About this file

This document is a Questions and Answers (Q&A) file for Solicitation 36C24626Q0201, a fire extinguisher replacement and installation project at the Hampton VA Medical Center in Hampton, VA. The Q&A addresses 17 vendor questions covering logistics, installation requirements, and operational details. Key clarifications include: VA will dispose of old fire extinguishers, deliveries will be to Building 31, an escort will be required during work, deliveries can be made with advanced notice for forklift unloading, and work will be performed between 0700-1530 hours. The project involves replacing fire extinguishers across multiple buildings, with the contractor responsible for procurement, delivery, and installation.

Specific technical details reveal the contractor will use the BuildingReports Database for tracking, can use either ANSUL or AMEREX brand extinguishers, and must complete a site assessment report after installation. The period of performance is flexible, based on lead times for obtaining fire extinguishers and scheduling delivery/service. Pricing will include fire extinguisher units, delivery, and installation labor, with potential additional costs for specialized unloading if required. The project is administered by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6.

Questions and Answered generated from Solicitation 36C24626Q0201

1. Who will be responsible for disposing the failed fire extinguishers?

0. If the VA will dispose of them, where will our technician be required to drop off the failed fire extinguishers for VA disposal?

Answer Q1: The drop off for the extinguishers will be building 31, the VA will dispose of them.

1. Section 3.1 references conducting a site assessment to determine the appropriate number, types, and locations of fire extinguishers done in house. But states afterwards, “done in May 2025”. Based on the price/cost schedule, the quantities and types are clear. Do you have documentation, possibly a report of failures, that you can share so we know the buildings and locations the new extinguishers will be installed? Or are we expected to walk the campus and determine which ones need replaced in each building? Considering this information is already available, to ensure a timely execution of the installation, we anticipate that you can share this information either now, or at a minimum after contract award. Alternatively, if you provide the most recent annual inspection report from building reports, we can extract the information from there.

Answer Q2: After award document will be provided listing the fire extinguishers that needs replacing and the locations.

1. Will it be acceptable to ship the fire extinguishers directly to the VA warehouse from our supplier? Section 3.3 states, “ Pick up fire extinguishers from warehouse and take them to assigned building.”. We would just like to clarify this is the VA warehouse.

2. Will the VA warehouse offload the pallets from the shipping truck, or are we to provide the equipment and manpower to offload the pallets? We’ve worked in facilities where we have been told explicitly that only the VA warehouse personnel can do this, and others where we have been told it was part of the contract for us the provide the resources to do so.

Answer Q3: VA Warehouse building 31-which if we know when they will be here in advance, we can get a VA employee with the forklift to unload in building 31.

1. Are there any known structural concerns with the existing hangers/mounts?

3. Will it be acceptable to reuse the existing hangers/mounts provided there are no structural concerns?

Answer Q4: There are no issues where the fire extinguishers are to be placed.

1. Will an escort be required while performing work under this contract?

Answer Q5: Yes

1. While we don’t expect this to be an issue, but if an existing fire extinguisher location is determined to be inaccessible or considered not visible, what will the course of action be as it pertains to this contract? Will a modification be provided to relocate the fire extinguisher, or will you handle that under your inspection and testing contract?

Answer Q6: There are no issues in areas to be accessed.

1. Section 4 – Deliverables, can you please clarify the deliverable required for “Documentation of procurement”? Would this be our purchase order with our supplier for the fire extinguishers?

Answer Q7: Tracking information and or Bill Of Laden

1. Can you please clarify the expectations of CLIN 0003 and why the quantity is 6 units? The cost of delivery to the VA is included in our price for each extinguisher (CLINs 0001, 0002, and 0004), and the tools to do the work are included in our labor price (CLIN 0005). The only potential extra cost here would be offloading from the delivery truck if the VA warehouse requires us to do this. At which point, we can provide that price, but don’t believe the quantity would be 6. Unless the VA is expecting this to occur over 6 deliveries, which I don’t believe that’s the intent. Any additional information/expectations you can provide related to this CLIN would be greatly appreciated and will be helpful in breaking out our price in a manner that satisfies your evaluation needs.

Answer Q8: Based on an estimate of all deliverables (estimated to fit on 6 pallets)

1. There is no period of performance defined. Would the VA consider allowing up to 60 days from contract award to completion? Typical lead times on these fire extinguisher units is 30 to 45 days from receipt of order.

Answer Q9: There is no period of performance as lead times are dependent upon how long it takes the vendor to obtain fire extinguisher and schedule delivery or service with end user.

1. The price sheet lists ANSUL model numbers for the fire extinguishers. Can AMEREX equivalent extinguishers be provided in place of the ANSUL models? No specific brand. Answer Q10: The VA has NO set brand for these extinguishers

1. Will there be a forklift on-site to unload the new extinguishers from the carrier truck? Additionally, is there a designated area within the warehouse where the extinguishers can be off-loaded and stored?

Answer Q11: Forklift can be used when we know the delivery date in advance, preferably a few days before.

1. Please clarify the Site Assessment requirement in Section 5 Schedule.

Answer Q12 This must be included in the report upon completion of installation.

1. What type of building reports program is the VA using?

Answer Q13: The software is BuildingReports Database

1. Please provide locations of the fire extinguisher that need to be replaced / installed.

Answer Q14: We can provide a report from reports for each building, upon award of contract.

1. Section 8.1 references the necessity for a scanner tool. Is it possible to get the model number of this? We do not currently use this method for inspections.

Answer Q15: Scanner is not specific, as long as vendor is a licensed account holder of BuildingReports Database.

1. Do they have a plan for disposal of the extinguishers we are replacing? If not, we would need to factor this into our cost.

Answer Q16: The VA will be responsible for the disposal of extinguishers.

1. Would this be able to be done during normal business hours? We are able to accommodate any time constraints, but after-hours work would need to be factored in our labor costs.

Answer Q17: Between the hours of 0700-1530
