EXECUTIVE SUMMARY
The subject property is improved with a 66,465 square foot, hospital building reportedly originally constructed in 1980. At the time of the sampling the subject building was vacant and is currently scheduled for the aesthetic finishes to be renovated.
The purpose of the additional asbestos sampling was to determine if the spray-on fireproofing in the building contains trace <1% asbestos. The sampling was limited to the spray-on fireproofing material located throughout Building 148. In our original survey report for this building dated 12/ 2/2020, ECS had detected < 1 % asbestos in one of five samples collected. Due to the age of the building, ECS did not believe that the result was accurate as US EPA banned the use of asbestos spray applied fire proofing materials in 1973. ECS believed the positive result reported was laboratory error or sample contamination. ECS collected nine additional fire proofing samples from the building including one sample collected at or near where the original sample was reported to contain trace levels of asbestos.
Based on the laboratory analysis of the bulk samples collected during the survey, none of the materials sampled were determined to contain asbestos.
The executive summary is an integral portion of this report, however, ECS recommends the report be read in its entirety.

constructed in 1980. At the time of the sampling the subject building was vacant and is currently scheduled for the aesthetic finishes to be renovated.
2.0 PURPOSE
The purpose of the additional asbestos sampling was to determine if the spray-on fireproofing in the building contains trace <1% asbestos. The sampling was limited to the spray-on fireproofing material located throughout Building 148. In our original survey report, ECS had detected <1 % asbestos in one of five samples collected.
3.0 METHODOLOGY
ECS performed the authorized Scope of Services in general accordance with our proposal, standard industry practice(s) and methods specified by regulation(s) for the identification of asbestos containing materials (ACMs).
3.1 Asbestos-Containing Materials
The non-invasive/non-destructive asbestos survey was performed by an asbestos inspector who has received EPA accredited training and is appropriately licensed by the Commonwealth of Virginia.
Samples of suspect ACMs were collected utilizing hand tools and placed into individual, labeled plastic bags. Unique bulk suspect ACM samples were submitted to Environmental Hazards Services in Richmond, Virginia for analysis via Polarized Light Microscopy (PLM) in accordance with current EPA-600 methodology. Materials consisting of additional layers were analyzed separately.
Environmental Hazards Services is listed as an accredited laboratory by the National Voluntary Laboratory Accreditation Plan (NVLAP) managed by the National Institute of Standards and Technology (NIST) for bulk sample analysis by currently approved EPA methodology by PLM.
During the survey, ECS attempted to identify suspect ACMs in readily accessible areas. However, due to the destructive means required to identify some materials, certain areas were deemed inaccessible (i.e. behind walls or sub grade materials) and were not surveyed for suspect ACMs.
Unidentified suspect ACMs may be located in these and/or other inaccessible areas. The scope of this sampling was limited to the spray-on fireproofing in the building. Suspect asbestos containing materials outside the scope of this sampling and not previously sampled in the initial survey for the building should be assumed to be asbestos containing or sampled by a Virginia licensed Asbestos Inspector for their asbestos content.
Samples were collected in general accordance with EPA Standard 40 CFR 763 Subpart E, Asbestos Hazard Emergency Response Act (AHERA) and OSHA Standard 29 CFR 1926.1101 Inspection Protocol.
Multiple samples of each unique material were submitted. Samples were analyzed using “Positive
January 19, 2021
Stop” methodology. If one sample of a homogeneous material is reported to contain asbestos, the remaining samples of that material are not analyzed. EPA regulations stipulate that if one sample contains asbestos the entire quantity of that material contains asbestos, regardless of additional analysis.
4.0 RESULTS
The following is a summary of laboratory results, findings and observations.
4.1 Asbestos-Containing Materials
In total, nine bulk samples from one homogeneous areas were submitted to the laboratory of which nine layers were analyzed.
None of the bulk samples submitted to Environmental Hazards Services were reported to contain detectable concentrations of asbestos. If additional suspect asbestos-containing materials are uncovered which were not accessible during this sampling event, it is recommended that these materials be sampled or tested immediately upon discovery for asbestos content by an asbestos inspector in accordance with 29 CFR 1926.1101.
The scope of the asbestos sampling was limited to sampling of the spray on fireproofing material.
