About this file

This document contains RFI Questions and Answers for a VA presolicitation (36C24626R0022) concerning project 637-25-152 to correct mechanical and plumbing deficiencies. The document clarifies submission requirements and evaluation criteria for architect/engineer (A/E) firms responding to the SF330.

Key clarifications address project recency requirements, page limitations, and past performance documentation. The Government confirmed that Criterion 4 past performance project recency will be ten (10) years, consistent with Criterion 1 submission requirements, and that the Facility Condition Assessment will be provided only to the selected A/E firm post-award, not during presolicitation. The Government declined to extend the presolicitation closing date for RFI incorporation. Attachment B for Criterion 2 (team qualifications and experience) must remain within the 30-page submission limit, while Past Performance Questionnaires and CPARS evaluations are excluded from page count. The Government maintained the 30-page limit despite requests for expansion and clarified that Part II of the SF330 is not excluded from pagination. For Criterion 4, only projects with fully completed design phases and finalized CPARS evaluations qualify; projects with ongoing construction phases do not meet requirements. A formal correction note specifies that Criterion 4 references should cite Criterion 2 for CPARS/ACASS evaluation submissions and past performance questionnaire requirements.

637-25-152-CORRECT MECHANICAL & PLUMBIING DEFICIENCIES

RFI QUESTIONS-PRESOLICITATION- 36C24626R0022

1. The solicitation on page 5 says, Project Recency: A project will be considered recent only if performance was completed within five (5) years of the date of issuance of this public announcement." and that these past performance questionnaires or CPARs are for

"projects listed under criterion 1. However, under criterion 1, the solicitation on page 4 says, "Submission requirements: Provide up to five (5) projects completed or substantially completed within the past ten (10) years that best illustrate specialized experience of the proposed team in the areas outlined above." As there is a discrepancy between the definition of "recency," with one criterion allowing for 10 years and the other 5, we request that the VA make the requirements consistent and allow for 10 years in both criterions. I’m looking for clarification on the allowed age of projects in Section

F. In one criterion, I see 10 years, and in another, I see only 5 years.

Please use 10 years in Criterion 4 Past Performance for Project Recency. “A project will be considered recent only if performance was completed within ten (10) years…”

2. Would the VA be able to provide the FCA report mentioned in the scope of work?

The Facility Condition Assessment (FCA) can be provided to the A/E firm selected for design. It will not be provided as part of the pre-solicitation process.

3. Would the VA be willing to grant a time extension to allow for enough time for the government to respond to RFIs and for offerors to apply any changes to their proposals to ensure compliance?

The Government appreciates the inquiry regarding a potential extension to the SF330 due date to allow additional time for responses to RFIs and for offerors to incorporate any resulting changes into their proposals. At this time, the Government does not intend to grant an extension to the pre-solicitation closing date. Offerors are advised to prepare and submit SF330s based on the pre-solicitation requirements and any amendments issued as of the pre-solicitation due date. Should the Government determine that an extension is necessary in the best interest of the acquisition, a formal amendment will be issued. Absent such amendment, the established closing date remains unchanged.

4. The solicitation requirement on page 4 says the following, "Additionally, Firms are required to return and submit the Attachment B titled Criterion 2 Format, which will clearly demonstrate specific experiences and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Specifically list similar scoped projects covering the previous 10 years and clearly show participation."

Attachment B for Criterion 2 showing team proposed and their work on past projects will be within the 30 page limit.

5. Please also confirm that given that CPARS will not count towards the 30-page limitation.

Past performance & CPARS are not in the 30 page count.

6. We are currently preparing our SF330 submission for the above-referenced project and would like to respectfully request consideration for an increase to the 30-page limit identified on page 8 of the solicitation. Given the depth of the information requested, additional pages would allow us to address all evaluation criteria fully and clearly.

The 30 page limit will be required.

7. In Criterion 4, it is noted, “Ongoing projects will not be considered as no accurate performance record can exist for work not yet completed.” Does this apply to a project that is design complete, but construction is ongoing or not started?

For purposes of this requirement, only projects in which the design phase has been fully completed and a corresponding past performance evaluation (CPARS) has been finalized and submitted will be considered.

8. You have set a 30-page limit excluding Past Performance Questionnaires. Can you also exclude Part IIs from the page limit?

The 30 page limitation applies to the entirety of the submission with the sole exception of

Past Performance Questionnaires and CPARS, which are excluded from the page count as stated in the pre-solicitation. Part II of the SF330 is not excluded from the page limitation and must be included within the 30 page maximum. Offerors are responsible for organizing and presenting their submissions in an manner that complies with the established page limitations. No additional exclusions are the page limit are authorized at this time.

NOTE – CORRECTION TO PRE-SOLICITATION

Under Criterion 4 (page 5 of the pre-solicitation), change reference to Criterion 1 to read

Criterion 2:

Submission requirements: SUBMIT A COMPLETED CPARS/ACASS EVALUATION FOR

EACH PROJECT UNDER CRITERION 2. IF THERE IS NOT A COMPLETED

CPARS/ACASS EVALUATION, the Past Performance Questionnaire (PPQ) included in this notice is provided for the offeror or its team members to submit to the client for each project the offeror includes under Criterion 2.
