This document contains questions from industry and responses from the government regarding a solicitation for construction services at a Department of Veterans Affairs facility. The solicitation involves repair and renovation work at Building 27, including roof repairs, window replacements, masonry repointing and concrete restoration at the building's exterior dock area. Bids are due on May 12, 2022 according to the SF-1442 form. Offerors may submit bids electronically by the May 5 deadline or hand deliver bids to the address in Block 8 by the due date. The government confirms that one individual may serve as superintendent, quality control manager and site safety and health officer provided they meet the experience and certification requirements outlined. Questions from IndustryGovernment Response
1The specs state that the QCM and the superintendent can be the same person. However, it is not clear if the SSHO can also hold another position. Can you clarify if the VA is going to require 2 separate, full-time individuals, employed by the Prime Contractor on site at all times or will one individual be able to hold the title of QCM, SSHO, and superintendent? One individual can hold the position of Superintendent, QCM, and SSHO - Competent Person (CP), provided that he/she has completed the OSHA 30-hour Construction Safety class and have five (5) years of construction industry safety experience or three (3) years if he/she possesses a Certified Safety Professional (CSP) or certified Construction Safety and Health Technician (CSHT) certification or have a safety and health degree from an accredited university or college. All CPs shall have completed the OSHA 30-hour Construction Safety course within the past five (5) years. However, a Certified Safety Professional (CSP) with specialized knowledge in construction safety or a certified Construction Safety and Health Technician (CSHT) shall still be required to randomly conduct a monthly site safety inspection. The CSP or CSHT can be a corporate safety professional or independently contracted. The CSP or CSHT will provide their certificate number on the required report for verification.
2Please identify the requirements or a basis of design for the cast iron pipe boots identified on sheet AE100, note 4.Neenah Foundry Company, R-4926-G1C or similar as needed.
3Please provide details on the removal and installation of the aluminum window identified on AE101, note 5.The work is adequately explained in the note. No details needed.
4AE103, detail 2, says to repair roof structure as needed. This cost is incalculable without further details. Please give a structural repair detail and quantities.See structural drawings for more information.
5Is the intent to replace the PT wood roof decking and deteriorated rafters/joists? It’s hard to tell if that’s a demo and new work scope. The line weight appears to be darkened, as if new work, but no work notes are annotated other than “repair as needed”.The P.T. wood deck is new work. Rafter/joists to be demoed/replaced per the structural drawings.
6What windows are getting roller shades? They are not identified on the finish schedule. At each window in rooms 116, 116A, 116B, 116C and 116D.
7What windows are getting window film? They are not identified on the finish scheduleEach window as noted on Note 5 on AE101.
8Brick repairs are referenced but not identified in the structural drawings. Please clarify masonry requirements.See 1/S102.
9What heigh above finished floor should ceilings be installed?See finish schedule, match existing ceiling height. 116A ceiling is attached to bottom of joists.
10What is the distance between the ceiling height and roof deck?Generally it is exposed.
11Will the building be occupied during construction? The warehouse will be occupied during construstion, however, there will be a construction barrier seperating the occupied portion from the construction portion on the first floor and a freezer door seperating the two in the basement.
12Spec section 08 87 16: Concerning the 3M Impact Resistant Attachment System, should the window film be applied only to the interior panes that have the Safety S80 film, or does the owner want to have the IPA installed on the exterior Safety S70 window film as well? All windows will have the S80 applied to the interior face of all windows in rooms 116, 116A, 116B, 116C and 116D. All windows will have the S70 film applied to the exterior face of all windows in the same rooms.
13We are confused on the bid due date. Page six of the Solicitation states bids are due 1700 EST one day prior to the bid opening. The SF1442 states bids are due 03 May 2022 @ 1000 EST. Please advise when bids are to be received.Three forms of Bid/Offer submission has been authorized.

The first authorized means of bid submission, hand deliver your bid which is expressly articulated in Block 13a of the SF 1442 “ Sealed offers in original and __1__copies to perform the work required are due at the place specified in Item 8 by __13:30 EDT__ (hour) local time __05-12-2022_ (date). If this is a sealed bid solicitation, offers must be publicly opened at that time. Sealed envelopes containing offers shall be marked to show the offeror's name and address, the solicitation number, the date and time offers are due.”

The second authorized means of bid submission is expressly identified within the instruction in Block 10 of the SF 1442 “Please mail all bids to the POC & address identified in Block 8 of this form”.

The Contracting Officer afforded a special authorization in an effort to promote competition to the maximum extent practicable and further afforded bidders the opportunity not to travel by electing to include of FAR Provision 52.214-31 in which specific instructions were drafted IAW FAR 14.202-8 Electronic Bids and also ensure Offerors were afforded the maximum amount of time as defined by FAR 14.304(b)(1). These instructions are contained within INFORMATION REGARDING BIDDING MATERIAL, BID GUARANTEE AND BONDS para. (a)(3) in the "General Instructions." If submitting an electronic bid the offeror must conform to this requirement or the Bid will be deemed nonresponsive. In accordance with (IAW) FAR 14.304(b)(1) this is the latest point in time in which an electronic bid could be submitted, modified, or withdrawal their bid from consideration without appearing in person.

