Line item. There will be no excess construction funding.

1. If the Government does not anticipate ordering all identified work during the contract term, please describe how task orders are expected to be prioritized among the identified VISN 6 facilities. A delivery order will be issued for each facility listed in the base period.

1. SOW E.3.3.i.(Page 25) as written, requires "integrated dynamic body-weight support capable of hands-free automatic offloading during patient mobilization." This appears to describe a specific manufacturer's sensor-driven offload feature. Would the following meet the Government's requirement: "System must provide adjustable body-weight support during patient mobilization activities, allowing staff to reduce weight-bearing load without repositioning the patient or entering individual weight values for each adjustment"? The VA intends to retain this requirement as written. The intent of this requirement is to support early Veteran mobilization by providing dynamic, hands free body weight support that automatically adjusts to patient movement during use. This capability supports a variety of rehabilitation activities, including bed therapy, activities of daily living (ADLs), sit to stand exercises, gait training, and other therapeutic interventions where dynamic offloading allows for earlier and more progressive mobilization throughout the Veteran’s recovery process. Additionally, allowing clinical staff to work hands free of the remote during these activities enables them to focus their attention on the Veteran rather than manually adjusting the offloading system. Systems requiring repeated manual adjustments or fixed offloading values do not satisfy the VA’s intended clinical application. This is a performance requirement, not a brand-name specification. No change in solicitation will be made.

1. SOW E.3.4.b.(Page 25) requires an emergency lowering mechanism that can be operated "without tools or ladders." Several compliant systems on the market use a tool that ships and stores with the unit itself, rather than requiring facility maintenance intervention. Would the Government accept: "Emergency lowering mechanism must be operable by trained staff at bedside without requiring maintenance, biomed, or facilities personnel, using only tools or keys provided with the system"? The VA intends to retain this requirement as written. The intent is to ensure that trained clinical staff can immediately perform an emergency lowering procedure at the point of care, without requiring tools, keys, maintenance personnel, or facilities support. During an emergency event, the VA’s objective is to minimize the number of steps required to safely lower a patient by providing a simple, intuitive process that does not rely on separate tools or additional procedural training. Systems requiring separate tools or additional procedural steps do not satisfy the VA’s intended application. This is a performance requirement, not a brand-name specification. No change to the solicitation will be made.

1. SOW E.3.5.a.(Page 25) requires an integrated scale with plus or minus 0.5 percent accuracy "that does not reduce lifting height." Depending on scale design, this can only be guaranteed at standard VA patient room ceiling heights. Would the Government accept: "System must include an integrated scale with plus or minus 0.5 percent accuracy at maximum load. In rooms with standard ceiling heights of 8.5 feet or greater, the scale must not compromise floor-level patient pickup"? No, The VA intends to retain this requirement as written. The intent of this requirement is to maximize usable lifting height, while incorporating an integrated scale. The VA requires a scale that does not reduce the available lifting height, as maintaining maximum vertical travel is necessary to ensure the lift can effectively perform patient transfers across varying room configurations and ceiling heights. Scale systems that add to the lifting assembly and reduce the available lifting height do not satisfy the VA’s intended clinical application. No change to the solicitation will be made.

1. SOW E.3.5.b.(Pages 25-26) requires the hand controller to display all of the following: weight of lift, time and duration of lift, total lift count, total operating hours, last and next service date, and preventive maintenance alerts. Some compliant systems distribute this information between the hand controller and an integrated accessory display rather than a single screen. Would the Government accept adding "via hand controller and/or integrated system accessory" to this requirement? The VA intends to retain this requirement as written. The intent is to ensure that critical operational and preventive maintenance remains with the lift and is immediately accessible through the hand controller. This allows clinical and maintenance personnel to verify service status, usage information, and maintenance needs without locating a separate accessory, display, or external device. Keeping this information available directly on the hand controller simplifies routine inspections and troubleshooting and helps identify maintenance needs before they affect equipment availability. Systems requiring a separate device to access the required information do not satisfy the VA’s intended operational requirement. No change to the solicitation will be made.

1. SOW E.3.7.b.(Page 26) requires the system to use "generic or NiMH-type high-capacity batteries without voiding warranty." Battery certification requirements for UL-listed lift systems generally require manufacturer-approved batteries to maintain that certification, which would apply across most manufacturers in this category, not just one. Would the Government accept: "Battery system must be rechargeable and high-capacity, sourced through the manufacturer's authorized supply chain to maintain UL certification and warranty coverage"? Acceptable. Will change requirement to “Power system must utilize rechargeable, high-capacity battery rated for no less than 20 lift cycles at a load of 250lbs, traveling a minimum of 40” per lift cycle. Manufacturer must provide list of approved batteries available for the lift system.” It is preferable to be able to replace batteries without removing the lift from the rail.
