1. Spec 01 00 00.1.15 refers to COR’s Field Office. Should this cost be included in our bid? Spec states that it will be at the COR’s discretion.
· No COR field office is required.
1. What pricing documentation (Price/Cost Schedule, Price Breakdown, etc.) is required to be submitted with the Submission of Bids (solicitation page 3)?
· No pricing information is required. Bid pricing should be documented in Block 17 of the SF 1442 and the schedule at A3 – Price/Cost Schedule Page 9 of 56.
1. Does a TB Testing statement need to be submitted with the Submission of Bids or is this required upon award? (Solicitation page 5)
· TB Testing statement is not required to be submitted with Bids. TB testing is required upon award and prior to mobilization to perform work within the hospital environment.
1. Sheet IF001 Room Finish Schedule shows Floor Finish types of PAN-02 and EF-01 however PAN-02 and EF-01 are not shown on the Material Schedule. Please Identify type of material to be used.
· See updated IF001. PAN-01 and PAN-02 have been renamed PVC-01 and SAF-01 respectively. EF-01 has been removed.
1. Will crawl space below basement floor require concealed workspace permit?
· The crawl space/pipe space at this facility is designated non-permit required confined space. The contractor must have an activity hazard analysis and safety plan for working in these spaces for the safety of all workers.
1. Sheet AD100 Demolition Plan Legend shows a grey bar indicating Existing Construction to Remain. The exterior wall shows this grey line with a dotted line on the interior side. What type of wall finish is to be removed (Drywall and furring, plaster, tile, etc..)?
· With decades of various renovations these circumstances vary from room to room. VA can concur with assuming the most difficult situation is expected in all areas.
1. Will the sign in sheet from the site visit be distributed?
· See attached sign in sheet
1. Will space be emptied out before being turned over to contractor?
· Yes, anything left once the contractor has an approved mobilization plan and construction permit the contractor will remove and dispose of offsite. For this VA can agree with this to be at or under five cubic yards of loose debris such as cardboard, wood, metal.
1. Please confirm that a full time SSHO is required onsite in addition to the GC's Superintendent/QC Manager as indicated in spec 01 35 26.
· Yes this is correct.
1. Spec 01 00 00, section 1.6 I Phasing discusses phasing requirements for the project and asks the GC to come up with a phasing plan. The phasing plan should be established prior to the bid by the VA so that all GC's are bidding the same scope. Please confirm the required phasing for the project.
· There is no phasing for this project.
1. Spec 01 00 00, section 1.6 J - Construction fence states to provide fence around construction area indicated on the drawings. There is no construction fencing on the drawings. Please provide drawing showing locations of where required or provide a qty to include in bid.
· See Drawing Sheet GC400. The contractor can expect this to be accepted but must provide exact details of their means and methods and fence details on a mobilization plan for VA approval prior to mobilizing.
1. Spec 01 00 00 - section 1.15 - COR's Field Office requirements - please confirm if this applies to the job. If it does, please indicate location of office on plans.
· See response to question 1 above.
1. Spec 01 00 00 - section 1.18 states, "The amount to be paid by the Contractor for chargeable electrical services shall be the prevailing rates charged to the government". Please confirm this does not apply. If it does, please confirm the rates will be charged based on the size of the construction area.
· If the existing power can be utilized to accomplish this project by the contractor this will be at no additional charge to the contractor. All temporary electrical connections shall have a digital meter and the contractor shall record construction power usage monthly for the project duration.
· If the available power is not sufficient, the contractor must pay for other means to provide what they require to accomplish this work. All methods shall require a VA approved plan prior to accomplishing.
1. Spec 01 00 00 section 1.23 - storage space for Department of Veterans affairs equipment. If this spec section applies to the job, please indicate where this will be located along with any additional fire protection, lighting, and HVAC requirements that will need to be added by the GC as detailed in this spec section.
· 01 00 00 section 1.23 is hereby made Not Applicable for this project.
1. Spec 01 00 00 - section 1.26 photographic documentation requires that photos be taken to show progress of work and shall tie to an online program or software that allows the photos to be indexed and navigated through interactive elevations, details and architectural plans. Please confirm if this is required.
· Yes, it is required.
1. Spec 01 00 00 - section 1.26 requires the jobsite photos to be taken by a commercial photographer. Please confirm if this is required.
· Yes, it is required.
1. Spec 01 32 16.15 - requires a cost loaded schedule with cost loading on all activities except procurement activities. Please confirm that cost loaded schedule will not be required since billings are checked by the SOV and the Schedule is used to track job progress. If the schedule is being utilized as a second pay app - it loses its functionality as an actual working schedule because it now must be manipulated to match the pay app whether its accurate or not. The only way to check the pay apps is to inspect the work on site and check it against the SOV billing.
· A cost loaded schedule is required and subject to VA CO acceptance and approval.
1. Spec 01 32 16.15- if cost loading is required as specified, then based on section 1.6A which states all activities on the schedule shall have costs except procurement activities, then is it safe to assume that the VA will not allow materials that are stored onsite to be billed since this would be considered a procurement activity.
