This REQUEST FOR INFORMATION (RFI) is issued solely for information and planning purposes and does not constitute a Solicitation, an Invitation for Bids, a Request for Quotation (RFQ), or an indication the Government will contract for the items contained in this announcement. All information received in response to this SOURCES SOUGHT marked “Proprietary” will be handled accordingly. Responses to the SOURCES SOUGHT will not be returned. In accordance with FAR 15.201(e), responses to this SOURCES SOUGHT are not offers and cannot be accepted by the Government to form a binding contract.
The Department of Veterans Affairs, Network Contracting Office (NCO) 6 on behalf of Salem VAMC is conducting Market Research through this SOURCES SOUGHT notice to help determine the availability of qualified Businesses, capable of fulfilling a Pharmacy Carousel Structural Analysis for 1970 Roanoke Blvd, Salem, VA 24153.
Information collected during this Sources Sought may be used in a set aside. If a solicitation is issued, the Government will do so in accordance with Federal Acquisition Circular (FAC) 2024-02, effective 01/22/2024. The North American Industry Classification System (NAICS) number is 541330. The NAICS size is $25.5 Million. Any contractor that believes they are capable and desires to claim preference for veteran owned small business status must be registered with the VIP at veterans.certify.sba.gov.
Contractors that deem themselves capable of meeting the requirement shall provide the below information to, Contract Specialist Charlsi Brooker at Charlsi.Brooker@va.gov no-later-than Tuesday, April 21st, 2026, at 10:00AM, EST, referencing 36C24626Q0523, Pharmacy Carousel Structural Analysis. Responses shall include: (1) Business Name and Address, (2) DUNS and UEI; (3) Is your company interested in providing a Federal Supply Schedule (FSS) quote or Open Market? Include GSA/FSS/NAC Contract Number, if applicable; (4) Point of Contact Name, Phone Number and E-mail Address; (5) SAM # and NAICS code; (6) Business Size SMALL or LARGE; (7) Type of Business: service-disabled veteran owned, veteran owned small business, 8a, HUBZone, woman-owned, etc. Contractor must be registered with https://www.sam.gov.
NOTE: Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings of any responses. However, information obtained as a result of this announcement may be reflected in any subsequent solicitation. This announcement is Government market research purposes ONLY.
Scope of Work: Structural Evaluation and Installation of Pharmacy Carousels Project Overview This scope outlines the structural evaluation and installation of two new pharmacy carousels (approx. 13,300 lbs. each) at the VA Medical Center. The evaluation will determine the adequacy of the existing structural system to support the equipment, and the installation will be performed in compliance with VA TIL specifications, including applicable design, safety, and construction standards.
1. Objectives
· Evaluate the structural capacity of existing elevated slabs, beams, columns, and foundations at the designated location.
· Install two pharmacy carousels in accordance with VA TIL specifications, ensuring proper anchorage, alignment, and integration with existing infrastructure.
· Ensure compliance with VA PG 18-10 Structural Design Manual (July 1, 2023) and other applicable codes and standards.
2. Scope of Services
2.1 Kick-Off Meeting
· Conduct an initial meeting with the Client to:
· Confirm project scope and objectives.
· Review equipment specifications and location plans.
· Define analysis and installation requirements.
2.2 Structural Evaluation
· Review available record drawings and documentation.
· Analyze the structural adequacy of:
· Elevated slabs.
· Supporting beams.
· Vertical columns.
· Foundation system.
· Evaluate load paths, bearing capacities, and deflection limits.
· Identify any required structural reinforcements.
2.3 Installation of Pharmacy Carousels
· Coordinate delivery and staging of carousel equipment.
· Install carousels at designated location per VA TIL specifications, including:
· PG 18-3 Design and Construction Procedures.
· PG 18-4 Standard Details and Specifications.
· VA Master Construction Specifications (e.g., Division 11 – Equipment).
· Ensure proper anchorage, leveling, and alignment.
· Verify installation meets safety, accessibility, and operational requirements.
· Coordinate with VA facility staff to minimize disruption to operations.
2.4 Standards and Codes
· All work will comply with:
PG-18-10: VA Structural Design Manual (July 1, 2023)
· Purpose: Provides structural design criteria for VA facilities.
· Relevant Sections:
· Live Load Requirements: Ensure the slab and supporting structure can handle the 13,300 lb. equipment load.
· Deflection Limits: Must meet serviceability criteria for vibration and deflection.
· Anchorage Requirements: Guidelines for anchoring heavy equipment to concrete slabs.
· Seismic Considerations: If applicable, anchorage must meet seismic design criteria.
· VA TIL specifications.
· IBC, ACI, ASCE, and NFPA standards.
2.5 Reporting
· Submit an electronic report summarizing:
· Structural analysis and findings.
· Installation procedures and verification.
· Recommendations and compliance documentation.
3. Assumptions
· Equipment specifications and location will be provided by the Client.
· Evaluation and installation are limited to a single location and specific equipment model.
· Additional models or locations may be added via contract modification.
4. Exclusions The following services are excluded from this scope and fee:
· Development of full construction documents (drawings/specifications).
· Evaluation of building areas outside the designated location.
· Site investigations to verify record drawing accuracy.
· Selection of alternative equipment.
· Material testing (e.g., concrete sampling).
· Design of structural reinforcements, if required (may be added via modification).
5. Deliverables
· One (1) electronic structural evaluation and installation report in PDF format.
· Summary of findings, installation verification, and compliance documentation.
· Supporting calculations and references to applicable codes.
6. Schedule
· Kick-off meeting: Within 5 business days of NTP.
· Structural evaluation: Within 15 business days of receiving all required information.
· Installation: To be scheduled upon completion of evaluation and approval by VA.