During the initial asbestos survey one bulk sample of five samples of this material was reported to contain trace <1% asbestos. During this sampling event ECS attempted to duplicate the sample location that was reported to contain trace <1% asbestos in Room B100. ECS additionally collected eight samples in random locations throughout the building. All nine samples collected were determined to not be asbestos containing. ECS believes that the initial sample result was the result of laboratory error or inadvertent contamination of the sample during the initial survey. Based on the construction history of the building and subsequent sampling of the spray-on fireproofing, ECS recommends that this material be considered non-asbestos containing.
5.0 RECOMMENDATIONS AND REGULATORY REQUIREMENTS
Based on our understanding of the purpose of the Asbestos and Lead Based Paint Survey - Project # TMM2019 Addendum 1, the results of laboratory analysis, and our findings and observations, ECS presents the following recommendations.
5.1 Asbestos-Containing Materials
No asbestos was detected in the nine fire proofing samples collected. ECS believes that the initial sample result was the result of laboratory error or inadvertent contamination of the sample during the initial survey. Based on the construction history of the building and subsequent sampling of the spray-on fireproofing, ECS recommends that this material be considered non-asbestos containing.

EXECUTIVE SUMMARY
constructed in 1980. At the time of our survey the subject building was vacant and is currently scheduled for the aesthetic finishes to be renovated.
The purpose of the survey was to determine if asbestos-containing materials (ACMs) and lead-based paints (LBPs) are present in the subject building. The survey was performed within interior areas of the subject building only, excluding the exterior and roof.
Based on the laboratory analysis of the suspect bulk samples collected during the survey, none of the materials sampled contained asbestos. One sample of spray-on fire-proofing was reported to contain trace <1% asbestos. The remaining two samples collected of the same material were negative for asbestos. Based on site conditions and construction history, ECS believes this material may not contain trace (<1%) asbestos and the sample contamination could be the result of laboratory error or extraneous contamination not directly related to the subject material. However, ECS recommends additional supplemental sampling as soon as possible to determine if the material in fact contains trace asbestos.
The lead-based paint survey was performed by a Commonwealth of Virginia licensed Lead Inspector.
Painted and/or glazed surfaces were assessed for lead content using a Direct-Read X-Ray Fluorescence (XRF) Spectrometer. Lead-Based Glaze was identified on the following building materials/components:
• White Porcelain Sinks
• White Porcelain Urinals
• White Metal Janitor Slop Sinks
• White Porcelain Bathtubs
• Tan Ceramic Wall Tiles
• Beige Ceramic Wall Tiles

1.0 SITE DESCRIPTION
The subject building is located on the campus the Hampton VAMC located at 100 Emancipation Drive in Hampton, Virginia. Building 148, referred to as the "Domicillary", contains 66,455 square feet of space and was reportedly originally constructed in 1980. During the survey the building was mostly un-occupied and ECS understands that the building is scheduled for extensive interior aesthetic renovations. The scope of the survey in Building 148 included surveying the accessible interior finishes from the ceiling materials down to the flooring materials. The survey did not include assessment of the mechanical systems. ECS was informed by the on-site contact during the survey that only the visible aesthetic finishes would be disturbed as part of the project. The client confirmed this and instructed ECS to survey only the materials that will reportedly be impacted by this project.
Note: As part of the original scope of this project, the interior of Building 146 was also to be surveyed for asbestos and LBP. ECS was informed by the on-site Hampton VAMC engineer for the project that the interior of Building 146 was no longer included in the scope because access was restricted to the building as a result of the COVID 19 Pandemic. ECS surveyed the exterior windows of building 146 as part of project TMM2015 but did not survey any other areas of the building as part of project TMM2019.
2.0 PURPOSE
The purpose of the asbestos and LBP survey was to identify ACMs and LBPs, which may require special handling and/or disposal if removed during construction activities. The identification of ACMs may require trained labor, regulated work practices, and special disposal. The identification of LBP or other lead hazards may require disclosure to contractors and monitoring of lead exposure.
3.0 METHODOLOGY
ECS performed the authorized Scope of Services in general accordance with our proposal, standard industry practice(s) and methods specified by regulation(s) for the identification of ACMs and LBPs.
