About this file
This is an Amendment to Solicitation that extends the deadline for quote submission, provides government responses to contractor questions, updates pricing and performance work statement sections, and supplies additional project documentation for a landfill gas monitoring contract.
The solicitation 36C24626Q0569, issued by the Department of Veterans Affairs Network Contracting Office in Hampton, Virginia, seeks environmental services for landfill gas monitoring at the Salem VA Medical Center (VAMC) Landfill. The quote submission deadline has been extended from June 5, 2026 to July 31, 2026 at 12:00 PM EDT. The base period of performance runs from September 1, 2026 through August 31, 2027, with four option years extending through August 31, 2031. The contract requires quarterly testing of seven landfill gas monitoring wells and six nearby structures (Buildings 35, 46, 97, 117, 147, and a storm drain manhole) to measure methane (%CH4) and lower explosive limit (%LEL) in compliance with Virginia Solid Waste Management Regulations and permit SWP 362. Additionally, monthly testing is required for three specific wells (LGW-1, 6A, and 7A) for up to six months or until three consecutive compliant results allow petition to return to quarterly testing. The contractor must submit test results directly to the Virginia Department of Environmental Quality and the VA using established templates and provide hard copies to the local DEQ office. The pricing structure includes CLINs for eight months of onsite environmental services and four quarterly testing events per contract year, with unit prices to be completed by the contractor. The NAICS code is 541330 (Engineering Services) and the product/service code is F108 (Environmental Systems Protection—Environmental Remediation).

GAS MONITORING PROJECT 36C24626Q0569 RFQ QUESTIONS
1. Could you please provide a copy of the Phase IB Gas Monitoring Plan sheet, along with the landfill site plan which shows the locations of the landfill gas monitoring wells? See attached drawing updated on June 1, 2026.
2. The B2 Price / Cost Sheet (CLIN 001, 1001, etc.) requests pricing for monthly landfill gas monitoring for 7 wells and 1 manhole, however item 2 in B.3 Performance Work Statement says to measure %methane and %LEL at 8 landfill gas monitoring wells and 7 nearby structures quarterly. Can you please clarify the intervals of sampling (weekly, monthly, quarterly) and the types of locations to conduct the air monitoring? The last quarterly test included wells: 1, 2B, 3, 4A, 5B, 6A, and 7A for a total of seven (7) wells. It also included testing Landfill Structure Gas Monitoring Points: B-147, B-46, B-97, B-117, and B-35 for a total of five (5). The Stormwater Grate (“manhole”) was buried over and not tested, and Building 34 was condemned in the Spring and is not safe for entry. FMS will uncover the stormwater grate so that a total of six (6) structures must be tested. The requirement is for quarterly testing; however, due to the prior measured exceedances, the VA was required to test weekly. The weekly testing is no longer required and the remaining requirement (additional to quarterly) is for monthly testing of 3 wells. Therefore, we need a price for both quarterly testing and monthly testing. If the tests results are within acceptable limits for three consecutive months, the VA can petition to go back to quarterly testing. If not, monthly testing will continue unless the failure is above the LEL, in which case the testing could go revert to weekly.
The CLIN 002, 1002, etc. series includes 48 weeks of weekly sampling, however there are no details about the weekly sampling scope / requirements. Can you please clarify what the sampling is for? Weekly testing is no longer required, and the statement of work has been amended to include monthly monitoring at 3 landfill gas wells.
The parameters to be monitored during monthly sampling; “The environmental testing firm will measure the %CH4 (methane) and %LEL (lower explosive limit) at three (3) Landfill Gas Monitoring Wells LGW-1, 6A, and 7A).
3. Section B.3 (Performance Work Statement) states that, in addition to monitoring eight (8) landfill gas monitoring locations, the contractor shall measure %LEL at seven (7) nearby structures (Buildings 34, 35, 46, 97, 117, 147, and a storm drain manhole). Can the Government confirm that monitoring of these seven (7) structures is required as part of the base contract scope and should be included in the contractor's pricing? The requirement is for seven (7) wells and six (6) structures now that Building 34 has been condemned and no access is permitted.