· All payments will be made in accordance with the Payment Under Fixed Price Construction Contracts Clause.
1. Spec 01 74 19 requires at least 50% of all materials to be recycled. Please confirm this is not required as we do not see this as feasible.
If 50% of all materials are to be recycled, please provide location and area of where multiple
· This is a VA spec and shall remain as stated. The VA does not provide how the contractor meets this requirement. The VA expects the contractor to be able to record and explain why they cannot if this is not possible. The intent is to ensure contractors are not disposing of materials that can be recycled.
1. This project is setup as a 365-day duration. The custom AHU on this project could have an extreme lead time. Will this be taken into account with regard to the project duration?
· The VA expects the contractor to provide proper and thoroughly reviewed and correct submittals in a timely manner to meet the specified contract period of performance.
1. Specification section 23 37 00 2.2 E shows that all Psychiatric rooms will have security grills. Which rooms have this requirement? It is not clearly stated on the bid documents.
· Provide security grills in all Observation Rooms (B20, B29, B30, B31) and all patient toilets (B21, B27B, B28).
1. Are we to assume that any work outside the project area (in public spaces) must be performed at night?
· The contractor must assume anything interfering with medical center operations/patient, visitor and staff areas must be performed generally after hours or on weekends during low occupation times.
1. Do hard ceilings require ceiling access doors? Please provide specifications for those doors.
· Access panel shown in the observation room B31 and B20 is indicated for access panel need access to the return duct mounted Tstat, per note #2 on M0101, as Tstats cannot be installed in observation rooms. The two Tstats can be moved out of these two rooms, so that these T stats can be accessed from outside of the observation room, there by not needing access panel on ceiling to get to the panel on duct for the Tstat. Access panel in Toiler B19 is not needed.
1. Are any of the fire dampers shown considered in wet exhaust duct? They would have to be stainless steel as shown in section 23 31 00 2.4 B if so.
· No, fire dampers shown are not on exhaust duct.
1. AHU-07 the new unit is longer than the existing unit that we are replacing. We are extending the existing concrete pad for this purpose. There is a building with high voltage noted on the door located very close to where we are extending this concrete pad for the new unit. Is there a requirement of clearance (access) that we must maintain? That building is not shown on the drawings.
· The new unit indicated on these drawings allows the closest door access to that electrical building to swing freely and this is acceptable. If the contractor proposed unit is larger this will be addressed during submittal review, but there is some room for a longer unit if needed before the VA will have a concern.
1. AHU-07 new return duct is not shown at the unit on this drawing. I assume that the return duct is in installed above the new unit and connects at the other end. This will also affect the above question.
· Return duct is needed and is shown as 28x10 in crawl space and 22x16 in the first-floor corridor ceiling to AHU-07 on M0101 and M0102. Both the SA and RA ducts connect on the same end of the unit, please refer to unit layout shown on M0501. Supply duct opening is 36” high and return duct opening is 22 inch high.
1. Saw cutting of floors for duct penetrations. Will those require night work?
· This type of work must be accomplished after hours or on weekends and will be determined as needed which will be approved.
1. On Drawing MD0601, the demo of the main duct trunk line in the hallway is indicated by General note #2. At what point do we stop? Note 10 indicates leaving portions of this run intact for connection in another contract, but the limit of the demo by Note 2 isn’t clearly defined.
· Note 2 states “in its entirety” and this is what this contract must perform. Note 10 was added to indicate to the contractor of this project that the VA is aware removal per Note 2 will take current conditioned air away from areas outside of this project. These areas are already planned to get new AHU’s as well which will be accomplished by other contracts.
1. Drawing MD0601, the existing duct down to crawl space is not in the location indicated on the plans. We could not locate it during the site visit. What are we to assume?
· This demolition drawing might not be exact but it is in this vicinity within 20 feet where indicated that the duct turns down and routes underneath the building to the exterior unit.
Existing duct can be located/accessed from a 24x24 slab cut at Electrical Equipment room B40, however there are other service accesses to the crawl space, please consult VA PM for the access to crawl space. Refer to detail #3 on E201 for location of the electrical room. B40 is accessed from E1-A room.
1. Drawing MD0602, note 1. Are we to remove the EF as well?
· Yes. Demolition includes the existing exhaust fan. A new exhaust fan is required to replace this unit.
1. Drawing AE900- the lavatories are shown as part of a solid surface counter with anti-ligature faucets. The plumbing drawings (P0501) appear to show the lavatories as wall hung. Please clarify.
· The lavatories in Patient Toilets B21 and B28 are correctly identified in the Plumbing Schedule. The sink in the Waiting Room Toilet B27B is a solid surface undermount ADA sink with no overflow (BOD: Corian 810) with anti-ligature faucet (BOD: Behavioral Safety #SF390). Plumbing schedule is updated.
1. The plumbing fixture specs (22 40 00) do not match the schedule on the plans
· The Plumbing fixture schedule on the plans is to be used for the fixture selections. The Plumbing fixture in the specifications shall be disregarded as it will be removed.
