About this file

This is Amendment 0003 to Solicitation 36C24626Q0329, issued by the Department of Veterans Affairs Network Contracting Office 6 on March 2, 2026, and effective February 5, 2026. The amendment provides additional clarifications to questions raised by offerors regarding the Repair Underground Fuel Storage Tanks (USTs) project at Salem VAMC (Project 658-26-105). The amendment addresses government dissatisfaction with responses provided in Amendment 0002.

Key technical clarifications provided include: tanks are assumed to be 5 feet by 15 feet circular with two-foot clearance on each side, resulting in 1,239 cubic feet (45 cubic yards) of total excavation, with 20 percent (9 cubic yards) assumed to be contaminated soil requiring removal. All piping within the excavation area must be removed, and fuel piping outside the excavation shall be capped; no piping larger than 3 inches is expected to be encountered. Offerors should base their bids on these assumptions, as the government has directed contractors to use best professional judgment and include measurable quantities (cubic yards, linear feet, square feet) for pricing adjustments. The amendment requires offerors to acknowledge receipt prior to the deadline specified in the solicitation through completion of items 8 and 15, acknowledgment on offer copies, or separate written/electronic communication referencing the solicitation and amendment numbers.

ADDITIONAL QUESTIONS & ANSWERS (AMENDMENT 0003) — Project 658‑26‑105 Repair Underground Fuel Storage Tanks (USTs), Salem VAMC Note: Where existing documents do not provide definitive data, the government has directed offerors to use best professional judgment and include measurable quantities (e.g., cubic yards, linear feet, square feet) so any adjustments can be clearly priced.

1) The contaminated soil needs to be quantified by the VA and the 1442 amended to add a CLIN for that pricing. We also need clarification on the piping removal or abandonment.

Answer:

· Assume tanks are 5 foot by 15 feet circular with two foot clearance on each side for excavation. Volume of excavation: 9x9x19 – Tank (300 CF) = 1239 CF = 45 CY.

For bidding purposes assume 20% is contaminated, therefore, 9 CY of contaminated soil to remove.

· All piping within excavation to be removed, fuel piping to be abandoned shall be capped. It is not expected to encounter piping 3” or larger.

2) If larger than 3" needs to be grouted or less than 3" needs to be removed, we need to be able to quantify that it needs to be shown on the plans. Removal and restoration can’t be guessed at.

Answer: See comment above, no 3” piping, all piping in excavation to be removed.

3) The depth of the excavation can’t be guessed at. It could cost a significant amount of money to shore the excavations based on depth.

Answer: See comment above, bid should be based on assumptions above.
