This amendment to solicitation 36C24626Q0747 is to Add salient characteristics necessary for efficient operation and patient safety Make an adjustment to CLIN 1002 quantity to 12 months Add clause 852.212-71 GRAY MARKET AND COUNTERFEIT ITEMS Answer additional questions
Cole Culley
AMENTMENT 002
1. The solicitation identifies the acquisition as unrestricted/full and open, but the quotation instructions require submission of the VAAR 852.219-75 Limitations on Subcontracting—Monitoring and Compliance certification. Is that certification required for this unrestricted procurement? If yes, how should an unrestricted offeror complete it?
Please disregard this clause as it is not applicable for unrestricted solicitations.
2. Option Year 1 CLIN 1002 appears to show a quantity of 1 month even though the option period is twelve months. Should the quantity be 12 months?
CLIN 1002 was intended to be a quantity of 12. It looks like there was a typo. The Price/Cost Schedule has been adjusted and can be found in this amendment below.
3. Is a manufacturer or OEM authorization letter required with the quotation for any offered leased platform?
Yes, a letter is required in accordance with clause 852.212-71 Gray Market and Counterfeit Items. This clause has been added through this amendment and can be found below.
4. Please confirm that properly attributed past performance of the proposed OEM, equipment lessor, or critical subcontractor may be evaluated under the solicitation’s past-performance factor.
Only the contractor submitting the quote will be evaluated.
5. Please confirm that the Government will accept a technically equal integrated platform when every salient characteristic, service level, loaner requirement, onsite specialist requirement, and repair-response requirement is fully demonstrated.
Yes, if the offeror submits an offer that meets all requirements stated in the solicitation and Q&A amendments, then the offer would be considered to have an acceptable technical portion. This does not guarantee award; it only means that the submission will make it to the next stage of evaluations.
6. On the previous amendment, the word replace was used and is being changed for clarity. Please see screenshot 1 highlighted in orange. The answer to this question is changed to the following:
The vendor would need to provide a complete solution of compatible scopes and cameras”.
Screenshot 1:
7. The VA is adding the following salient characteristics to the MEDISTINOSCOPY Technical Specification The entire salient characteristics doc is included below with the additions highlighted in yellow.
-Distal Chip HD Camera sensor, so the weight of a C-mount or Direct mount camera head does not impact the balance of the scope during delicate instrument access.
-Integrated LED light source in scope for additional weight balance -Continuous side slotted instrument channel node dissection and access -Must be Fully Autoclavable -Mediastinoscopy must have a sleek profile to eliminate the "hook" or "ledge" design present on our current mediastinoscopy. The existing design presents a significant patient safety concern.
