About this file
This document is an Amendment (SF-30) with Questions and Answers for Solicitation 36C24625Q0828 for Ambulance Services at Durham VA Medical Center. The amendment addresses five key vendor questions regarding Contract Line Item Numbers (CLINs), mileage rates, and implementation details. Key clarifications include: CLIN 002 covers transportation within 20 miles of Durham and Greenville, while CLIN 0013 covers transportation outside 20 miles; mileage rates for certain CLINs are set by the government at $5.00 and $7.50 per mile; each applicable CLIN has a total of 10,000 miles; and the VetRide system is currently operational at Durham VAMC to track ambulatory, wheelchair, and ambulance trips. The amendment also clarifies that no-show transportation reimbursement will be paid one-way based on the specific service rate (ALS, BLS, CCT), with ALS requests within 20 miles routed to Duke University.

Question 2: CLIN 0013 and 0014 have set rates, $5.00 and $7.50. Can you confirm if the intention is for these to be set rates, or will bidders be able to submit competitive rates for each of these CLIN items?
Answer Q2: Rates set by the Government at $5.00 & $7.50 per mile.
Question 3: Additionally, CLIN 0013 and 0014 do not have a “Totals” box to the right (highlighted yellow). Please advise on how to proceed based on the previous questions above.
Answer Q3: Total # of each is 10,000 miles for each.
Question 4: What phase is VetRide implementation at Durham VAMC?
Answer Q4: The VETRIDE system is currently in use now by Durham. This system will track all trips ambulatory, wheelchair and Ambulance. Contracts will be entered into the VETRIDE system once new contracts go into service.
Question 5: PWS REF# 4.6.2.1.1. states A “no show” is defined as a transportation request which is cancelled after the contractor has dispatched a vehicle, the vehicle is enroute, or has arrived at the pick-up location, and there is no longer a requirement for patient transportation.
The contractor may request one-way reimbursement for no-shows. No-show reimbursement shall be based upon the base rate for the type of service requested (Stretcher Transports, BLS, ALS, CCT) and the one-way mileage (Stretcher Transports, BLS, ALS, CCT) accrued enroute to the pick-up location at time of cancellation. Mileage for no- show cancellations shall be confirmed by the contractor and reported to the VA as soon as possible from time of cancellation.
There are currently no CLINs for the BLS, ALS, CCT No- shows in order for a contractor to invoice. Can the appropriate CLINs be added?
Answer Q5: No show- will be paid 1 way based on the rate of the service being provided (ALS, BLS and CCT). Rates for ALS are outlined in another CLIN within 20 miles our ALS requests goes to Duke University.
