About this file
This is Standard Form 30 Amendment 0002 to solicitation 36C24626Q0329, issued by the Department of Veterans Affairs Network Contracting Office 6 in Hampton, Virginia. The amendment extends the receipt deadline for offers to March 4, 2026 at 5:30 PM EST and provides answers to 36 questions submitted by offerors regarding the repair of underground fuel storage tanks (USTs) at Salem VAMC, as well as amends Section A.4 Price/Cost Schedule to include two line items for pricing.
The solicitation requires contractors to provide comprehensive repair and maintenance services for fuel storage tanks under a firm-fixed-price contract with a base period of performance from March 13, 2026 through September 24, 2026. Base Bid (Item 0001) includes testing, demolition, construction, installation, and site restoration work. Alternate No. 1 (Item 0002) consists of testing only—including tank tightness testing, automatic tank gauging verification, hydrotesting, and cost estimates for DEQ compliance—without physical tank demolition or repair work. Key services encompassed in both items include OSHA soil classification for excavations, utility locating, existing conditions documentation via photos and field sketches, as-built redline sketches, warranty tracking by individual tank location, site safety measures for public areas, sump sensor installation with wiring integration, and provision of a Windows laptop with software and printer. The principal NAICS code is 237120 (Oil and Gas Pipeline and Related Structures Construction), and the PSC is Z2DA (Repair or Alteration of Hospitals and Infirmaries). Q&A responses clarify that pricing must include measurable quantities (cubic yards, linear feet, square feet) for contaminated soil disposal and site restoration to enable change management under firm-fixed-price terms.

QUESTIONS & ANSWERS — Project 658‑26‑105 Repair Underground Fuel Storage Tanks (USTs), Salem VAMC Note: Where existing documents do not provide definitive data, the government has directed offerors to use best professional judgment and include measurable quantities (e.g., cubic yards, linear feet, square feet) so any adjustments can be clearly priced.
1) Will the KTR be required to install the laptop and laser printer, or just provide them for VA personnel to install?
Answer: Provide the laptop and laser printer at the COR‑designated location (anticipated: GEMS Office, Bldg. 74). Ensure devices are accessible and ready for VA use at required points of access.
2) Please confirm the KTR is to test each tank once before work begins and the 3 year and 5 year DEQ testing will only be required by the KTR one time and the one time will be during the current Period of Performance.
Answer: Correct. Each tank is tested once prior to construction. The “3‑year/5‑year” terminology identifies test types, not frequency; they are performed one time during the current period of performance.
3) The A.4 Cost Proposal only has one item listed for pricing. The Spec Section 01 00 00 – 1 1.3 Statement of Bid Items Has Item I Base Bid and Alternate No 1. Which is correct? If there is only one price required, please confirm it includes the first task of testing for DEQ.
Answer: See amended Section A.4 Price/Cost Schedule which includes a second line item for Alternate No. 1.
4) If the Alternate No. 1 is to be priced separately, please confirm the only item is the first task of testing with reports and cost estimates and no actual work on the tanks is included.
Answer: Yes. Alternate No. 1 includes testing, reports, and cost estimates only. No physical tank work under this alternate.
5) The SOW states to include removal of contaminated soils with pricing. There is no way for the KTR to know how much soil will be contaminated and required to be disposed of. Can an additional CLIN be added with a “Unit Price for each Cubic Yard” of contaminated soil that will require disposal?
Answer: Provide a best‑estimate quantity and unit pricing (per cubic yard) in your offer so adjustments can be accounted for if actual volumes vary. (Firm‑fixed‑price still applies; clarity in quantities enables change management if needed.)
6) Demo of UST’s. The Specs state to remove all piping and lines back to the source. This is impossible to price without knowing where the locations are and the distance. Also, if they are to be removed to the source, will there be other improvements such as asphalt or concrete that will need to be replaced?
Answer: Price using best‑available information and include measurable quantities (LF of piping, SF of restoration). Identify assumptions in your proposal to facilitate evaluation and potential adjustments.
7) Can the abandoned lines and pipes be capped off and left in place?
Answer: Yes. Lines >3 inches shall be grout‑filled.
8) Were the “Out of Service” tanks pumped out at time of decommissioning? What is currently in the tanks, such as fuel or water?
Answer: Unknown. Plan for safe handling/testing of contents upon opening, consistent with OSHA and industry practice.
9) What is the depth for excavation and restoration?
Answer: Definitive depths are not available. Provide best‑estimate depths and restoration sections, and include quantities (CY, SF, LF) in pricing.
10) Are there any conflicting utilities known to exist?
Answer: Not documented. Assume potential conflicts; include utility locating (811, private locates where required), potholing, and safe excavation procedures in your plan.
11) Please confirm an “Existing Conditions” survey will be required. If so, will this be a simple drawing?
Answer: Yes. Perform a simple site investigation using photos and field sketches to document conditions prior to construction. A topographic survey is not required.
12) Will “As-built” drawings be required to be provided by the KTR? If so, will they need to be CAD drawings?
Answer: Yes. Provide red‑line as‑built sketches with extensive photo documentation. The VA can provide existing PDF site drawings; you will mark up red‑lines to indicate work performed. CAD is not required unless otherwise directed.
13) The RFP calls for a one-year warranty. Can each location have the warranty period start after completion or will all tanks have the warranty start at the same time?
