STATEMENT OF WORK (SOW)
For Omnicell XT Extension Consoles
A. GENERAL GUIDANCE
1. Delivery of Omnicell XT Extension Consoles and installation of Omnicell PADE Interface at the Salisbury VA Medical Center, Charlotte Health Care Center, and the Kernersville Health Care Center. This work will cover delivery of fully functional equipment to the Salisbury VA Medical Center, Charlotte Health Care Center, and the Kernersville Health Care Center.
All electrical, wiring, and mounts must follow general VA requirements,
2. Scope of Work: Delivery of factory inspected and functional Omnicell XT Extension Consoles for our existing AWS Cabinets, Half-Height, and Full Height Cabinets. This also includes installation of PADE Interface upgrade.
3. Background: Pharmacy is submitting a request for purchase of upgrade/replacement Omnicell XT Extension at the Salisbury VA Medical Center, Charlotte Health Care Center, and the Kernersville Health Care Center due to the End of Life. This is no fault to Omnicell, it is an issue with Microsoft. The Operating system that our current XT Cabinets are end of support from a security standpoint as of October 14, 2025. The hardware is supported for 10 years, but Microsoft has an EOS on the operating system.
Pharmacy is also submitting a request for purchase of upgrade/replacement PADE Interface at the Salisbury VA Medical Center, Charlotte Health Care Center, and the Kernersville Health Care Center to allow for two-way communication between the Omnicell Automated Dispensing Cabinets to CPRS/VISTA. The current interface in place does not allow for two-way communication between the 2 systems. The PADE Interface would provide two-way communication between the systems, which would allow for improved features to support inventory management.
4. Performance Period: Delivery of Equipment January 30, 2026
5. Type of Contract: A firm-fixed-price.
B. GENERAL REQUIREMENTS
This project will cover purchase and delivery of Omnicell XT Extension Consoles and installation of PADE Interface for our current AWS and Cabinets at the Salisbury VA
Medical Center, Charlotte Health Care Center, and the Kernersville Health Care Center.
The project consists of:
• Providing fully functional equipment and software installation to the Salisbury VA Medical Center, Charlotte Health Care Center, and the Kernersville Health Care Center.
• Contractor shall consult with Salisbury VA Medical Center, Charlotte Health Care Center, and the Kernersville Health Care Center Engineering and Pharmacy Services with any electrical or network requirements.
• Provide corrective maintenance on any issues encountered immediately following installation.
Salisbury VA Medical Center, Charlotte Health Care Center, and the Kernersville Health Care Center will direct where the required equipment will be placed. Contractor shall be responsible for providing repairs of faulty equipment within 72 hours (at no additional cost to the Salisbury VA Medical Center, Charlotte Health Care Center, and the Kernersville Health Care Center.)
C. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES:
Special Requirements
• All electrical and networking data will be inspected by Salisbury VA Medical Center, Charlotte Health Care Center, and the Kernersville Health Care Center Engineering Service to ensure contract compliance and safety.
Engineering Requirements
• Equipment must be compliant with all appropriate electrical, building, safety, OSHA, and other codes and regulations applicable to the Salisbury VA Medical Center, Charlotte Health Care Center, and the Kernersville Health Care Center.
D. GOVERNMENT RESPONSIBILITIES:
• The Salisbury VA Medical Center, Charlotte Health Care Center, and the Kernersville Health Care Center will be responsible for supplying power source data network to connect and power contracted wiring.
E. CONTRACTOR EXPERIENCE REQUIREMENTS:
QUALIFICATIONS/CERTIFICATIONS
A. The contractor shall be qualified and have the required levels of professional and technical experience to perform the work required by this statement of work.
F. EQUIPMENT:
• All equipment, tools, etc., shall be properly maintained while on the project and shall be adequate, in quality and capacity, for proper execution of the work.
G. SCHEDULING AND HOURS OF WORK
• All work in areas involved shall be scheduled with the VA Pharmacy Service representative.
• Work shall be scheduled for proper execution to completion of this contract.
H. SITE VISITS
• Job site shall be visited to verify all existing conditions and dimensions and the extent of work involved with the VA Pharmacy Service Representative. Visits to the site may be made by appointment only, during regular business hours, with the VA Contracting Officer Representative (COR)
I. INSPECTIONS:
• All work shall be inspected upon receipt by the VA technical representative.
J. SAFETY REGULATIONS:
• All applicable safety regulations shall be observed during all work of this contract.
• The VA Safety Officer shall have full authority to see that the contractor obeys all safety rules and regulations relative to the fulfillment of this contract.
• Salisbury VA Medical Center, Charlotte Health Care Center, and the Kernersville Health Care Center will be responsible for providing the necessary barricades/signage where required.
B.5 RECORDS MANAGEMENT CONTRACT LANGUAGE
Prior to termination or completion of this contract, contractor/subcontractor(s) must not destroy information received from the VA, or gathered/created by the contractor in the course of performing this contract without prior written approval by the VA. Any data destruction done on behalf of the VA by a contractor/subcontractor(s) must be done in accordance with the National Archives and Records Administration (NARA) requirements as outlined in VA Directive 6300, Records and Information Management and its Handbook 6300.1, Records Management Procedures, applicable VA Records Control Schedules, and VA Handbook 6500.1, Electronic Media Sanitation. Self-certification by the contractor that the data destruction requirements above have been met must be sent to the VA Contracting Officer within 30 days of termination of the contract.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. 1. QUOTE SUBMISSION
Offerors shall submit their quotes before 15:00 EST on 06 August 2025. Quotes shall be assembled by the following Sections: each section shall be easily identified.
Section A - Offer Form (Standard Form 1449) Signed and dated, include the North American Industry Classification System (NAICS) code and small business size standard in Block 10. Unique Entity Identifier (UEI) shall be entered in the block with the Offerors name and address.
Section B – Pricing Pricing shall be entered on the attachment in Section D. Quoter must complete all highlighted columns on the spreadsheet. DO NOT edit any other fields. The total quoted price must be entered into the solicitation with quote submission.
Quotes shall be accompanied by an Authorized Distributor Letter.
All Offerors shall be registered and current in the System for Award Management (SAM) database at time of quote submission.
Failure to submit a complete quote will result in a technically unacceptable determination.
2. Amendments:
Amendments to this solicitation will be posted on SAM.gov, Contract Opportunities.
Paper copies of the amendments will NOT be individually mailed. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your quote being considered unacceptable.
3. AWARD BASIS
Note that FAR Part 13.5 procedures will be used. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, quotes the lowest price, whose quoted price does not exceed the amount of funding available for the procurement, and whose quoted price is found to be reasonable. Price alone is the sole evaluation factor.

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it ‘‘does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument’’ in paragraph (c)(1) in the provision at 52.204–26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212–3, Offeror Representations and Certifications– Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it ‘‘does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services’’ in paragraph (c)(2) of the provision at 52.204–26, or in paragraph (v)(2)(ii) of the provision at 52.212–3.
(a) Definitions. As used in this provision—
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204–25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115–232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115–232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.
