About this file
This document is an amendment (Amendment 0002) to Solicitation 36C24625B0020 issued by the Department of Veterans Affairs Network Contracting Office in Salisbury, NC for the replacement of Chilled Water Pumps and Condensate Pumps in Building 11. The amendment provides detailed responses to 38 contractor questions covering project specifics such as work scope, performance period, site logistics, and technical requirements. Key details include a 120-day period of performance (potentially extendable), no exterior work planned, tuberculosis testing required for workers, and VA-provided parking and workspace.
The solicitation requires replacing existing mechanical pumps on the ground floor of Building 11, with specific technical considerations including changing from pneumatic to DDC controls, potential ICRA requirements, and multiple site access and logistical accommodations. Contractors must adhere to facility quiet hours (8pm-6am), comply with vaccination/mask policies, and coordinate closely with the Contracting Officer's Representative (COR) for site-specific details. The amendment includes five attachments covering technical specifications, pump details, site visit roster, and a memo on bolt requirements, with the bid due date remaining unchanged from the original solicitation.

X one The purpose of this amendment is to answer the RFI questions for this solicitation.
Also to add the site visit roster from the site visit.
This amendment contains five (5) attachments labeled A through E.
The due date and time for receipt of bids remains unchanged.
Please acknowledge this and any other amendments to this solicitation by completing Block 19 and Blocks 20a-20c of the SF 1442 on your submitted offer.
The purpose of this amendment is to answer the RFI questions for this solicitation and add the site visit sign-in sheet.
1) Please confirm that and all Basis of Design items and materials that the VA has satisfied any and all Buy American Waivers, if applicable, and sole source requirements as needed. Please provide us any Buy American Act Waivers that would be provided under this contract. This is not currently in the plans, documents, or specifications.
a) This is stated in the solicitation under FAR clause 52.225-09 and 52.225-10
2) Is the new VA memorandum on bolts for steam and hot water systems applicable to this project? To our understanding A307 bolts are no longer allowed.
a) Yes, see attachment “A”.
3) Notice to Proceed (NTP): How soon after a contract award is the NTP expected to be issued?
a) Within 15 days.
4) Parking and Staging: Will there be designated parking and staging area for contractor personnel?
a) Once awarded and the contractor has submitted their mobilization plan, the COR will coordinate locations and space requirements with said contractor.
5) Please confirm the VA will be hiring the commissioning agent.
a) If a commissioning is deemed necessary, the VA will hire the commissioning agent.
6) We’re currently reviewing the documents for the Salisbury project as we’re interested in bidding, and we noticed that the specifications for the epoxy flooring were not included in the package.
a) There was an internal mix-up. The facility no longer wants epoxy flooring and wants the surface refinished. Please refer to attachment “B” for revised specs introducing section “03 35 43 Polished Concrete Finishing”.
7) Where is the new pipe shown as there are not dotted red lines?
a) Existing piping is shown and rerouting of CW pipes is refenced with dashed lines. These are also noted with call-outs.
8) Where is the detail on the chilled water pumps?
a) Please refer to attachments’ “C” and “D”. These cutsheets are good example of the facility’s request.
9) Where is the schedule showing what size and other pertinent information on the chilled water pumps for replacement?
a) These are drawings for intent. Please reference the specifications and industry standards.
10) Where is the schedule showing what size and other pertinent information on the condensate pumps for replacement?
a) These are drawings for intent. Please reference the specifications and industry standards.
11) Where is the exterior work being done? We do not see any on the plans.
a) There is no exterior work.
12) I do not see that 120 days is enough time to do this job due to lead time on pumps and other items. Please extend to 180 days.
a) An extension can be awarded after contractor has provided the VA with an approved schedule.
13) Will DDC controls be needed for the chilled water pumps or the condensate pumps?
a) We currently have pneumatic controls and need these changed to DDC. Johnson Controls is out current controls contractor for bldg. 11.
14) Confirm what work hours will be required for each area.
a) The residence of bldg. 11 quiet time from 8pm to 6am. The overall decision will be between the Contractor and project COR after a schedule has been submitted by the Contractor.
15) Please confirm whether this project is intended to be delivered under a design-build contract structure, or if this is a design-bid-build project with completed design documents. We ask because in its current state, this project is not biddable and is missing the following (not inclusive): equipment schedules, general arrangement, multiple specifications, any reference to electrical, specifics regarding demo except the comment “remove all MEP material that are not in use..” but we have no way it knowing what is and is not in use, location of sump and details, details of “temp services” during change out,
a) This is not a renovation but preventative maintenance. The chilled water and condensate pumps are being replaced, not redesigned.
b) The purpose of a per-bid site visit is to give potential bidders an opportunity to inspect current equipment (to include power being supplied to them), see what might need to be removed, and review all items listed in the SOW and drawings.
c) After award, the CO and COR will hold a meeting with the GC and their Subs to review all work listed in the GC’s proposal. The COR, GC and Subs will then walk the project and note all differing conditions.
i) A list of differing conditions (with cost associated to each line item) will be submitted to the CO for review. The CO and COR will discuss these differing conditions, and the CO will determine if a change and its cost is warranted.
16) Please confirm if tuberculosis testing is required for this project. Yes
17) Please confirm if influenza vaccines are required for all contractors and subcontractors employees who work on the site or if masks will be required. If their shots are not up to date, they will be required to wear a mask while inside a building.
18) The period of performance (POP) on this project is given to be 120 days. However, we expect the pump expect the pump lead time could be several months. We request that the POP be extended by 90 days, assuming NTP is issued before preconstruction activities.
a) The POP date can be adjusted after a schedule has been submitted to the CO and approved.
19) Does the VA anticipate any new points would be added to the BMS as part of this project?
a) Yes
20) Please provide the point of contact information for the BMS integration contractor.
a) Our current controls contractor for bldg. 11 is Jonson Controls.

b) If so, what will the work hours and days be for scopes required to be performed outside of regular work hours?
25) Are electrical outlets available for contractors to connect to in the construction area? Yes
a) If not, where are electrical outlets available for contractors to connect to?

a) Where shall these people park if the VA cannot make 2-3 spaces available for the prime contractor and each of the subs for a total of 6-9 vehicles?
30) Will the VA provide space for the Prime Contractor’s Superintendent to set up, or should we add costs to our bid for a mobile office? There is plenty of space in the building for GC to set up.
31) Where can the mobile office be located? No need for one
