This is a Standard Form 1449 Solicitation/Contract/Order for Commercial Products and Commercial Services for an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network (VISN) 6 is procuring patient ceiling lift systems and related services for eight medical centers and multiple healthcare clinics throughout the Mid-Atlantic region. The solicitation number is 36C24626R0053, with offers due on August 13, 2026, at 9:00 AM EST. The guaranteed minimum order value is $5,000,000 over the life of the contract, with a maximum ceiling of $16,323,723 across the base period (September 1, 2026 – August 31, 2027) and four optional one-year periods. The contract is unrestricted and not set aside for small business. Pricing is requested for 11 line items including standard 600-pound capacity motors (898 units), bariatric 825-pound motors (162 units), various disposable sling kits and gait slings in multiple sizes (ranging from 87 to 1,030 units), clinical in-service training (128 days), vendor-certified installation (1,059 units), and vendor-certified deinstallation (1,059 units), with identical quantities repeated across four option periods.

The Statement of Work requires turnkey installation services for ceiling-mounted patient lift systems at facilities including Asheville, Durham, Hampton, Fayetteville, Richmond, Salem, and Salisbury VAMCs, plus additional healthcare centers, totaling approximately 817 ceiling lifts. Contractors must provide stamped structural drawings and calculations by registered engineers, conduct site walkthroughs, coordinate with facility engineering services, perform infection control risk assessments up to Level 4, manage all installation labor and materials, provide up to ten training sessions covering all shifts, complete weight and function testing per VA Patient Safety Alert AL14-07, and deliver checklists to the Contracting Officer within seven days of installation. The contractor must be certified to work on overhead lift systems, obtain manufacturer approval for proposed designs, and handle all travel, equipment removal, and restoration of facilities to original condition at no additional cost. SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Statement of Work (SOW):

Patient Ceiling Lift Replacement VISN 6, VA Mid-Atlantic Healthcare Network

A. General Information

1. Title of Project: Patient Ceiling Lift Replacement in VISN 6, VA Mid-Atlantic Healthcare Network

2. Scope of Work: The Contractor shall provide a technical and cost proposal for turn-key services to install patient lift systems in accordance with this scope of work. This cost proposal shall be for providing installation of all new and removal/de-installation of all lift system equipment including but not limited to; slings, lift devices, rails, support material, bracing and all other associated components required for complete, functional installation for ceiling lift systems. This proposal shall also be for installation of the lift systems including but not limited to any required plans, engineering details and documents, tools, labor, testing, training, cleaning supplies, containment systems, etc. All new lift systems must have a lifting capacity of no less than 600 lbs. All designs must be approved by Facility Contracting Officer Representative (COR) prior to beginning installation. Operation of the system must be smooth with no fast or jerky starts and stops. Operation of the system must allow for adequate lifting height allowing for transfer of patient to and from bed. Track systems shall be self-supporting from the ceiling. All rails will be a continuous charge system. All lift systems must have the ability to weigh a patient in kilograms and pounds. Existing hangers, Unistrut, or other support components shall not be utilized to support the lift tracks. No existing utility systems or support shall be used for support or for bracing the lift system. All new supports must be connected directly to building structural components. Infection control risk assessment and prevention measures shall be implemented, and installation must be conducted without impacting patient care. No work and/or repairs outside of the Statement of Work are authorized without permission from the Contracting Officer. The Contractor shall provide complete pricing for its entire catalog of OEM‑approved slings compatible with the lift system being proposed. Pricing shall include all sling types, sizes, configurations, and accessories. This pricing will be incorporated into the resulting IDIQ contract to support standardized ordering across VISN 6.

3. Qualifications: Contractor shall provide personnel who have the knowledge, qualifications, and experience to perform the functions outlined in the Performance Requirements. All personnel shall have at a minimum, an understanding of operations, maintenance procedures, and regulatory requirements associated with patient ceiling lifts.

4. Background and Justification: This document outlines the requirements for a turnkey project involving the replacement of existing patient ceiling lifts and the installation of new patient ceiling lift systems at the Asheville VAMC, Durham VAMC, Hampton VAMC, Fayetteville VAMC, Richmond VAMC, Salisbury VAMC, Salem VAMC, and any additional sites anticipated within VISN 6, including Healthcare Centers (HCCs) and Community Based Outpatient Clinics (CBOCS). Patient ceiling lifts provide staff with a means to safely and efficiently handle and effectively transport within the patient’s room. The lifts installed currently in multiple medical centers across the VISN have reached End of Life and End of Support per manufacturer specifications and need replacement. Replacing the patient ceiling lifts is essential since this is a primary means to safely lift and transfer patients. The patient ceiling lifts are utilized to prevent injuries to the patients from being dropped from mishandling by staff and injuries to the staff from improper patient handling practices. The manufacturer would require full deinstallation of existing supports and rail and replacement with the new vendor’s supports and rail, in accordance VA requirements.

5. Performance Period/Schedule: Contractor will be required to provide a construction schedule timeline for replacement. Installation dates and designs must be coordinated with Contracting Officer Representative (COR), and dates for installation in remodeling projects may be adjusted by the Government as required if engineering changes are required and delayed.

6. Type of Contract: Indefinite Delivery Indefinite Quantity (IDIQ) CONTRACT MINIMUM AND MAXIMUM: In accordance with FAR 52.216-22, Indefinite Quantity, the following minimum and maximum quantities/amounts apply to this contract:

I. (a) Guaranteed Minimum. The Government guarantees a minimum order of $5,000,000.00 over the life of the contract, inclusive of the base period and all option periods, if exercised. This guaranteed minimum will be satisfied by the Government's first order(s) issued under the contract.

II. (b) Maximum Order/Ceiling. The maximum dollar value of supplies and services that may be ordered under this contract, inclusive of the base period and all option periods, if exercised, shall not exceed $16,323,723.00.

B. Contract Award Meeting:

The contractor shall not commence performance on the tasks in this SOW until the CO has conducted a kick-off meeting or has advised the contractor that a kickoff meeting is waived.

C. General Requirements:

All installations must comply with requirements of Patient Safety Alert AL14-07, including the Checklist for Installation and Relocation. The installation checklist must be filled out for each installed lift, in addition to any checklist required by the manufacturer, and supplied to the COR. Checklist for Installation and Relocation is in Section D attachment 01.

1. Installers must have current certification to work on overhead lift and rail systems.

2. Contractor will provide a walkthrough of existing structures where ceiling lifts are needed and submit plans to VISN 6 VAMC Locations to assure that workable systems are installed and comply with VA design requirements and relevant standards. This plan will detail location of lift rails, support structure above, and means of attachment. Coordinate with COR for changes to layouts of lift rails. Design plans must be approved by COR prior to work beginning.

3. Door frames are not to be cut or modified.
