Salem VA Medical Center Telephone Switchboard Operators

Technical Questions

1. How many operators are needed for this requirement? 6

2. Expected Work Schedule: Is there a preliminary schedule (e.g., shifts, hours per week) available for planning purposes? Monday-Sunday 7am-11pm; Saturday and Sunday one contractor on 7am-3pm, one on 3pm-11pm, with operator manager on call.

3. Can an AB1 subcontractor help a SDVOSB win the contract through an SB utilization plan or other preference? This requirement is set as a total SDVOSB set-aside with opportunity for subcontracting. The SDVOSB must provide a plan on how they will do 51% of the work as the primary contractor.

4. When was the last time the switchboard systems were updated? The switchboard uses regular OI&T computers to access Finesse which is a website-based system. There isn't any hardware "switchboard" wise that they would use.

5. Is there a planned refresh for the associated systems? n/a

6. If there is a planned refresh will that be handled by the VA? n/a

7. How long is the transition from the current vendor expected to take? Based on approval

8. Will there be delays in clearing people or does Salem have a trusted agent who can expedite that process? No, the operator manager and HIMS records officer handles this.

9. Is the current vendor and staff unionized? No

10. How many personnel are currently staffed to perform these duties? There are 6 personnel currently staffed.

11. What is the average duration of each call? 2 minutes

12. Can you please confirm that operators handle approximately 1,600 calls per day and 8,000 calls per week? Yes

13. Who is the current contractor for these services? Magellan Solutions USA Inc.

14. Which positions are considered key personnel for these opportunities? Is the project manager only? Do you require submission of a resume for the project manager with the proposal? All are considered key personnel and yes.

15. Do you require resumes to be submitted with this proposal for all switchboard operators? Yes.

16. Could you please confirm whether resumes are required for all proposed staff members as part of the proposal submission to the VA, and if so, whether the VA will accept representative resumes illustrating the qualifications of the proposed operator team instead of individual resumes for each position? Resumes are required and yes, you may submit resumes illustrating the qualifications of the proposed operator team instead of individual resumes.

17. Most contracting officers are on furlough and may not be able to response to past performance questionnaires. How will the government shutdown affect the submission or processing of the questionnaire if it is not submitted on time due to not fault of ours? Normally, a small amount of essential personnel will remain on facilities affected by the Government shutdown. Considering telephone switchboard operations supporting medical facilities are considered essential, there should be a minimal number of staff for situations like this. Should this not be the case, past performance questionnaires against DoD or Federal facilities other than VA contracts affected by the shutdown, potential vendors will not be held responsible if unable to obtain questionnaires by the due date. Questionnaires shall be submitted soon as shutdown is over, and facilities are able to provide this information. It is also highly encouraged to submit any completed previous past performance evaluations in lieu of questionnaires until the shutdown ends. The VA is not furloughed and questionnaires against VAMC past performance shall be submitted on time.

18. Is this a new service, project, or requirement for the Government? This is not a new service for the Government.

19. What was the value of the last project/service for this Statement of Work at this location?

· 36C24625P0915 (4/1/2025 to 5/31/2025 - $49,984.00 - Magellan Solutions USA Inc.)
