About this file

This document provides answers to questions regarding solicitation number 36C24624Q0183 for regulated waste and sharps removal services. The solicitation seeks premium plus service, which includes on-site technician services, for all listed locations. Pricing items cover pickup and removal of regulated medical waste, with the majority of containers being 4-gallon size at the Durham VA location and its offsites. The current vendor transports approximately 1,500 pounds of waste offsite for processing monthly from Durham. The contractor must be prepared to increase service levels if the onsite autoclave becomes nonoperational.

1. On page 30 of 82 of the solicitation states, “Contractor shall, at no additional cost to the Government, provide and maintain licenses, permits, vehicles, operators, equipment, and materials to properly handle, package, label, transport, and dispose of medical sharps waste generated at VAMC and CBOC’s.” Please clarify if by contractor the government means the Prime and/or their subcontractor shall maintain these permits, licenses, and insurances, or do you mean these permits, licenses, and insurances must be held in the Prime contractor’s name?

a. Both the prime contractor and the subcontractor must hold the licenses/permits, and the requirements of the Department of Transportation.

2. On page 25 of 82 of the solicitation under 5.0 SPECIFICATIONS, paragraph two describes a dock-to-dock service. Paragraph three describes a “Premium Plus Service”. On page 28 of 82 the solicitation states, “Contractor shall provide ordering, change-out/servicing (only if Premium Plus Service option is chosen for the contract)”. Is the offeror supposed to turn in two proposals: one with technician services (Premium Plus) and one without (Standard, dock-to-dock only)?

a. We would like the Premium Price option. Please quote for Premium Plus Service only.

3. If technician services are required, would these services be performed only at the Durham VA Medical Center or at all locations?

a. All locations.

4. Pricing Item Numbers 0001AA through 0001AM all require the pick-up and removal of RMW. Are all waste streams collected under this contract autoclaved or are there any waste streams that must be incinerated? If there are incinerated waste streams (example, non-hazardous Pharmaceutical Waste), is it possible to provide a breakdown of the estimated annual autoclave versus incinerate waste weight for each location?

a. Only 1 location has the autoclave which is a nonfactor, this contract does not handle the waste stream from the autoclave.

5. What size RMW containers are being used at the Durham VA, what size for the offsites? This is not stated in the RFP.

a. 2 gal, 4gal, 8gal, & 17gal. The majority being the 4gal size.

6. The Durham facility has a sanipak unit, so we’re wondering if the RMW waste total is accurate. Is your current vendor taking 101,000 lbs (etc.) off site for treatment even though they run their own treatment on site?

0. Is this poundage true regulated medical waste or is it perhaps chemo and pathological waste?

0. The poundage for Chemo & Path is approximately 60,000 and included in CLIN 1AA. Please disregard this statement on page 27 of the solicitation: “This program shall not include chemotherapy waste sharps containers, as this waste stream should be managed as hazardous waste versus medical waste.”

7. If the sanipak is being used, what is the true waste volume the current vendor is taking offsite for processing.

a. 1500lbs per month

8. If the sanipak goes down, will the contractor be expected to increase service levels to meet the needs of the facility?

a. Yes, to transport RMW

9. If additional pickup days are required, please note that an additional rate would be appropriate.

a. Same days, no change