ECS was informed by the on-site Hampton VAMC contact that room 142 which includes the fitness room
December 2, 2020 and Kinesiotherapy room is not included in the scope of the renovation so ECS did not survey these areas. ECS did not survey the ceiling cavity areas of the building because ECS was informed that the mechanical systems are not included in the scope of the renovation. The exterior and roof were excluded from the scope of the survey so these areas were not surveyed. Unidentified suspect ACMs may be located in these and/or other inaccessible areas.
Samples were collected in general accordance with EPA Standard 40 CFR 763 Subpart E, Asbestos Hazard Emergency Response Act (AHERA) and OSHA Standard 29 CFR 1926.1101 Inspection Protocol.
Multiple samples of each unique material were submitted. Samples were analyzed using “Positive Stop” methodology. If one sample of a homogeneous material is reported to contain asbestos, the remaining samples of that material are not analyzed. EPA regulations stipulate that if one sample contains asbestos the entire quantity of that material contains asbestos, regardless of additional analysis.
3.2 Lead in Paint and Surface Coatings
The Lead-Based Paint (LBP) survey was performed by a Virginia licensed Lead Risk Assessor using a X-Ray Fluorescence (XRF) Spectrometer to identify lead concentrations in painted and glazed surfaces.
The survey was conducted utilizing the U.S. EPA definition of LBP. Under this definition, painted surfaces which contain lead in concentrations equal to or greater than 1.0 milligrams per square centimeter (≥ 1.0 mg/cm2) are classified as coated with LBP. Paints with concentrations of lead detectable by the XRF are considered lead-containing paints. Additionally, fixtures or components that are manufactured with a factory applied glazing (i.e., sinks, toilets, ceramic tiles, etc.) are tested as these factory-applied finishes often contain lead. Activities which disturb lead-containing paints and glazing (while not lead-based paints by the U.S. EPA definition) are regulated by OSHA (29 CFR 1926.62).
Because the current or proposed use of the building is not residential or child-occupied, the scope of the LBP survey was not conducted in accordance with HUD Chapter 7 requirements. This representative screening survey included taking readings from walls, windows, doors, and miscellaneous components. Walls are listed by letter with wall “A” being the entrance of the subject building, proceeding clockwise to “B, C, D”, etc.
4.0 RESULTS
The following is a summary of laboratory results, findings and observations.
4.1 Asbestos-Containing Materials
In total, 67 bulk samples from 29 homogeneous areas were submitted to the laboratory of which 100 layers were analyzed.
A list of the materials sampled during the survey and the analytical results are provided in the Asbestos Bulk Sample Results appendix of this report. None of the materials sampled during this survey were determined to be asbestos containing.
December 2, 2020
The analytical results indicate that one sample (23-2) of the gray spray-on fireproofing collected above the ceiling in Room B100 contained trace (<1%) asbestos. Based on site conditions and construction history, ECS believes this material may not contain trace asbestos and the sample contamination could be the result of laboratory error or extraneous contamination not directly related to the subject material. ECS requested the analytical laboratory re-analyze sample 23-2 to try to help determine if the material is in fact asbestos containing. The laboratory informed ECS that a few asbestos fibers were observed during analysis and that asbestos did not appear to be present throughout the matrix of the material, (indicating potential outside contamination). However, ECS recommends additional confirmatory bulk sampling be performed as soon as possible to determine if the material contains trace <1% asbestos.
A trace amount of asbestos (≤1%) was detected in a bulk sample(s) of spray-on fireproofing analyzed by the laboratory. Although materials that contain trace amounts of asbestos are not subject to U.S. EPA or Virginia regulations for the handling and disposal of asbestos, OSHA still regulates any work which will disturb materials identified with trace amounts of asbestos (reference the November 24, 2003 OSHA Interpretation document - Compliance Requirements For Renovation Work Involving Materials Containing Less Than 1% Asbestos). Therefore, any Contractors disturbing these materials will need to comply with components of 29 CFR 1926.1101, as detailed in the 2003 OSHA Interpretation document.
4.2 Suspect or Assumed Asbestos-Containing Materials
Due to the inaccessibility or the destructive means that asbestos sampling requires, additional suspect ACMs may remain within the building hidden behind inaccessible areas that include, but are not limited to, sub-grade walls, structural members, topping slabs, sub-grade sealants, flooring located below underlayments, areas behind exterior walls, pipe trenches, and subsurface utilities, etc.
These areas were deemed inaccessible and were not assessed.
