About this file

This document is a Questions and Answers (Q&A) amendment for Solicitation Number 36C24626Q0110, a wheelchair transportation service contract for the Hampton VA Medical Center and affiliated healthcare clinics. The solicitation covers non-emergency wheelchair transportation services across multiple VA facilities in Virginia, requiring a contractor to provide vehicles, personnel, and management for 24/7 transportation needs. Key operational details include an average of 47 daily runs, historical quarterly trip volumes of approximately 4,500 trips under 25 miles and 750 trips over 25 miles, with 80% of trips scheduled more than 72 hours in advance.

The contract is expected to commence on January 1, 2026, with the current vendor active until December 31, 2025. Operational requirements include using the VetRide portal for trip confirmation and billing, vehicle inspections by Virginia Department of Safety standards, and driver qualifications involving background checks and training documentation. The transportation services will primarily serve Community-Based Outpatient Clinics (CBOCs), Naval Hospital, local providers, dialysis centers, with 90% of trips within local areas and 10% to contract nursing homes and airports. Billing will be per confirmed trip with no minimum monthly guaranteed payment, and the contractor must maintain vehicle readiness to support 24/7 service availability.

X one This amendment is administered to RQ 36C24626Q0110 to:

1) Provide answers to questions received from the the posted solicitation.

Jerry Mann Contracting Officer

Questions and Answers in response to solicitation 36C24626Q0110.

1) Could you please confirm if there is any specific minimum number of vehicles required to be maintained under this contract? There is an average of 47 runs per day….20 vehicles would be ideal….current vender had 26 at the start of the contract.

2) What is the historical monthly trip volume (last 12–24 months), seasonality, and average miles per trip (distribution 0–25 vs >25)? Average over the past 2 years is 4500 (0-25 miles) per Quarter (18000/year) and 750 (>25 miles) per Quarter (3000/year)

3) % of trips scheduled in advance vs same-day add-ons; typical daily peaks? 80% scheduled >72hours out (all dialysis approx. 50 trips/day are weeks out) 20% short noticed discharges/clinical treatments and community visits).

4) Confirmation of response-time expectations for scheduled trips and add-ons (HAMVAMC vs non-HAMVAMC pickups)? New contract will have runs entered into VetRide which requires vender to then confirm all runs and return to VAMC.

5) Any minimum readiness (# of vehicles on duty by hour/day) to meet 24/7/365 availability? Minimal after hours movements. Occasional EMD (emergency medical Dept) patients and late in patient ward discharges.

6) Expected origin/destination mix (HAMVAMC, CBOCs, VISN 06 facilities, community care, residences, airports) and frequency of long-distance runs?

a. 90% All CBOC (APOC, CHPK, NBOC, VA Beach, Western Branch and Langley), Naval Hospital, local providers/dialysis centers

b. 10% Contract nursing homes and airport runs.

7) This appears to be a "as-needed" contract. Confirm this is only paid for actual trips made vs. lump sum per month? All will be processed through VetRide and are billed per confirmed trip...no lump sum payments.

8) If it is "as-needed", is there a minimum paid amount each month to cover 24/7 on-call operational costs? No

9) Onboarding/training provided, expected timeline to go live, and 24/7 portal monitoring expectations? COR/Beneficiary Travel will arrange for VetRide training and site visit—1 week. Vehicles are expected to be inspected by site (comply with Virginia Department Safety inspection for W/C vans). Spot Checks will occur by COR as needed or with complaints.

10) Driver qualifications and documentation timelines; background check level and processing times; TB testing cadence; annual HIPAA/privacy/cyber/environmental training proof? Contract courier is to ensure all drivers are qualified prior to being allowed to move veterans and per the PWS should keep education folders/training records on file for spot audits.

11) Expected award date vs operational start, and any ramp-up/transition window for staffing, badging, and vehicle readiness? Presently the current vendor is active until 31 December 2025. Expected go live date 1 January 2026. Training, site visit and vehicle inspection should be done NLT the week of 26 December 2026.
