About this file
This document is a Questions and Answers (Q&A) file for Solicitation 36C24626Q0114, a Department of Veterans Affairs electrical breaker testing contract. The opportunity involves comprehensive electrical equipment testing across multiple buildings, including 175 breakers ranging from 100 to 3000 amps at voltage levels of 208 to 480 volts, located in Buildings 2, 3, 4, 5, 8, 11, 12, 17, 18, 20, 21, 31, 42, and 43. The incumbent contractor is J & B HARTIGAN, with the previous contract valued at $197,446.60, and the current scope of work remains unchanged from the prior year.
Key testing requirements include primary injection testing for breakers 225 amps and higher, infrared scanning, and testing of automatic transfer switches (ATS), breakers, and transformers. The contract has a service-disabled veteran-owned business (SDVOB) component, with work to be performed Monday through Friday from 7:00 AM to 5:00 PM. Testing will cover circuit breakers, with secondary and primary injection methods, and for medium voltage liquid-filled transformers, testing may include oil sampling, inspection, and potential additional electrical tests such as Polarization Index, Excitation Current, Turns Ratio, Insulation, and Winding Resistance.
