DUE DATES

All quotes shall be submitted by 12PM EST September 13,2023 , via email to Natasha Jacobson via email to natasha.jacobson@va.gov. MEDICAL WASTE PICKUP SERVICES RICHMOND VAMC 36C24623Q1332.

Clarifications – The technician referenced below would have a similar schedule as the incumbent performs now – which is about ~ 3 days a week. The technician would not exchange Sharps containers at CBOC locations; VA Staff members would continue to exchange the SHARPS containers for off-site locations.

Questions

1) Currently, the solicitation shows an estimated quantity of 420,000 pounds of regulated medical waste per year. However, the actual estimated volume for all locations combined is about 210,000 pounds.

The hospital would like to keep the RFQ quantity at 410,000 pounds at this time.

2) Would the VA consider using disposable sharp containers/self-service at the CBOCs? This would offer the best value to the government by eliminating the costs associated with Technician, Travel, product cost, etc.

No – The hospital cannot consider disposable sharp containers.

Please see clarification above about self service at the CBOCs.

3) On page 5 of 84 of the solicitation under “General” it states, “This program shall not include chemotherapy waste sharps containers, as this waste stream should be managed as hazardous waste versus medical waste”. On page 9 of 84 of the solicitation under “medical waste disposal”, bullet point “f”, it states, “Contractor shall provide Regulated Medical Waste transportation and disposal services which will include Non-Hazardous “Red Bag” Biohazard waste as well as Chemotherapy and Pathological Waste streams”. Please clarify whether chemotherapy/pathological/RCRA waste disposal will be included in the Scope of Work.

Gray highlight is Removed from PWS, Because it is considered regulated medical waste stream. Trace will be used for regulated medical waste. Edited General Section is below.

4) On page 9 of 84 of the solicitation under “medical waste disposal”, bullet point “f”, it states, “All Regulated Medical Waste will be properly disposed of via an incineration process”. Industry standard is to autoclave Biohazardous (“Red Bag”) waste. Please confirm if all waste streams serviced under this contract must be disposed of by incineration process.

Yes, this is correct.

5) Throughout the solicitation there are references such as full-service program and change-out/service of containers at point of use. Please clarify if this contract requires a full-time technician(s) provided by contractor to perform change-out service within the VAMC.

The full-time service is for point of use for sharp containers throughout the facility’s, so that means vendor will provide a FTE to go through hospital take full sharp containers all the wall (Point of use), then replace with a empty container. Then take full sharp containers to the storage that the vendor provides for pick up service for all full sharp containers. By using reusable containers.

6) If technician services are required, please clarify what the technician’s scope of work would be.

No technician will be required to install/remove brackets. Our team will service the area.

Would this service only be required at VAMC Richmond or at the CBOCs as well?

Yes, VAMC for 5 days a week. CBOCs one day a week.

Which waste streams are technicians responsible for servicing at the point of use (on the floor)?

Are the technician(s) responsible for inspecting/correcting labeling or just for changing out full/expired containers and taking them to the waste locker?

Yes Would technician(s) be servicing occupied patient rooms?

Yes What hours would the technician(s) be expected to be on-site?

7:30am- 4:00pm How many full-time technician(s) does the VA believe would be needed?

One full-time technician

7) If technician services are required, where should the cost for this be reflected on the Price/Cost Schedule?

8) Price/Cost Schedule, Item number 0004, initial installation of approximately 789 sharps containers. Please confirm that no pharmaceutical containers will be wall mounted.

No

9) Price/Cost Schedule, Item number 0004, initial installation, will contractor be responsible for patching and painting walls when current container brackets are taken down?

No

10) Is the reusable sharps/pharmaceutical program a new requirement?

No

11) If this is not a new requirement, please provide the current contract number and contract value.

Current Contract is 36C24619P0743; Amount awarded is Public information available online.

12) Can you please verify that quotes are due September 12 at 12:00 EDT?

Confirmed Amendment to extend Quote due date, to provide clarification, and to answer Questions.
