1. The scope as written is inconclusive, does the scope of work mean to include monthly service visits to each unit or just one visit per year?
0. The hospital requires the following:
0. Vendor to provide furnish necessary material and labor to perform the annual preventative maintenance (PM), semi-annual PM, annual hydraulic load test, five year rupture valve test, corrective maintenance and repairs, cleaning, and adjustment of 13 elevators and Dumbwaiter Maintenance, and any additional tests needed with compliance of hospital regulations.
0. The hospital requires a weekly check of all elevators for proper operation and provides the COR a weekly evaluation checklist.
0. The vendor is to provide emergency telephone consultation is provided 24 hours per day 7 days a week at no additional customer cost. Response time for technical support shall be no later than 30 minutes after the call is made.
0. The vendor is to provide onsite response time shall be no later than 4 hours.
0. Repair parts shall not arrive later than next day 10:30AM LST-NUC or must have an expected shipment date.
0. All elevator uptime commitment shall be not less than 97%.
1. Are minor repairs billable or included? If included, is there a definition of what constitutes “minor repairs” for pricing purposes?
1. All repairs should be included in the contract and should not include any additional billing. However, the vendor should list if there are any parts or repairs that would not be considered part of a general maintenance and preventative maintenance contract. The contractor shall have ready access to unique and/or high mortality replacement parts. All parts supplied shall be OEM or equivalent and fully compatible with existing equipment. The contract shall include all parts with the exception of consumable or expendable items. The contractor shall use new or rebuilt parts. Used parts, those removed from another system, shall not be installed without approval by the COTR. The contractor is required to install VA supplied parts when said parts are determined to be fully compatible. The determination of compatibility is at the discretion of the COTR.
1. Is 5 year and annual testing a separate quote or included?
2. It is included in the contract. Vendor to provide furnish necessary material and labor to perform the annual preventative maintenance (PM), semi-annual PM, annual hydraulic load test, five year rupture valve test, corrective maintenance and repairs, cleaning, and adjustment of 13 elevators and Dumbwaiter Maintenance, and any additional tests needed with compliance of hospital regulations.
1. Is there a response time requirement that must be met for service calls, repairs, or entrapments?
3. All service call expectations are provided below. Entrapments will fall within a response time no later than 4 hours.

1. Is there any requirement for how close the service company’s local office must be from the site (VAMC)?
4. No, however the company must meet all response times stated in question 4.
1. Who is the current elevator service provider? And do they perform regular preventative maintenance, repairs and testing?
5. Currently the facility does not have a contracted service provider. The facility has utilized a few companies to repair the elevators.
1. Can units be taken out of service to perform preventative maintenance or proactive repairs during regular working hours (8am – 4pm)?
6. Yes. It is the expectation that the vendor notifies the facility 7 days in advance for scheduled preventative maintenance and proactive repairs.
1. There are several units in need of repairs and one unit out of service due to repairs, who is responsible for covering the cost of these repairs? Will the VA cover any cost of repairs found within a defined time frame after the contractor’s start date?
7. Any maintenance scheduled prior to the contract award date will be covered by the local facility. However, the acceptance of the contract includes the status all elevators at the time of award. If there are issues occurring during the time of award, the awarded vendor is expected to maintain all elevators.
1. What are the specific monthly hours if any required for this service contract?
8. Normal hours of coverage are (Monday through Friday) from 8:00am to 5:00pm, excluding holidays. Work performed outside the normal hours of coverage at the request of COTR will be billed at the government rate. A separate purchase order will be issued to cover the cost(s) associated with any call back service as described herein.
8. Contractor must provide prompt emergency telephone support to request service. Service calls to the Contractor requesting service are only authorized when they are received from the COR, CO, or designated alternates. Outside of the Contract’s hours of coverage, emergency on-site services require authorization by the COR. Usually the COR or a Facilities Management Service Member shall initiate these calls. If VA staff other than the COR or a Facilities Management Service Staff Member place calls requesting services, the Contractor shall contact Facilities Management Services and verify the request. Service responses on calls from unauthorized personnel can result in nonpayment. The VA Administrative Officer of the Day is an authorized caller and can also be contacted for verification.
8. Emergency Response Time: Contractor must respond with a phone call to the COR 1 hour after receipt of telephoned notification. All Technical Telephone Support should be available 24x7 and Clinical Application support should be available Monday-Friday (8:00AM to7:00PM) with no less than a 30-minute callback time. If the problem cannot be corrected by phone, e-mail or modem, the contractor shall commence work (on-site physical response) within 4 hours after receipt of initial and within one business day after receipt of initial notification unless otherwise agreed upon, in writing, by the COR or facilities management personnel. Response time is based on the normal hours of coverage as detailed in the Hours of Coverage. (For example, if hours of coverage are 8:00 a.m. to 7:00 p.m., Mon. through Fri., a four hour response means, if a call is placed at 3:15 p.m., Monday August 10th, the contractor must start on-site service before 10:15 a.m., Tuesday, August 11th, except when appropriate personnel authorize service outside hours of coverage (e.g. holidays and weekends))
1. CLC passenger 2 is noted as down for a power unit repair. Has the work required to return the unit to service already been awarded? And is the job in process at this time? If not, do we need to submit pricing for this scope of work?
9. The power unit repair has been awarded and there will not need to be added to the scope of work.
1. The solicitation does not define an hour’s requirement for this contract. Based on our knowledge of similar facilities, and the condition of the elevators, we would recommend that the VA require weekly visits for each elevator to ensure they receive the necessary maintenance to keep them running efficiently.
10. Please reference above questions for expectations for weekly, annual and emergency visits.
1. Can the VA please confirm that the awarded contract will be required to perform all semi-annual, Annual, Five-year, and fire safety testing?

1. If so, can the VA also confirm that the maintenance provider will be responsible for hiring a 3rd party inspector to witness the testing?

1. Can the VA confirm that all overtime call backs will be covered under this contract?
13. Any overtime maintenance will need to be approved by the COTR prior to the work being performed. Normal hours of coverage are (Monday through Friday) from 8:00am to 5:00pm, excluding holidays. Work performed outside the normal hours of coverage at the request of COTR will be billed at the government rate. A separate purchase order will be issued to cover the cost(s) associated with any call back service as described herein.
1. I would like to know how many floors are in the building and if these are hydraulic or traction elevators. We would also like to see the kind of equipment currently used, such as controllers and manufacturers of parts, and if there are any schematics available for us to review.

1. In the SOW there’s a reference to ‘repairs’ and a ’24 hr response time’ yet there’s no description of repair services that we can find, we only see a requirement for an annual PM with no repairs described. Can you clarify the repair requirements of the contract?
15. All repairs to maintain elevators and provide 97% uptime. The contractor should have knowledge of types of repairs required for all elevator types. It is not possible to determine all types of repairs unless issues arise with the equipment.