4. CLIN 0001 is identified as "12 Months" for onsite environmental services to conduct landfill gas monitoring for seven (7) wells and one (1) manhole.
However, the Performance Work Statement describes quarterly monitoring of the wells and manhole, monthly monitoring of well LGW-5s, and weekly sampling requirements for continued compliance with Virginia DEQ requirements.
Can the Government clarify the intended pricing methodology for CLIN 0001 and confirm whether the quantity of twelve (12) months is intended to encompass:
0. Four (4) quarterly monitoring events; The vendor must provide a cost for quarterly testing and reporting, a minimum of four (4) tests.
0. Twelve (12) monthly monitoring events for LGW-5s; The vendor must provide a cost for up to eight (8) monthly tests (four (4) tests are included in the quarterly testing requirement, the 8 are for months when no quarterly sampling is performed). The VA intends to petition the VDEQ to return to quarterly testing if the test results from three consecutive monthly tests prove compliant for that option.
0. Weekly sampling activities; or Weekly testing is not required at this time.
0. Another pricing structure? None.
5. The Price Schedule includes CLIN 0002 for forty-eight (48) weeks of sampling, and the PWS references weekly visits required to maintain compliance with Virginia DEQ requirements.
Can the Government provide additional information regarding:
0. The specific locations to be sampled weekly; See attached drawing. Wells: 1, 6A, and 7A for monthly testing.
0. The parameters to be monitored during weekly sampling; “The environmental testing firm will measure the %CH4 (methane) and %LEL (lower explosive limit) at three (3) Landfill Gas Monitoring Wells.
0. Whether weekly sampling is expected for the entire period of performance regardless of monitoring results; and No. Weekly testing is not required at this time. Monthly sampling will be required for up to 6 months but may be eliminated if there are 3 consecutive monthly tests without exceedances. The VA intends to petition to return to quarterly testing from initial monthly testing when 3 consecutive results comply with VDEQ requirements/regulations. Be advised that this contract starts with monthly testing.
0. Whether weekly sampling is only required when gas monitoring results exceed established action levels.
6. The PWS states that the contractor shall update the Gas Well Remediation Plan and provide unit pricing for weekly and monthly visits when gas wells exceed allowable limits. Can the Government clarify whether the update of the Gas Well Remediation Plan is required as part of the base contract effort, and whether any historical remediation plan documentation will be provided to the successful contractor? Applicable plans will be provided to the successful contractor. The Gas Well Remediation Plan may require updates if conditions require the relocation of wells during the execution of the contract. Two (2) wells (6A & 7A) were recently relocated in Spring 2026.
7. The PWS references a Phase IB Gas Monitoring plan sheet, a landfill site plan showing LGW locations, and an existing Gas Well Remediation Plan to be updated. We could not locate these documents in the solicitation package. See attached drawing updated on June 1, 2026.
8. For reporting, are the monthly and weekly sampling results submitted separately, or are they consolidated into the quarterly report? Also, should the contractor submit reports directly to Virginia DEQ, or will the VA submit them after contractor delivery? Please also confirm if there is a required VA or DEQ report format/template.
The contractor submits the test results directly to the VDEQ and the VA in the same email on a template currently and historically used. The vendor is also required to send a hard copy of the reports to the local VDEQ office. For the quarterly test results, the email and documentation are labeled with “quarterly”. For not less than the first three (3) months of the contract, the vendor will provide monthly test results to all concerned parties after which the VA will petition VDEQ to return to quarterly testing. The contractor shall submit test reports as they occur and not consolidate them for single submission.
9. For pricing the weekly sampling under CLIN 0002, could the Government provide the historical number of weeks weekly sampling was actually performed during the prior contract period(s)? Weekly testing is no longer required. Please see previous answers for monthly testing requirements.
