About this file

This is a Solicitation/Contract/Order for Commercial Items (Standard Form 1449) issued by the Department of Veterans Affairs, Network Contracting Office 6 for bread products serving the Salisbury VAMC and Fayetteville VAMC in North Carolina.

The solicitation seeks three types of bread products: white bread (20-24 oz., enriched, Class B, 16-18 slices per pound), whole wheat bread (20-24 oz., round top, 16-18 slices per pound), and whole wheat hamburger buns (soft, pan-baked, 8-12 rolls per package with specific nutritional requirements including 4-6 grams dietary fiber, 150-200 mg sodium, and 100-150 calories per roll). For the base year (October 1, 2026 – September 30, 2027), Salisbury requires 3,100 units of white bread, 3,600 units of whole wheat bread, and 3,000 units of hamburger buns; Fayetteville requires 1,100 units of white bread, 2,100 units of whole wheat bread, and 1,440 units of hamburger buns. Four option years follow identical quantities through September 30, 2031. Offers are due by 08:00 AM EDT on September 4, 2026, submitted via email to Amy Balicat at amy.balicat@va.gov. Award will be made to the responsible offeror with the lowest price found to be reasonable. Payment will be made monthly upon receipt of properly prepared invoices via electronic funds transfer to the VA Financial Service Center. Deliveries to Salisbury must occur twice weekly between 7:00 AM and 1:00 PM, Monday through Friday, with bread delivered 5+ days before expiration. Deliveries to Fayetteville must occur twice weekly between 6:00 AM and 2:00 PM, Monday through Friday, with milk products delivered 10+ days before expiration and maintained at 38 degrees or less. The procurement uses Net 30 discount terms, is unrestricted (not set aside for small business), and employs a firm-fixed-price contract type with a requirements contract structure under FAR 52.216-21. NAICS code 311812 applies with a 1,000-employee size standard.