Answer: Yes, individual location warranties is acceptable if the KTR provides and track these dates and locations on a document to be provided to the government. FAR clause 52.246-21 Warranty of Construction states at paragraph (b), “(b) This warranty shall continue for a period of 1 year from the date of final acceptance of the work. If the Government takes possession of any part of the work before final acceptance, this warranty shall continue for a period of 1 year from the date the Government takes possession.”)
14) A Submittal Register is not provided. Can the VA provide the Submittal Register before bid date so the KTR’s can review what submittals will be required?
Answer: A government submittal register is not available before bid. Offerors may develop a draft register post‑award based on specifications and typical VA requirements.
15) Is Submittal Exchange required?
Answer: No. For this project size, Submittal Exchange is not required.
16) Spec Section 01 35 26 states that a Trenching and Excavation Permit is required. Will this permit be provided by the VA or will an outside agency be required to provide the permit?
Answer: Provided by the VA under project controls. Coordinate schedule with COR.
17) Spec Section 01 35 26 states that any excavation over 5 feet in depth will require to have soil samples with OSHA classification of soils. Will this be required and if so, how many tanks are going to require excavation of 5 feet or more?
Answer: Assume tank excavations exceed 5 feet; apply OSHA soil classification and protective systems accordingly to all tank excavations.
18) Is “Rock” anticipated around any of the excavations? If rock is found, does the VA compensate the KTR’s for the additional work required?
Answer: Rock is not expected within tank excavations. If differing site conditions are discovered (e.g., unexpected rock), FAR 52.236‑2 applies for equitable adjustment.
19) What are the compaction requirements in grass areas?
Answer: 85% compaction in grassed areas.
20) Are there any specific seeding requirements?
Answer: Provide a contractor‑grade fescue blend for COR approval prior to placement. Include seed rates, soil preparation, and temporary irrigation in your work plan.
21) With the areas being excavated in areas of public access, what are the requirements such as fencing and barriers to be required to protect the public?
Answer: Comply with OSHA and all governing safety requirements. Provide fencing, barricades, signage, and controlled access suitable for public areas; maintain safe egress for VA operations.
22) Are any areas to be excavated and filled in locations that will need permanent improvements such as asphalt, concrete curbing, etc?
Answer: No specific permanent improvements are identified in the solicitation documents. If your investigation indicates disturbance to paved or hardscape areas, identify the location(s) and include restoration line items in your proposal.
23) Can the Superintendent also perform the duties of SSHO and QCM?
Answer: No. The SSHO must be a separate individual from the Superintendent and QCM, per Spec Section 01 35 26.
24) Can all work be performed during regular hours?
Answer: Yes. After‑hours work is not anticipated. Coordinate any exceptions with the COR well in advance.
25) If answers to questions are posted after Friday Feb 13th, can the project bid date be extended to allow for review of the answers for pricing?
Answer: Amendment 0001 was issued after receipt of this question. Amendment 0001 extended the due date and time for offers to February 27, 2026.
26) Is there a page limit for the Technical proposal?
Answer: There is no page limit set in the instructions to offerors.
27) Can Technical and Pricing be sent in the same email?
Answer: Offers must be submitted to the Contracting Officer electronically at email address daniel.spaulding@va.gov. Multiple emails are acceptable if necessary to transmit all documents.
28) Please confirm a Schedule of Values Division breakdown is required to be submitted with the bid.
Answer: The items required for submission are outlined in Section 2.1 SPECIFIC INSTRUCTIONS TO OFFERORS AND EVALUATION CRITERIA.
29) Will any 3rd party inspections be required such as testing for compaction?
Answer: Grassed areas: Not required if appropriate compaction equipment and methods are used.
Structural pavement / traffic areas: Yes, provide third‑party compaction testing and results.
30) Are any “Special Inspections” required?
Answer: No special inspections are required for this scope.
31) Does the VA have Tank Charts available?
Answer: Not provided in the Q&A. Refer to solicitation attachments; if absent, include obtaining/creating accurate tank charts (manufacturer specs or field‑generated) in your work plan/submittals.
32) Are we Clausing the quote to allow for a change order to per tank hole location to handle contaminated soil if found?
Answer: This is a firm‑fixed‑price solicitation. Your pricing must be complete at submission, reflecting known risks and your estimated quantities (e.g., CY contaminated soil). Changes will be handled per contract terms if differing site conditions arise.
33) Are we going to be leaving the tank holes open and fenced off and move on to the next while we are waiting for soil samples to come back (roughly 7-day turnaround time)?
Answer: Yes, if safety standards are fully met (secure fencing, signage, protection). Alternatively, backfill and re‑excavate when results are received to minimize public exposure or site impacts.
34) For four tank‑top replacements with new containment sumps, will we add Veeder‑Root sump sensors and wiring?
Answer: Yes. Include sump sensors and associated wiring for the new containment sumps, integrated with the site’s monitoring system. Coordinate device model compatibility with existing consoles.
35) TLS consoles: Per site walk, need 3 TLS‑450 and 8 TLS4, reusing probes/wiring—is that correct?
Answer: Follow the solicitation documents and final design intent for device counts. Where reuse is feasible, note it in your submittal; any substitution or consolidation must meet performance and compatibility requirements.
36) Tank numbers 13-1 , 13-2 / 13-3 , 13-4 for building #175 are on two different Veeder Root systems now but located side by side down in the basement of the boiler room, these could be combined into one Veeder Root with minimal effort to save funds.
Answer: Yes, you may propose combining into one Veeder‑Root console where technically feasible and cost‑effective. Clearly identify the scope, wiring changes, programming, testing, and any transitional downtime in your proposal. Final acceptance is subject to COR and VA engineering approval.
