This is a Questions and Answers document for a federal contract solicitation for Environmental Management Services at a VA facility in Salisbury, North Carolina.

The solicitation is for janitorial and environmental management services covering approximately 644,000 square feet (414,000 square feet administrative/non-clinical and 230,000 square feet patient care/clinical space) across multiple buildings. The current contract is 36C24626N0543 with incumbent contractor Accord Federal Services LLC, valued at $310,235.61 for the period April 1, 2026 through June 30, 2026. The scope has expanded to include a floor crew in addition to existing cleaning and housekeeping services. Performance will commence September 1, 2026, Monday through Friday. The Government will furnish UV disinfection machines, consumable supplies (restroom paper products, hand soap, trash liners, sanitizer), and floor-care products; all other equipment is contractor-furnished. Secure storage and utility access will be provided. Key staffing requirements include a mandatory minimum staffing level with a Certified Healthcare Environmental Services Professional (CHESP) on first shift and Certified Healthcare Service Technician (CHEST) supervisors physically present on-site throughout second and third shifts. Both CHESP and CHEST certifications must be obtained within 30 days of award and cannot be substituted with equivalent certifications. CHESP and CHEST personnel must be employees of the prime contractor, not subcontractors. Offerors must submit a Quality Control Plan outline/approach with quotes, with the full program due within 15 days of award. Quotes must follow DOL Wage Determination rates and are due by a date extended through amendment. The Government will not provide incumbent staffing rosters, though successor contractors are encouraged to hire qualified incumbents to support continuity of operations.

QuestionQuestion Received Government Response

Please clarify whether the CHESP Contract Manager position is included within the minimum staffing requirement identified in the Performance Work Statement or if the CHESP position is required in addition to the minimum staffing requirement.

No the CHESP is not included whithin the minimum staffing.

Please confirm whether the Government will provide the incumbent staffing roster, including position classifications and upon contract award to facilitate transition planning and compliance with any applicable right-of-first-refusal requirements.

The Government will not provide an incumbent staffing roster.

Executive Order 14148 rescinded Executive Order 14055 on

January 20, 2025, and the Department of Labor subsequently removed its implementing regulations at 29 CFR Part 9.

Because these nondisplacement requirements are no longer in effect, there is no obligation for the Government to furnish incumbent staffing information.

While not required, we strongly encourage successor contractors to consider hiring qualified incumbent personnel when feasible, as this supports continuity of operations, preserves institutional knowledge, and may reduce transition time due to existing security credentialing

For planning and proposal development purposes, please provide the current or most recent contract number, period of performance, total contract value, and incumbent contractor supporting this Environmental Management Services requirement.

36C24626N0543, 4/01/2026-6/30/2026, $310,235.61, Accord Federal Services LLC

This section states that the contractor will provide additional manpower support to backfill 2nd and 3rd Shift EMS housekeepers for patient care cleaning upon EMS Supervisor/On-site POC requests, Monday- Friday- the Pricing Schedule doesn't provide a CLIN for the contractor to provide pricing for the backfill request, how did contracting want the contractor to provide this pricing? 1.5 Work Schedule
