About this file

This document is a Standard Form 1449 Solicitation/Contract/Order for Commercial Products and Commercial Services issued by the Department of Veterans Affairs Network Contracting Office 6 for optometry laser preventive maintenance services. The solicitation (36C24626Q0093) seeks preventive maintenance for multiple ophthalmological laser systems at the Fayetteville HCC, including equipment from manufacturers such as Ellex, Iridex, Lumenis, Topcon, and Medray. The contract has a base period from November 1, 2025, to October 31, 2026, with four additional one-year option periods through October 31, 2030.

The procurement involves two preventive maintenance visits per year for nine specific laser and ultrasound devices, with a NAICS code of 811210 (Electronic and Precision Equipment Repair and Maintenance). All offerors must provide a letter of authorized service provider for OEM lasers. The solicitation is unrestricted but includes set-aside considerations for small businesses. Offers are due by 10:00am EDT on October 23, 2025, and will be evaluated on technical approach, past performance, and price, with a total estimated contract value of $34 million. The place of performance is the VA Fayetteville NC Coastal Healthcare System, with a requirement for primary level service support including on-site response within 4 hours and a 97% uptime guarantee.
