About this file

This document is an Amendment (0001) to a federal solicitation for Architect-Engineering (A-E) services for replacing a fire pump at the Fayetteville VA Medical Center. The opportunity is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns, with a projected A-E contract award date of August 29, 2025, and an anticipated construction project budget between $1,000,000 and $2,000,000. The project involves designing a replacement fire pump system, with the new pump to be relocated from Mechanical Room B78 in Building 1 to Building 56, to meet current capacity and code requirements.

The amendment provides responses to eight vendor questions, clarifying key aspects of the solicitation such as commissioning agent requirements, reference evaluation processes, licensing needs, and confirming the project is open to qualified SDVOSB firms. Submission requirements include an electronic Standard Form 330 (SF 330) with detailed qualifications, to be submitted by 11:00 AM Eastern Daylight Time on April 17, 2025, to Contract Specialist Elaine Belber. The evaluation will focus on specialized experience, professional qualifications, construction period services experience, past performance, capacity to complete work, and commitment to using small businesses as subcontractors.

36C24625R0027 – Replace Fire Pump AE Amendment 0001 – Responses to Questions

1. The solicitation states that "The AE firm shall hire a third-party Commissioning Agent (CxA) to be involved from project kickoff through Final Design and throughout construction. AE to coordinate for the CxA to develop the commissioning plan and be involved throughout the design and construction."

Would it be acceptable to instead utilize in-house, BCxP-certified staff for this role, provided that they are not involved in the design of the project?

Response: Yes, that is acceptable.

2. Can we include an ongoing project in Section F? If so, how far along does it need to be?

Response: See the Specific Instructions for Section F included on the SF 330 form. Adhere to Selection Criteria at minimum.

3. Our team has direct experience with commissioning of sprinkler systems. Would it be acceptable for us to perform this aspect of the scope with our own staff?

Response: Yes, provided that the commissioner is not part of the design of the project.

4. Is this project intended to be awarded to specific company that the Agency has in mind, or is it open to any qualified firms that submit proposals?

Response: This project is 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. All submissions will be evaluated in accordance with the Selection Criteria included on the Presolicitation Notice.

5. Does the firm submitting a proposal need to be local to the Fayetteville area, or can firms from outside this region also apply?

Response: This is covered under the Selection Criteria included in the Presolicitation Notice.

6. Is there a requirement for the firm to have prior experience working with the Department of Veterans Affairs, or can new firms without this history be considered?

Response: All submissions will be evaluated in accordance with the Selection Criteria included in the Presolicitation Notice.

7. Does this project require the Engineers on the Team to be licensed in North Carolina?

Response: No, not specific to North Carolina. Professional Engineering license as required.

8. The solicitation requires the submission of three reference evaluations. Can we request a copy of these evaluations after the project is awarded? We believe this is important because some references may provide information that is opinion based or potentially misleading, which could unfairly affect the Agency's evaluation of our submission. Accurate representation in these evaluations is crucial to ensuring that all firms, particularly underrepresented minority own firms, are given a fair opportunity in this selection process. If any incorrect information is presented, we need to address it appropriately which the submitter, which may include seeking legal recourse if necessary.

Response: Source Selection regulations can be found in FAR 15.3. The content of debriefings is covered under FAR 15.505 and FAR 15.506. Note that 15.506(d)(2) through (d)(5) do not apply to architect-engineer contracts.
