1. Who and What is the present contract number that this valet service is operating under?

The current contract number is 36C24620P0090 and was awarded to Navigator International, LLC.

1. The RFP list the Wage Hour Schedule as Revision 22 dated December 26, 2023. The most recent Schedule is Revision 24 dated July 22, 2024. Is this an oversight?

The Wage Determination was pulled on 06/11/20024 and. Service Contract labor Standards Wage Determination No.: 2015-4315 Revision No.: 25 dated 05/13/2024 was the current version at the time it had been pulled.

Since then, Service Contract labor Standards Wage Determination No.: 2015-4315 has been revised and the contract will incorporate the most current version of the Wage Determination.

1. Is there a current Collective Bargaining Agreement (CBA) with any unions for the Parking Management Contract? If yes, please provide a copy of the CBA and the POC for union.

The contractor is responsible for providing adequate staff and the VA would have no knowledge of union activity concerning them.

1. Does any podium or valet equipment (e.g., radios, umbrellas, etc.) currently belong to the VA?

The remotes (of which we have several) for the mechanical arm that controls access to Lot C3 belong to the VA. As per the contract, all other items needed to perform the service are provided by the contractor.

1. Are there any electric chargers (outlets) for valet equipment near the valet staging area, and are they free of fire hazards (e.g., protected from rain and snow)?

There is an outlet with two receptacles behind the valet shed that they currently use to provide power.

1. Is there a covered office or valet booth with A/C and heating?

The current contractor has a small shed in the valet area where they store items needed and where the supervisor does their paperwork. There is no A/C or heating provided by the VA. They do use an outlet located behind the shed for a fan or heater as needed. During inclement weather only, they are permitted to use the area to the right inside the first set of automatic doors in B143 to conduct their operations. There is heat and A/C in this area.

1. Will the VA provide storage space for the valet equipment?

NO

1. How will the contractor be reimbursed for start-up expenses?

Per the contract, the valet is responsible for all items needed for their operations. The VA does not reimburse any startup expenses.

1. Can you please provide claims information for the valet service from the past two years?

The VA has no involvement in claims regarding the valet. As per the contract, the contractor is responsible for claims once they take possession of the vehicle until it is returned to the patient.

1. Can valet employees park their vehicles in the same parking lot where they work, or is there a designated employee parking lot?

NO. Per the contract, “parking shall be located on VA property up to .5 miles away from the valet drop off area and may be paved and/or graveled surface. Valet staff are not permitted to use spaces designated for valet or veteran parking.”

1. Will the operator be able to negotiate billing adjustments if there are significant changes in valet volume and other external factors that may affect ongoing costs?

If a modification needs to be done to the contract, details will need to be discussed with and approved by the Contracting Officer.

1. Do the operator's employees have to pay for parking, or is it free?

The parking is free.

1. What is the current total number of valet parking spaces? Can you provide a breakdown of the number of parking spaces between the primary valet parking lot and the overflow parking lot ?

Lot C3 - 57 spaces, Lot D - 43 spaces - The overflow (gravel) lot I does not have marked spaces, but it is the size of three football fields. It has not yet been utilized for valet parking.

1. What is the average daily valet vehicle count?

Per the contract, the average daily count can be as many as 300/day.

1. Does the VA prefer the incoming operator to keep current valet staff ?

It is up to the contractor and typically they have retained the current staff and do their own evaluation after they begin operations.

1. What is the current number of valet runners? Can you please provide us with the current weekly staff schedule? This will allow us to evaluate labor allocation.

I am not familiar with the term “valet runners”. The valet is responsible for their operations to include the staff schedules.

1. Is there a golf cart or a vehicle currently being utilized to transport valet staff to and from storage lots ? If yes, who owns it—the VA or the current operator?

There is no golf cart or other transportation utilized by the current valet. The VA does not provide transportation for the valet staff.

1. Can you provide a map that shows the valet vehicle Drop-off and Pick Up area relative to the vehicle storage area? Or provide the approximate distance between the two areas?

Attached is the map. Valet operations are in the front of building 143. The two main lots are C3 and D. The gravel lot, while available, has not been used by the valet. It is 0.4 miles from the entrance of B143.

1. Are VA employees allowed to use the Valet Service or is the valet service exclusively for patients?

Per the contract, the valet service is for patients with appointments only.

1. What receipt and notification method is presently being used, valet claims tickets, apps, appointment completion, VA system computer generated?

All items required for valet operations are supplied by the contractor. The current contractor is using claim tickets. Nothing is computer generated by the VA for this service.

1. Does either lots C3, D, and/or the overflow gravel parking lot, .4 miles away have any lighting or camera security for daylight saving time change? Can portable solar lighting be provided in this area if vendor has capability with CO approval?

Attached is a map of the street lighting at the Salem VA. According to Facility Management Service and the Police, there is no need for portable lighting to be provided by the vendor. Attached is a map of some of our security cameras. Cameras 7, 9 and 10 cover the areas around B143 to include Lot C3. Camera 11, 12 and 13 covers areas around Lot D.

1. Did present contract have any defaults during base year and option year 1.

If this is referring to deficiencies, please contact the contracting officer for a response.

The Department of Veterans Affairs, Network Contracting Office (NCO 06), Hampton, VA on behalf of the Salem VA Medical Center intends to solicit quotes for a contractor who can provide valet parking services at the Salem VA Medical Center located at 1970 Roanoke Blvd., Salem,VA24153-6404. This pre-solicitation announcement is for contractor who can provide valet parking services and the VA intents to award a Firm-Fixed Price contract.

The VA anticipates issuing this solicitation as a 100% Small Disabled Veteran Owned Business (SDVOSB) Set-Aside for this requirement. The solicitation will be available for download from Contract Opportunities from SAM.gov at http://www.sam.gov. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies are available. The solicitation will provide instructions to contractors about the quote submission process. Prospective Quoters are encouraged to register their interest in the solicitation at SAM.gov or Contract Opportunities website so that they are notified of the issuance of the solicitation and any amendments.
