Vendor Questions and Answers

1. Would it be possible to get the current 2022 YTD incumbent test volumes by test ordered? If 2022 cannot be supplied would 2021 fiscal year be available. Or is this a new program? This is a new program/requirement.

1. Have there been any shortfalls/shortcomings for the existing vendor in place? N/A

1. Is there anything that can/could’ve been done better with the current vendor? N/A

1. What does the Department of Veterans Affairs, NCO 6 like about the incumbent and what do they not like about them? N/A

1. Will the lab that is awarded this contract be provided all of the testing or does the Department of Veterans Affairs, NCO 6 have the right to send contracted specimens to a different lab (such as the former incumbent laboratory)? Yes, all tests associated with this project in the SOW will be ordered through the awardee’s purchase order agreement.

1. Will there be a “bridge” period for transitioning from current laboratory to the new lab? If so, what would that timeline look like? N/A

1. Would the Department of Veterans Affairs, NCO 6 consider confirming all drugs in the panel vs screening, to demonstrate a quantity of substance in the donors body along with positive/negative qualitative results? This method would diminish false positives by quantity vs cutoff values, and provide a better cost effective solution over screen and confirm. Yes, just running the confirmation THC mass spectrometry on the saliva samples is fine. The drugs to be ran can be found in the statement of work.

1. How long will it take for the Department of Veterans Affairs, NCO 6 to approve an awarded contract? What is the anticipated start date for this contract? It will take no longer than 3 weeks from the solicitation’s end date to make a contract award. Anticipated start date can be found in section B within the pricelist POP Begin and POP End dates.

1. Is this contract fully funded? Yes, this will be a fully funded purchase order.

1. What is the expected annual value of the contract based upon prior business years? The Government will not release its internal expected valuation of this project.
