Simplified Acquisition Procedures: Soliciting for Brand Name Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Brand Name Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-25-AP-4130

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Asheville VA Medical

Center, 1100 Tunnel Rd Asheville, NC 28805: Purchase Request: 637-25-3-996-0276.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Asheville VA Medical Center has a requirement to procure the Phoenix II Workstations for the Radiology Imaging Department. The Phoenix II Workstation is a full line of ergonomic workstations built specifically for Radiology. Radiologists able to adjust key factors at the workstation such as lighting, sound, desk height, the height and depth of the displays directly impact productivity and comfort. Estimated Contract Value: $54,205.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This requirement is a request to provide Asheville VA Medical Center with the Phoenix II workstations and various expendable supplies. Phoenix II workstations is currently being used in the hospital by Imaging Services to perform imaging reading. The Radiology department currently has Phoenix II Workstations that have reached end-of-life and no longer have a warranty. Procuring the Phoenix II workstations all providers will be utilizing the same workstations, performing the same procedure and will standardize the reading of imaging data whether the providers are working at the Asheville VAMC.

The Contractor shall provide all material, parts, installation and other resources needed or required to complete this requirement. Procuring other manufacturer items would cause a cost burden that will not be recoup, undermine current standardization and prolong installation.

4. Description of market research conducted and results or statement why it was not conducted: Market Research was conducted on VETCERT and SBA Dynamic Business Search, FPDS, and OEM correspondence. All searches concluded the OEM and the authorized distributor are capable of providing the Phoenix II workstations needed to fulfill this order.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-

1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
