PROJECT NAME: Station Emergency Generator – Salisbury, NC
**The Certification and Accreditation (C&A) does not apply, a Security Accreditation Package is not required. For official use only**
1. Project Requirements
Department of Veterans Affairs has an inherent need for emergency backup power. Currently, the backup power is being provided by small temporary backups in multiple buildings along with an outdated generator that has outlived its life expectancy. The VAMC is pursuing a project to install an emergency generator station with a rating that is determined by the engineer.
A-E Part One Services (also known as Design Phase Services) for this design project include site visits, field investigation, studies, and user interviews to prepare drawings, specifications, and cost estimates for all facets of work and disciplines/trades to facilitate a construction project for Station Emergency Generator.
The initial phase is to produce an acceptable design for bid. The A&E Firm shall provide the following services:
0. Engineering services to accompany the following installation services:
0. Installation Contractor is to perform all work to furnish, install, and testing for a complete and operational Emergency Generator System for the VA campus. Work includes general construction of underground conduits, if required, including all power, control, and communications wiring. Work shall be designed in strict accordance with specifications, drawings, and National Electrical Code (NEC).
0. All generators shall be installed according to manufacturer’s specifications. If concrete mounting pads are required, the pads must be suitable for the application with appropriate vibration eliminators. Construction of a concrete platform must be designed to withstand a load and exposed to vibration. The concrete platform must be armed with steel rods according to structural engineer or architect’s design.
0. Proposed emergency power supply system must be Class 48 Type 10 Level 1 (NFPA 110 Chapter 4) and with the typical generator equipment as follows:
Equipment list:
1. Three 2.75MW gas turbine standby generators, with a 4kV output rating, operating with a Tier 4 emissions classifications. Two of these generators would run as the primary and the third generator is a redundant power source.
1. 15kV Paralleling switchgear.
1. 3- 5kV Unit subs w/ Step up.
1. Generator Enclosure Building (50’x90’) to house design with soundproof package.
1. Electric or air turbine starter with battery system.
1. Automatic transfer switch (ATS) with power and control wiring. Evaluate grounding needs and specify responding designs per National Electric Code (NEC).
1. Controls.
1. Fuel system/storage.
1. Air supply system: ventilation system, exhaust silencers, and other components.
0. The scope of engineering services shall include:
2. Attend an on-site kick-off meeting with the VA Contracting Officer’s Representative (COR) to define project details, including work schedule.
2. Emergency Power Supply System’s size to be determined by a load calculation study, performed by A-E’s electrical engineer, who’s PE licensed in North Carolina. Generator design/installation is compliant with the National Electrical Code (NEC) and has a rating Type 10 Level 1 (NFPA 110 Chapter 4). Generator capacity shall be determined by taking full-load current measurements during peak usage and considering existing equipment and machinery in and future building loads).
2. Perform utility coordination and liaison activities to identify available natural gas utilities and implement cost-effective strategies to connect a generator to natural gas and clear any conflicts.
2. Develop a performance-based specification for the installation contractor to provide circuit breaker coordination and arc flash studies, including arc-flash labelling of affected equipment by installation contractor.
2. Create electrical diagrams, power, and control wiring drawings. Create survey, specifications, and testing reports for the work described above.
2. Deliver three submittals for VA review and comment: at the 65%, 95% and 100% design stages, then followed by a Final Issued for Construction (IFC) submittal.
