About this file

This document is a Single Source Justification form for the Department of Veterans Affairs (VA) for vestibular testing equipment. The acquisition is being prepared by Network Contracting Office 6 on behalf of the Salisbury VA Health Care System, with a Purchase Request number 659-25-3-048-0214. The equipment will replace two existing systems across multiple VA healthcare sites (Salisbury VAMC, Charlotte HCC, and Kernersville HCC) to maintain standardization and ensure staff competency when utilizing the equipment.

The justification notes that market research was conducted by searching SAC, NAC, FPDS, DSBS, and GSA, which identified multiple sources capable of providing the required equipment. Despite this, the procurement is being pursued as a brand name justification to ensure consistency across sites, reduce operational complexities, and support high-quality patient care. The estimated acquisition is over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT) of $250,000. The document is digitally signed by the Contracting Officer Amy Balicat on 08/14/2025, with an effective date of 11/15/2024, and carries the Acquisition ID VA-25-00089994.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This is a brand name justification. This equipment serves as replacements for two of the current systems utilized within the Salisbury VAHCS. It is imperative that standardization is maintained throughout all sites, Salisbury VAMC, Charlotte HCC, and Kernersville HCC, as staff travel between sites to provide patient care. This ensures that staff have required competencies for utilizing the equipment and the associated software and reduces the complexities associated with sourcing and managing different supplies for multiple brands. These factors collectively contribute to optimal operational efficiency, cost-effectiveness, and high-quality patient care. Multiple sources were identified that can provide the required equipment.

4. Description of market research conducted and results or statement why it was not conducted:

Unique Vendor Capability: Searched SAC, NAC, FPDS, DSBS and GSA. Mulitple sources were identified that can provide the required equipment on the open market. This acquisiton will be pursued under full and open competition.
