Questions and Answers
Project# 590-19-114 Tuck Point, Caulk and Seal Various Buildings
Hampton VA Medical Center
Hampton, VA
Question 1: The bid is due at 9:00 AM on Thursday, April 20th. Subcontractors are used to submitting pricing in the afternoons and may miss this deadline. Could the due time be switched to 3:00 PM?
Answer 1: The bid due date has been changed and is now May 11, 2023 at 9:00AM.
Question 2: Spec Section 01 45 states that the Quality Control Manager can also serve as the Site Superintendent and must be on site during all construction operations. Spec Section 01 35 states that the SSHO must be on site during all construction operations but does not state whether that person can fill the role of the QCM or Superintendent. Will the HVAMC require two (2) full-time staff on site 100% of the time or can one person triple hat the requirement?
Answer 2: There must be one individual dedicated to each position (Quality Control Manager, Superintendent and Site Safety and Health Officer (SSHO)) and onsite 100% of the time.
Question 3: Since this project is all exterior work, can the TB test requirement be waived for badging?
Answer 3: No, The Department of Veteran Affairs requires all contractors to obtain a TB test prior to starting work on the campus. If the test returns positive results all instructions will be provided to the individual and company.
Question 4. General Note A on GC-101/2/3 states to provide windows with privacy screens. Can the HVAMC clarify what a privacy screen is? Is translucent poly, adhered with tape, acceptable?
Or does it need to be window film? Or are plywood covers required?
Answer 4: Translucent Poly fastened to the window will be acceptable.
Question 5: How many windows will require privacy screens according to General Note A on GC-101/2/3? The note states that privacy screens are required when working on and AROUND buildings. There could be up to 300-400 openings, depending on how this note is interpreted.
Or if only patient rooms being directly worked on require privacy screens, that would be unknown to the contractor. Contractor interpretations and costs could vary widely for this general note. Please provide a quantity for this requirement, so that all bidders interpret this the same.
Answer 5: All windows on building #43 (81) Building #114 Alternate (66 plus all the windows on the south side of the “newer Building” these are like a storefront) Newer Building is called out on A2/AE-202-114.
Question 6:. Building 31 Note 2 on HA-101-31 states there is 87 square feet of black waterproofing. What is the work associated with this? Is it existing? Does it need to be removed? Are we to apply new damproofing? There are work notes on the AE sheets associated with the caulking and masonry, but nothing about waterproofing Bldg. 31 in the AE drawing sheets.
Answer 6: These notes were removed on the drawings Dated 07/28/2022 100% Construction Documents.
Question 7: Can you please provide a specification “black waterproofing”? Or at least a basis of design if we are to provide new?
Answer 7: See answer above in answer 6.
Question 8: There is a note on several AE drawing sheets that all square footage calculations are approximate and the contractor to field measure PRIOR TO BIDDING. If this is the case, if the actual amount of tuckpointing and brick replacements exceed the amounts noted in the drawings, a change order WILL NOT be issued?
Answer 8: Square Footage Calculations are from an old version of drawings. New Drawings state repoint entire length as is seen on AE-201-28, and AE-201-31. As well as being referred to percentages of elevations as is seen on AE-201-48, and (Alternate) AE-201-114.
Question 9: Will the HVAMC consider the square footage listed in the drawings as an allowance to be included in the base bid, and the contractor to provide unit pricing on the bid form for additional repair work?
Answer 9: See answer above in answer 8.
Question 10: Brick Repair Detail (A4) on AE-501 shows a steel bar for “major stress cracks”. Can you clarify which areas, or which work notes, constitute major stress cracks and require this detail?
Answer 10: Building #31 Sheet A3/AE-201-31 Calls this detail out.
Question 11. Jahn Patch Detail (A8) on AE-502 states that a building restoration expert will be required for masonry restoration patch. Please provide the qualifications that are required to be a “restoration expert”.
Answer 11: Restoration Expert Requirements are as follows: 1) Education/Historic Preservation and Accreditation, 2) List of Previous Projects, 3) How many years of experience.
Preferably 3 years min.
Question 12. Roof Edge Detail (A3) on AE-502 shows new ice and water shield. Are there any specifics required for that material or anything will suffice?
Answer 12: Ice and water shield Specifications are as follows: Self-adhering sheet membrane used as underlayment. Composed of a high-strength polyethylene film coated on one side with an embossed, slip-resistant surface. On the other side a layer of rubberized asphalt adhesive and interwound with a disposable release sheet.
Question 13. There are several references to the “Forensic Report”. Can this be provided or does nothing in that report apply?
Answer 13: The HVAMC should already have this report. We can always send the report out again if you can’t find it.
Note: The Forensic Report has been uploaded to ensure compliance with the solicitaon.
