About this file
This is a Request for Information (RFI) Responses document addressing 90 questions and clarifications related to a steam line replacement project at Salisbury VA Medical Center in North Carolina.
The project involves replacing existing steam distribution lines from buildings 10-18 (Manholes 17B through 15) over an estimated 365-day construction period. Key scope elements include: demolition and removal of the abandoned 1965 steam line with asbestos abatement; open-cut trenching with jack-and-bore methodology at roadway crossings using 24-inch steel casings; installation of seamless steel pipe (ASTM A106 Grade B) for pressure-bearing applications; direct-buried thermal (DDT) system assembly with Foamglas insulation and cathodic protection; and restoration of disturbed areas with topsoil, seeding, and straw mulch. Excavation is classified as unclassified, with rock defined by equipment refusal criteria per specification 31 20 00. The contractor is responsible for all permit fees including NPDES Construction General Permit compliance and Storm Water Pollution Prevention Plan (SWPPP) implementation. Work is restricted to normal hours (0700-1700) to minimize disruption to hospital operations, with the anticipated award date of June 15th and 14-30 days anticipated between award and Notice to Proceed. The contractor must provide coordination drawings, Quality Control personnel on-site during work hours, ICRA Class II protection inside Buildings 16 and 17, and tuberculosis screening per protocol. One-year construction warranty is required. The contractor's laydown yard will be located behind Building 6's main parking lot, with access to existing on-site utilities for temporary electrical and water at no cost.
