QUESTIONS AND ANSWERS

Medical Gas and Cylinders

1. PG 45 of 92, Para 8.7: “The contractor must submit a list, quarterly, of lost or damaged cylinders to include replacement costs for any and all individual cylinders lost or damaged while in the government facility’s custody. Loss of usage must not commence prior to 60 days of notification of any such loss or damage.” How can the Contractor identify the quantity of lost cylinders quarterly when Loss of Use can only be determined as the result of a joint audit between contractor and VA? Is the VA requiring quarterly audits (PG 42 of 92, Para 5.6 states annual audits are required)?

CLIN will be added for quarterly audits. The annual are still required for inventory counts.

2. PG 42 of 92, Para 5.6: “On an annual basis, the Contractor shall take an inventory of actual cylinders, on-site at the facilities, to verify the accuracy of inventory counts.” There are costs incurred with performing an on-site inventory each contract year. If on-site inventories are required of the Contractor annually, as a minimum, will the GOV please add a CLIN to ensure that vendors are able to account for costs required to conduct an annual joint inventory with the GOV?

See question 1.

3. Licensing: Please confirm that Certifications listed under “Factor 1:

Technical Approach” on PGs 71 of 92 represents that the Prime Contractor must be licensed/certified with the State of North Carolina Department of Agriculture & Consumer Services as a Medical Gas Supplier and not just only the subcontractor must be licensed/certified for Transportation of Cylinders?

There is no specificaon as to who has to have the license whether it is the prime or the sub. Just need to have show of a license in the package. The solicitaon was edited to remove the requirement from the prime specifically since this is not typical in the industry.

4. How is the GOV going to discern that the offeror is properly insured for NAICS 325120 – the actual requirement for this work to comply with the RFQ, and not just the dollar value thresholds listed in the RFQ ($500K per occurrence on PG 21 of 64?

This was removed from the requirement.

5. How will the GOV pay for Lost Contractor Cylinders as a result of a joint audit (annual audit required in the RFQ on PG 42 of 92, Para 5.6)? Will this be a separate Purchase Order, or will the VA add CLINs for Loss of Use that can be funded once the # of lost cylinders has been identified each contract year?

A CLIN will be added for Lost Cylinders based on the number of cylinder loss during the audit and funded once the number of lost cylinders is identified for the contract year.
