PWS 1.5.5 - Please explain this requirement. This appears that the contractor is responsible for providing supplemental EMS staffing when the EMS staff is shorthanded on a particular shift. If this is true what is the average manpower requirement for this shortfall. In cases where we have employees scheduled for the shortfall and they are not utilized by the EMS staff how is this handled? Is the contractor expected to pay for their hours even if they are not utilized? This requirement seems very hard to fulfill without more information as to the manpower requirement.
By PWS the contractor must provide a minimum of 5x Patient Care FTEs for the 6am-2:30pm and 5x Patient Care FTEs for the 2pm-10:30pm shifts. The PWS also states those FTEs will become backfill FTEs for EMS/VA Government Staff Use upon EMS’s request. This can only be supported if this clause is use occasionally, such as 1-2 FTEs per shift, once or twice a week, but if 2 FTEs or more per shift are needed, regularly/daily, this will cause a disruption in regular cleaning services in the Patient Care contracted areas. If this continues to occur, EMS should request funding and submit an contracting change order to add contracted Patient Care Housekeeper FTEs. During a backfill request, any assigned patient care coverage shortfalls will be reported to the COR. The COR will brief EMS Chief, document manpower deficiencies and advise leadership to hire the requisite FTEs to clean EMS assigned areas. The lack of Patient Care FTE coverage due to insufficient Patient Care Shift FTEs available due to backfills supporting EMS will not become the contractor’s deficiency. If these deficiencies persist due to backfills, the COR will advise EMS and Executive Leadership to hire the requisite FTEs to support sanitation operations or acquire funding in order to submit a contracting change order to request additional contracted Patient Care FTEs for EMS use. The contractor doesn’t need to hire/schedule extra personnel just in case EMS needs them. If EMS needs additional FTEs regularly, EMS should seek additional funding and request a Change Order for the additional FTEs that are needed regularly.

Would government please revise this requirement to allow sufficient time to bring employees onboard before 29 CFR training must begin? |
Changing from two (2) days of contract award to within five (5) days from period of performance start date.
Contractor-Furnished Training: At a minimum Contractor shall cover the following topics listed in 29 Code of Federal Regulation (Labor) 1910.l-1910.1450 which is to be conducted within five (5) days from period of performance start date. The Contractor shall provide evidence that its employees are trained for providing janitorial services for a healthcare facility in all aspects of cleaning and in the use of all chemicals utilized by the contractor. The Contractor shall ensure that a minimum of 20 hours of job-specific training is conducted for the period of performance. The Contractor shall accomplish the training within 5 workdays.
Will any areas to be cleaned require an escort?
No. Cleaning will not interrupt patient care, so there is no need for an escort. If patient care is being provided, the housekeeper knocks on the door to announce “housekeeping”, the provider states “patient care” and the housekeeper moves to the next room, later checking on any skipped rooms.
