Q.1. Amendment No. 0004 removed any mention of SMT ambulance service. However, it would seem the non-STAT BLS service would be billed under the SMT CLIN. If you requested non-STAT BLS service, there is no CLIN in the price cost schedule. Can you please clarify how non-STAT BLS services would be billed?
A.1. BLS service will be billed under CLIN 0001, being this contract is for the main hospital and Emergency Department. There will be no difference in STAT and non-STAT BLS service rates, only different rates between emergent and non-emergent ALS service.
Q.2. Paragraph 2.0 and in the penalty provisions of Paragraph 6.6b and 6.6c of the PWS, timeliness of the Contractor’s arrival onsite is determined by reference to the initial time of the call from the FVAMC representative. Because of the service area required under the contract, we foresee the potential for travel time from a Fayetteville facility to exceed the 10 minute limit, for example, in trips to the Wilmington area. We believe the intention to be that a 10 minute response time is calculated from, discussed, and agreed upon start time where that is feasible given distance and traffic. We do not believe it is the intention to require the Contractor to travel great distances at extreme and unsafe speeds in excess of posted limits in order to seek to arrive within 10 minutes. Please clarify that it is the intention to have the Contractor respond by the discussed and agreed upon start time?
A.2. Contractor will need to communicate at the time of the request any foreseeable delays and they will be handled on a case-by-case basis at the time of the request. The FVAMC representative may agree to an alternative time and at that time the penalty would be assessed from the time agreed upon. Penalties and timeframe requirements are predominantly for the main medical center, any trips from outside areas such as Wilmington will be discussed and an appropriate response time set with communication between the representative and the Contractor.