If the Offeror elects to not submit an electronic bid, the other two options remain available.

Please confirm the method that the proposal should be submitted. Page 1 of the SF 1442 states “Please mail all bids to the POC & address identified in Block 8 of this form”, however, page 6 – item 3 states electronic bids are authorized and should only be sent via email submission. Please clarify as we have provided numerous emailed bid submissions in the past two years.
Page 6 – item 3 states electronically submitted bids must be received at 5:00PM, 1 day prior to Bid Opening, however, many of subcontractors will not have pricing available the day prior to bid submission. Please confirm whether the due date for electronic submissions can be consistent with the date/time listed on item 13 of the SF 1442?
Please confirm whether hand-delivered bids are acceptable

a.) Can the designer give the anticipated locations of where the shoring will be required to be installed?
b.) Is the statement “no additional cost” mean no additional cost to he contractor or no additional cost to the government?
16Can the Site Superintendent also complete the duties of the CQC manager position, so long as they are adequately qualified and can fulfill the duties of both positions as outlined in the project documents?
17Drawing sheet S102 includes a note stating to repoint 400’ of wall. This seems to be a typo, as the only area being noted for this scope is a 20 LF wall – what are the intended extents of repointing work? The same note continues to state, “Replace 4 brick”. Please clarify; is the expectation to replace 4 rows of brick in this location? If so, are these the bottom four row, top four rows, etc.?

What lineal footage, or which specific areas, of brick replacement are expected as a part of the base bid?

The same note continues to state, “Perform mortar analysis”. Please confirm if there are any special requirements for who is to perform such an analysis? Is a subsequent report expected to be delivered to the VA? If so, please elaborate on what is expected in this report. Not a typo. Many mortar joints, horizontal and vertical, in this elevation require remediation. The total linear footage of repointing required is estimated to be 400 feet.

400 feet.

Basis of design is Package B by US Heritage group. Results of mortar analysis shall be submitted for approval.

18Project Specifications, Section 04 01 20.64, Page 2, states to remove paint as a part of the masonry restoration work. What are the extents of necessary paint removal from existing masonry walls?Any incidential exterior paint encountered during masonry restoration and repointing should be removed. No large areas of exterior paint occur and no interior paint removal is required.
19Are concrete beam and pier repairs/restoration only necessary on the exterior deck area, as shown on Detail 1/S103, or are other areas expected to need these repairs as well?Only in the exterior dock area at the rear (north) of the building.
20The project specifications, section 03 30 50 – page 2, states that the contractor is to sound vertical and overhead surfaces in designated areas; however, there are no notes that are identifying the designated areas. What are the extents of the concrete sounding as required by this specification section?Designated areas are areas adjacent to areas requiring repair such as cracked or spalled areas.
21What are the extents of the concrete restoration? There appear to be no notes for interior concrete restoration, please confirm if all work is related to the exterior building construction on the North side of Building 27?Concrete restoration is at the dock area at the rear (north) of the buidling.
22There is a conflict between the Statement of Bid items (Specifications 01 00 00 Sheet 2) and the Solicitation Document (Page 5). The first includes five (5) alternates, while the latter only includes a base bid. Please confirm which of these should be utilized for bidding this project?Refer to instruction to offeror for bid preparation Section b specific instructions
23Is this a tax-exempt project? a. If tax-exempt, will the government be providing a tax-exempt certificate to the Prime Contractor for use by subcontractors and vendors? Some elements of this project may not be tax exempt as a result of the Virginia General Assembly enacted House Bill 1890 and Senate Bill 1308 (2017 Acts of Assembly, Chapters 436 and 449) which, effective July 1, 2017, change the Retail Sales and Use Tax treatment of sales of certain tangible personal property that is affixed by the seller to real property. Just would advise that you consult your tax advisor.
24Can the Superintendent be shared across multiple projects, or should they be dedicated full-time to this project and this project only? No. They can only work on one project at a time.
25Can the Superintendent fulfil multiple roles? The CSP or CSHT will provide their certificate number on the required report for verification.
a. If so, can they also fulfil the Quality Control role?
b. What about the SSHO role?
26Will the VA provide a spot for the Prime Contractor to set up a temp office? No. The VA will not provide a spot for the Prime Contractor to set up a temp office.
a. Or should contractors include monies for a temp office, utilities, etc.? (We ask this because we know the VA has very little spare real estate). If the Prime Contractor requires an office, they will need to provide an office trailer and locate it either in the staging area, or the construction lay-down area once a space has been identified (refer to sht. G003). However, all needed utilities will be the responsibility of the Prime Contractor to provide and maintain; i.e., portable generator, Wi-Fi hotspot, water, etc.
b. Will staging and/ or parking be an issue for this project? The project staging area is shown on sht. G003. If additional space is required, an additional space in the lay-down area may be assigned. However, it will depend on the availability of one. The Prime Contractor will be given two (2) parking permits. It is up to their discretion on who they will be assigned to. All others will be required to park in the construction lay-down area.
27Does the VA anticipate this project will require off hours work? No.
a. If so, what trades or scopes will be required to perform off hours work?N/A
28The solicitation says there is a 100% bid guarantee, is this accurate?Yes
