Question No 1

Pg 15 and 16 say “traditional culture methods” will be used in accordance with CDC ELITE isolation techniques. The SOW then says laboratories need to provide CDC ELITE certified tests that do not require shipment to the laboratory. Please be advised that CDC ELITE guidelines do not align with or certify NWSSL or t=O samples. CDC ELITE language aligns to traditional culture methods which includes shipping water samples to the laboratory (per their guidelines for shipments). Can the language re: CDC ELITE certified results for NWSSL be removed?

Response: The lab needs to be CDC Elite certified and capable of performing the traditional culture method. The samples can be shipped as long as the shipping follows the proper protocols for shipping.

Question No 2

Pg 16 outlines the Legionella Test Bundle. Is the PCR test to be performed only on identified positive samples or should offerors plan to screen all incoming water samples prior to performing the traditional spread plate method? If they are to be screened, will the traditional spread plate method still be performed on all samples, or only the ones with a positive screen or positive t=O?

Response: PCR screening is not required for quarterly water samples rather PCR testing is only required for resamples. Additionally, use PCR to screen any resamples to provide information to the affected facility with information prior to the spread plate results. The traditional spread plate method shall be performed on all samples and resamples.

Question No 3

Pg 16 outlines the Legionella Test Bundle. Can you confirm that offerors should quote to perform this test bundle on all annual Legionella tests (for equitable comparisons)?

Response: All quarterly samples shall include the legionella bundle as well as the other test parameters: Building, Floor, Asset Type, Sample ID, Date Sampled, Date Reported, Barcode, Location, Legionella Test #, Legionella Total (CFU/mL), LP SG1 (CFU/mL), LP SG2-14 (CFM/mL), Legionella Other (CFU/mL), Fluorescent Legionella, Sample Temperature (degrees F), Free Chlorine (mg/L), Total Chlorine (mg/L), pH, and a column for notes. Cooling towers shall be identified by building served and cell number. Each cooling tower cell shall have 2 samples drawn from diagonal opposite ends of each cell. PCR test only required for resamples.

Question No 4 Is the HACCP certification required? Since, HACCP is typically more related to the food industry is something created by the CDC acceptable such as the environmental risk assessment/Toolkit. I have attached the form below for your reference.

Response: While HACCP certification is typically for the food service industry, It provides a strong background for developing the VA’s HACCP plan and is a qualifying requirement for this work.

Question No 5 On page 9 of the updated solicitation (amendment 0001), the SOW says: Offerors must provide CDC-ELITE certified Legionella tests from a culture-based method that requires the shipment of a water sample (ISO 11731 Spread Plate Method).

After that paragraph it lists a Legionella Test bundle which included the ISO 11731 test listed above, as well as other tests:

Legionella Test Bundle – (NWSSL, THAB, ISO & PCR) L. pneumophila serogroup 1 @ t =0 L. pneumophila serogroups 2-14 @ t = 0 Legionella species @ t = 0 Total Heterotrophic Aerobic Bacteria (THAB) @ t = 0 ISO 11731 Spread Plate Method Legionella Molecular Marker Negative Screen (PCR) Should the 2,049 tests listed in CLIN#003 be just ISO 11731, or all the tests listed in the Legionella Test Bundle?

Response: See response to question 3.
