About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs Network Contracting Office 6 in Hampton, Virginia. Amendment 0001, effective August 26, 2026, provides clarifications and answers to offeror questions regarding solicitation 36C24626Q0939 for laundry and linen services at Salisbury VAMC.

The amendment clarifies that offerors should use 950,556 pounds as the estimated annual volume for pricing and operational planning purposes, as Section 1.2 contained an error listing 683,556 pounds. There is no guaranteed minimum annual or monthly poundage requirement. Recent monthly volumes ranged from 66,191 to 88,724 pounds, with no established average for daily pickups or deliveries. The government will furnish linen carts measuring 28" W x 54.5" L x 55" D, and all linen is customer-owned goods (COG) provided by Salisbury VAMC; contractors are not required to purchase linen or carts. Clean and soiled linen may be transported using the same vehicle if the vehicle is sanitized between loads. A reference to a North Carolina Board of Pharmacy license requirement was identified as an oversight and has been corrected in the solicitation. Contracting Officer Jamie Sullivan issued this amendment on behalf of the Department of Veterans Affairs Network Contracting Office 6.

Laundry and Linen Service Questions

1. Section 1.2 identifies an estimated annual volume of 683,556 pounds, while the Price/Cost Schedule and Section 1.10 identify 950,556 pounds. Which quantity should offerors use for pricing and operational planning?

You should go by the 950,556 pounds. The weight in section 1.2 should have said 950,556 pounds.

2. Does the resulting requirements contract include any guaranteed minimum annual or monthly poundage? If so, please identify the minimum quantity.

No, there is no guaranteed minimum annual or monthly poundage.

3. Please provide the actual monthly poundage processed during the most recent 12-month period, if available.

10/25=88,724, 11/25=74,696, 12/25=70,504, 1/26=87,488, 2/26=68,499, 3/26=71,757, 4/26=66,191, 5/26=87,504, 6/26=70,354

4. Is there a minimum or typical quantity for each daily pickup, delivery, or task order?

No, there is no minimum quantity. It is whatever dirty linen that was picked up for that day.

5. I see the mention of a North Carolina Board of Pharmacy license or certification required for this service; this may be an oversight. Could you confirm? This was an oversite and corrected in the solicitation.

6. May clean linen be delivered and soiled linen subsequently collected using the same vehicle when the clean delivery is completed first and the vehicle is sanitized before its next clean load, or are separate vehicles or permanently separated compartments required?

Yes, the dirty linen can be loaded on the same truck after the clean linen is delivered.

7. Will the government furnish the linen carts currently used at the clean and soiled docks? If so, please provide the approximate number and dimensions of the carts normally exchanged each day.

Yes, the government will provide linen carts. 28” W x 54.5” L x 55” D. Everyday has a different amount of carts to be picked up.

8. Please provide the current or historical average number of carts and pounds exchanged per service day, if available.

There is no average amount of carts that are picked up. Every day is different.

9. Will all linen be owned by Salisbury VAMC (aka customer owned goods - COG) or will we be required to purchase & provide the linen for this program?

The linen is COG.

10. Will carts be provided by Salisbury VAMC or will we be required to purchase carts for this program?
