Questions from Valet/Shuttle Solicitation 36C24622Q0068
1. Are there currently valet parking operations at all (3) of the sites mentioned in the solicitation? VAMC Fayetteville? Fayetteville HCC? Wilmington HCC?
Answer: Valet services at the Fayetteville HCC and VA Medical Center Ramsey were terminated due to the pandemic. The Wilmington HCC never previously had Valet Services.
2. Can you provide real data, reports with actual volume of vehicles being parked, daily, monthly, at each of the (3) locations?
Answer: This information is unfortunately not available.
3. Can you please provide facility Maps for each of the (3) locations, with proposed lot locations and drop-off and pick-up areas?
Answer: Yes. These maps are included with the Amendment.
4. Reference Page 8 of 62 paragraph 11: The Contractor shall provide only the limited physical assistance necessary to help patients enter and exit a vehicle and shall only do so at the patient’s request. No clinical or emergency care shall be given by the Contractor – in an instance of medical emergency or in the event that complex physical assistance is needed, the contract supervisor shall notify the VA Police, VA Rapid Response Personnel or local Community Emergency Personnel, depending on location of emergency.
Question: Putting Hands on patients in any way is not something that a valet parking/ lot attendant (per the DOL wage determination) is trained for or even legally allowed to provide assistance in, per the DOL. Putting hands on patients in any way requires certifications and training that valet attendants just don't have. This has always been a patient escort or facilities provided service. If this remains a requirement then there will need to be patient aids or escorts added to the contract requirement.
Answer: The requirement to provide limited physical assistance is hereby deleted. The Contractor will be expected to retrieve wheelchairs and secure lock beside the vehicle. The Veterans will exit the vehicle and wheelchair without physical assistance. See revised Performance Work Statement.
5. Reference: Page 38 of 62 (2. Award Basis): The Government will award a firm fixed priced contract to the responsible offeror whose offer, conforming to the requirements in this request for quote, will be most advantageous to the Government, price and other factors considered. A Lowest Price Technically
Acceptable (LPTA) award will be made based upon the following factors: Price, Technical, and Past Performance.
Question: The above paragraph contains both. How exactly is this contract being awarded as (LPTA) or (Most Advantageous to the Government)?
Answer: The verbiage regarding ‘most advantageous quotes’ has been removed for clarity. See revised evaluation criteria.
6. Reference Page 38 of 62, a.) Technical, Capability to Perform: Offeror must demonstrate that it currently possess and employs the personnel, equipment, standards, work processes, and general resources to accomplish the requirements of the Performance Work Statement.
Question: How can you require a contractor submitting a proposal to already employ the staff necessary to perform the work and possess all the necessary equipment, (in particular 5 shuttle vehicles), prior to a contract being awarded, without providing a clear and unfair advantage to a specific contractor?
Question: The industry standard for transition or start-up of a new contract is 30- 60 days. What amount of time will be provided by the government to the contract awardee for the start-up of (3) separate facilities?
Answer: The evaluation criteria regarding ‘Capability to Perform’ has been revised to accommodate hiring and a transition period. See attached revised evaluation criteria.
7. Reference Page 38 of 62, E.1 – 2. Award Basis, a) Technical, Capability to Perform: Offeror must demonstrate that it currently possess and employs the personnel, equipment, standards, work processes, and general resources to accomplish the requirements of the Performance Work Statement.
Question: This Section as written Limits bidding of this solicitation to the current incumbent or previous contractors, usually recruitment of personnel and purchase of equipment is contingent upon contract award, please confirm that if the bidder is able to prove their capabilities in recruitment and sourcing out equipment in the Technical approach that it'll be sufficient in lieu of actually employing the required personnel and equipment pre-award.

Answer: Substitution of operators during performance is allowed, granted that they meet the required qualifications and certifications.

Contractor Provided: The Contractor shall provide a locking key cabinet(s), a ticket dispenser(s), a 3-part claim check, safety cones, operational supplies, and other miscellaneous items necessary to facilitate valet parking, all to be located in the Contractor-provided valet booths.
Question: Question: Contractor understands that it's the contractor's responsibility to provide and install the Valet booth, it's not clear in the Solicitation whatever the VA will provide utilities mainly electricity to the booth or the contractor will be responsible to provide electricity including wiring to the booth, please confirm if the VA will provide electricity will the electricity usage cost be at the cost of the contractor or the VA.
Answer: In the past, there have been Contractor stands/podiums provided by the Contractor at the Fayetteville VAMC and Fayetteville HCC locations.
The Contractor did not have any electricity requirements for these stands/podiums.
10. Question: Is there a required minimum capacity for the shuttle carts to be provided by the contractor? Are there any other required characteristics?
