About this file
This document contains questions and answers regarding a solicitation for the installation of a patient elopement system at a Veterans Affairs medical center. The solicitation requires a system that uses the facility's wireless infrastructure for location tracking, with a primary and failover server that provides continuous functionality during maintenance. The system must reliably operate 24/7 with minimal downtime, providing real-time location information accurate to within 100 square feet 90% of the time. The bid requires tracking 400 patients across the facility's 140 beds located in buildings 70, 71, and 73. The awarded contractor will be responsible for upgrading elevator controls and integrating the system with the Accutech access control system. The system is expected to instantly alert staff to tampering or low batteries wherever they occur, with no more than one minute of latency, and automatically close doors 10 feet ahead of approaching patients. Seventy-five patients will be equipped with wearable tracking devices.

1) Contractor’s patient elopement system must use the FVAMC wireless infrastructure backbone for location tracking.
Does this mean we can’t use additional infrastructure?
The VA network must be used as the main source for tracking. However, additional hardware can be used if it is cleared by Facilities Management.
2) Contractor’s system must have a primary server and failover server. In case the primary server fails the secondary server will take over and keep the system functional.
Since it will run on the VLAN, will the server be rebooted monthly for updates, and what is the expectation for redundant failover during and after that time?
Yes, the server will be rebooted monthly for patching. The expectation is for the failover server is to take over full functionality of supporting the system while server is being patched or offline.
Does the Wi-Fi system have its own maintenance schedule?
There is no permanent maintenance schedule. If there is, the WIFI team will announce when it is to take place.
There are quite a few details not addressed here.
3) Reliability: The system should operate reliably 24/7, with minimal downtime for maintenance or repairs.
Again, will IT take the system down for monthly updates because it’s on the network?
No, IT will not take the system down for updates. See above regarding the server monthly updates.
Does the Wi-Fi system this is expected to use already meet the reliability expectations you require?
Yes
What Wi-Fi system do you have and what certification is in place to guarantee room level accuracy?
We currently have CISCO wireless. In the near future, wireless will be switched over to Juniper. No, there isn’t a certification for room level accuracy as that is dependent on the vendors additional hardware or products to meet the expectation.
3) Accuracy: The system should provide accurate real-time location information, enabling staff members to quickly locate patients within the facility. Tracking accuracy should be within 90% of patient location.
What does 90% mean?
90 percent of the time the patient should be located at least within 100 sq. ft from where the system is stating the patient is located.
Compared to what measurement?
See above.
This statistic does not appear to be verifiable. Is the Wi-Fi already deployed with the density needed to meet your accuracy requirements?
Yes. System provided by vendor should work in conjunction with the VA Wi-Fi infrastructure to ensure room level accuracy.
Is the solution you are requesting based on the functionality of the Guard RFID system?
No. This is a complete replacement.
Did you upgrade your elevator systems to include controls for locking cabs or will the awardee be responsible for upgrading the elevator control systems?
Awardee will be responsible.
What Access Control System is in place to be integrated with?
Accutech
In addition to a fire alarm override, are the doors held open by fire locks to automatically close when a badged patient approaches?
Yes
If so, how far in advance would you like the doors to close and lock?
The existing field is about 10 linear feet and should be adjustable local controller at the door.
What is the response time being requested for displaying real-time locations of patients when they are not near exits and/or elevator lobbies?
3 min
What is the latency associated with tamper and low-battery alerts (e.g., are they to be instantaneous wherever they occur or relegated to approximate 5-minute latency of your wi-fi system if not near a portal)?
To be instantaneous wherever they occur, with no more than 1 min latency.
4) The bid requires 400 units: does this mean it is a 400 bed or patient facility (bed count would be great) - 140 beds
5) What wireless network do you currently have (eg Cisco)? Cisco currently and Juniper in the near future.
6) Have you used a solution before or if not, what have you done in the past to combat elopement? Guard RFID and WanderGuard
7) Please provide floor plans if those are available. Floor plans will be made available after contract award.
8) The PWS states coverage in all community living centers. Can you confirm all CLCs are contained in buildings 70,71,72,73? Are there additional CLC locations to be included? The CLC buildings are 70, 71, and 73.
9) The RFP does not mention an estimated number of protected patients (wearable wristbands). Will the government specify the actual patient count? 75 Patients
