TECHNICAL QUESTIONS: Fire Alarm System and Inspection

1. Incumbent Contractor Information

- Who is the incumbent contractor and what was the total contract value?

There is no incumbent contractor as a long-term contract has not been previously awarded for this service.

2. Fire Sprinkler System Tests and Inspections

- When was the last time there was a 5-year obstruction test performed on the Fire Sprinkler System?

- What year are the Sprinkler 5-year internal inspections due?

- What year are the 5-year standpipe inspections due?

- What year are the 5-year FDC Hydro pressure tests due?

- What year are the 6-year fire/smoke damper inspections due?

Previous reports do not indicate the last time these tests were conducted, these tests would be required to be completed this year.

3. Mechanical Drawings and Reports

- Can the Government provide mechanical drawings once the solicitation has been awarded?

- Do you have copies of past fire alarm and sprinkler reports? The solicitation does not show any device quantities, panel counts, sprinkler system riser counts, or any quantities needed to provide an accurate proposal. We are requesting all device quantities for all EP testing requirements listed in the solicitation.

Mechanical drawings can be provided after award based off of request reasonableness.

Past report copies will not be given to bidders. Device quantities are listed in question 9.

4. Proposal Submission and Q&A Period

- Given that the date to submit questions is June 25 and the proposal submission date is the following day, will the Government consider extending the proposal submission date to allow adequate time to adjust proposals based on the Q&A response?

This amendment extends the due date and time for the submission of quotes. See Block 11 of the SF30 amendment.

5. Fire Alarm and Sprinkler Monitoring

Need to provide the biddable component for the new system taking over – ADT to Siemens for fire alarm programming. Bid based on active devices.

12.- Does the VAMC have any records indicating the anticipated amount of service required via inspection services.

Will be in compliance with the (JC) EC.02.03.05 (EPs 1-28 as identified in the SOW

13. If the contractor is responsible for corrections of impairment up to $2,000.00 for all issues that arise or found during inspection, then we would like to request a lump sum of money be applied to the contract to ensure all contractors are bidding the same and are not at a disadvantage due to overshooting repair costs. If possible, an additional CLIN dedicated to repairs with a prefilled amount of money would ensure the VAMC is getting the best value and also ensure the competing contractors are bidding like for like.

– No additional CLIN will be added.

14.- It is noted that the contractor shall provide "safe access" to the equipment being tested. Can the VAMC provide to the contractors known areas of access difficulty so that appropriate budgeting and planning can be accomplished?

Access points are for patient areas there are no difficult areas.

15.- Table 3 Time Interval Definitions provides insight on intervals but does not define what the request is from the VAMC. Will 5-year internal obstruction testing be required, will 3-year dry trip testing be required etc. and what time frame will these be due and which CLIN shall this pricing be applied to?