If these materials are discovered during construction activities, they should be presumed to contain asbestos and be treated as ACMs or be sampled immediately upon discovery and prior to disturbance for asbestos content by a certified asbestos inspector in accordance with 29 CFR 1926.1101.
Based upon our past experience in the identification of ACMs in similarly constructed buildings, the following additional suspect ACMs may also be located in inaccessible areas of the structure:
• Cloth Movable Partition Wall (Activity Room)
• Concealed Wall System (Behind Drywall Walls)
• Vermiculite CMU Block Wall Insulation (CMU Block Cells)
• Vapor Barrier/Waterproofing (Beneath Concrete Slab, Perimeter Walls)
• Materials Associated with Mechanical Systems (Pipe Insulations/Mastics, Duct Insulations/
Mastics, Mudded Pipe Elbows
• Suspect Exterior Materials
• Suspect Roofing Materials
• Fire Doors (Throughout Corridors, Approximately 40 Fire Doors Observed)
December 2, 2020
4.3 Lead in Paint and Surface Coatings
Paint and surface coatings which contain detectable concentrations of lead considered “lead-containing paints”. Since OSHA has no specific action level for lead in paint, all paint on the site found to have a measurable concentration of lead should be assumed to be lead containing. Work performed which may disturb lead-containing paint is regulated under OSHA as referenced under 29 CFR 1926.62. A total of 215 readings were collected during the survey, including calibration readings.
Paint and other surface coatings which are defined by applicable regulation as lead-based paints or glazes are summarized in the table below and photographs of lead-based glaze identified are located in the Appendix.

5.0 RECOMMENDATIONS AND REGULATORY REQUIREMENTS
Based on our understanding of the purpose of the Asbestos and Lead Based Paint Survey - Project # TMM2019, the results of laboratory analysis, and our findings and observations, ECS presents the following recommendations.
5.1 Asbestos-Containing Materials
The analytical results indicate that one sample (23-2) of the gray spray-on fireproofing collected above the ceiling in Room B100 contained trace (<1%) asbestos. Based on site conditions and construction history, ECS believes this material may not contain trace asbestos and the sample contamination could be the result of laboratory error or extraneous contamination not directly related to the subject material. However, ECS recommends additional confirmatory bulk sampling be performed as soon as possible to determine if the material contains trace asbestos.
A trace amount of asbestos (≤1%) was detected in a bulk sample(s) of spray-on fireproofing analyzed by the laboratory. Although materials that contain trace amounts of asbestos are not subject to U.S. EPA or Virginia regulations for the handling and disposal of asbestos, OSHA still regulates any work which will disturb materials identified with trace amounts of asbestos (reference the November 24, 2003 OSHA Interpretation document - Compliance Requirements For Renovation Work
December 2, 2020
Involving Materials Containing Less Than 1% Asbestos). Therefore, any Contractors disturbing these materials will need to comply with components of 29 CFR 1926.1101, as detailed in the 2003 OSHA Interpretation document.
Asbestos was not detected in the remaining materials sampled during this survey.
5.2 Lead in Paint and Surface Coatings
Based on the findings of the lead survey, detectable concentrations of lead were identified in some of the glazed finishes sampled during the survey.
The presence of lead is a concern primarily when conditions exist where it may inhaled or ingested.
Regardless of the analytical results of a material, all painted and/or glazed surfaces may still contain concentrations of lead in the paint, which when disturbed, may generate lead dust greater than the Permissible Exposure Limit (PEL) of 50 micrograms per cubic meter (ug/m3) as an 8-hour Time Weighted Average (TWA) established by the OSHA “Lead Exposure in Construction Rule (29 CFR 1926.62).”
The OSHA standard gives no guidance on acceptable levels of lead in paint at which no exposure to airborne lead (above the action level) would be expected. Rather, OSHA defines airborne concentrations, and references specific types of work practices and operations from which a lead hazard may be generated (reference 29 CFR 1926.62, section d). Environmental and personnel monitoring should be conducted during any removal/demolition process (as appropriate) to verify that actual personal exposures are below the Permissible Exposure Limit (PEL) of 50 micrograms per cubic meter (µg/m3) as an 8-hour Time Weighted Average (TWA). Under OSHA requirements, the contractor performing renovation work will be required to conduct this monitoring and follow applicable requirements under 29 CFR 1926.62 if disturbing lead-containing paint.
