4. AWARD BASIS

The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, quotes the lowest price, whose quoted price does not exceed the amount of funding available for the procurement, and whose quoted price is found to be reasonable. The evaluation process will consider whether the quote demonstrates a clear understanding of the items in the price schedule technical features are involved in meeting the requirements of the SOW.

By submission of its quote, the quoter accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. The contract will be awarded to the quoter with the lowest price technically acceptable quote based on the factors listed above. A rating of “acceptable” or “unacceptable” will be assigned to each non-priced factor.

Factor 1: Technical/Management Approach The evaluation process will consider whether the quote demonstrates a clear understanding of the technical features involved in meeting the requirements of the solicitation. Contractors shall provide:

· Provide/submit a detailed technical and management approach for completing all requirements of the STATEMENT OF WORK (SOW). This comprises management and operation (safety procedures, staff training plans etc.) to include the start-time needed between notice of award and start of service.

· Capability to Perform - Offeror must demonstrate that it currently possesses or have the ability to obtain the personnel, equipment, standards, work processes, and general resources to accomplish the requirements of the Statement of Work. Provide at least two (2) similar contracts undertaken within the past three years.

· Quality Control Plan Outline: This outline shall describe the offeror’s quality control system and should identify at a minimum the frequency of inspections and the procedure to follow up and correct deficiencies.

- The purpose of the Quality Control Program (QCP) to ensure all requirements of the contract are provided as specified and shall submit said QCP to the Contracting Officer with proposal. The program shall be continuously improved and is therefore documented in loose leaf manual format. The program shall include, but not be limited to the following:

(1) Written work instructions/procedures, processes, and product description to implement contractual obligations. The preparation and maintenance of, and compliance with, these instructions shall be audited as a function of the Contractor Quality Program to assure compliance with or timely changes to the instructions. Contractor shall submit all OSHA & Joint Commission training of personnel in Quality Control Program.
(2) A method of early detection and correction of assignable conditions adverse to the quality of service, to include analysis of corrective action records (including Customer complaints) to determine causes of defectiveness.
(3) The quality program shall ensure that records are complete and reliable. Reliable records are objective evidence of existing or past quality of service.
(4) An inspection system covering all services stated in the cleaning requirements section of this contract. A check list used in inspective contract performance during regularly scheduled or unscheduled inspections, and the name(s) of the individuals who will perform the inspection.
5) To ensure compliance with safety and infection control issues, the Supervisor will serve as a member of the Environment of Care and Infection Control Committees at the clinic. This will include participation in the Environment of Care (EOC) and Infection Control (IC) Rounds.
Factor 2: Past Performance

Past performance information will be utilized to determine the quality of the contractor’s past performance as it relates to the probability of success of the required effort. The Government will evaluate customer satisfaction, responsiveness to customer needs, and past demonstration of meeting delivery schedules and the delivery of quality services. Emphasis will be on recent, relevant past performance in the previous 3 years. Recent is defined as work performed within the last three years. Relevant is defined as work similar in size and scope of the work described in the Statement of Work (SOW).

Past performance information is one indicator of a quoter’s ability to perform the contract successfully. Current and relevant information, source of information, context of data, and general trends in Contractor’s performance shall be considered as it pertains to the performance of work described in this solicitation. Quoters may provide information on problems encountered with identified contracts and the quoter’s corrective action. The Government shall consider this information as well as information obtained from any other sources when evaluating the quoter’s past performance.

Since the Government may not necessarily interview all the sources provided by the quoters, it is incumbent upon the quoter to explain the relevance of the data provided. Quoters are reminded that the Government may elect to consider data obtained from other sources.

Quoters with no relevant past performance or for whom information is not available, shall not be evaluated favorably or unfavorably on past performance, but may be considered less favorably than a quoter with favorable performance history.

Factor 3: Price Prices shall be submitted in accordance with the Price Schedule contained in the Solicitation. Total price will be evaluated by the Government. In evaluating the quoter’s proposed price for this project, the Government concern includes determining price reasonableness.

Reasonableness determinations will be made by determining if competition exists, by comparing proposed cost/price with established commercial prices, other contract vehicles, and/or by comparing proposed cost/price with the Independent Government Cost Estimate (IGCE). The IGCE is not releasable to the public.

5. AMENDMENTS
