INSTRUCTIONS, CONDITIONS AND OTHER STATEMENTS TO

BIDDERS/OFFERORS

EVALUATION—SIMPLIFIED ACQUISITION PROCEDURES FAR PART 13

EVALUATION PROCEDURE

Basis for Award. The Government will issue a purchase order to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, based on price and past performance.

Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-1(a)(2)(i) where quotations will be compared to one another to determine which provides the lowest price to the Government with the best performance ratings in three categories with emphasis on: Quality, Schedule, and Project Management. The Government is not requesting or accepting alternate quotations. Each response must meet the minimum requirements of the solicitation. Past Performance shall be evaluated in the least burdensome manner, pursuant to FAR 13.106-2(b)(3). The government can make award decision without holding discussions.

Past Performance – Past performance information will be utilized to determine the quality of the contractor’s past performance as it relates to the probability of success of the required effort. the Government will evaluate customer satisfaction, responsiveness to customer needs, and past demonstration of meeting performance schedules and the delivery of quality services. Emphasis will be on recent, relevant past performance in the previous five

(5) years. Recent is defined as work performed within five (5) years (after 3/1/2018).

Relevant is defined as work similar in size, magnitude, and scope of the work described in the Statement of Work (SOW).

Past performance information is one indicator of an offeror’s ability to perform the contract successfully. Current and relevant information, source of information, context of data, and general trends in the contractor’s performance shall be considered as it pertains to the performance of the work described in this solicitation. Offerors may provide information on problems encountered on identified contracts and the offeror’s corrective action. The Government shall consider this information as well as information obtained from any other sources when evaluating the offeror’s past performance.

Since the Government may not necessarily interview all of the references provided by the offerors, it is incumbent upon the offeror to explain the relevance of the data provided.

Offerors are reminded that the Government may elect to consider data obtained from other sources.

Price - The Government will evaluate offers by adding all line item prices - the total of all CLINS will be that sum. The schedule total amount must match the total on the breakdown worksheet total price (Attach. B). The Government will evaluate the price to determine whether it is considered fair and reasonable.

RESPONSIBILITY REQUIREMENTS

A Determination of Responsibility shall be accomplished for the apparent awardee prior to processing the award. The above information, along with other information obtained from Government systems will be used to make the Determination of Responsibility. Failure to affirm being within the guidelines above or submitting this information late may result in a determination of “Non-Responsibility” for the bidder/offeror. Any information received by the Government that would cause for a negative Determination of Responsibility may make the bidder/offeror ineligible for award. This requirement is applicable to all subcontracting tiers, and prospective prime contractors are responsible for determining the responsibility of their prospective subcontractor.
