April 29, 2021 at 11:00 AM EST See CONTINUATION Page X The purpose of this amendment is to provide the government's response to the vendor(s) technical questions and to extend the closing date of the solicitation for serviices.
a. The solicitation closing date is hereby extended from 11 AM 4/23/2021 to 11 AM 4/29/2021.
b. See page 2 Government response to technical questions.
All other terms and conditions remain unchanged.
Rodney Wilson Contracting Officer Landfill Groundwater Monitoring Services Solicitation 36C24621Q0192 Questions.
1. Is having two field staff to perform the sampling a VA requirement or is it permissible for a single field staff to perform the groundwater sampling?
Determination of the appropriate staffing is at the discretion of the contractor. The work site is on a portion of the campus that is not continuously visited by or in view of medical center staff. The bidders should base their staffing on their own work and safety policies.
1. Will the Government have water quality meter and/or a water level meter for the contractor to use, or will contractor need to provide?
The contractor will be responsible for providing all equipment and instrumentation necessary to perform the monitoring.
1. Verification Events: When an initial exceedance of the upper prediction limit or an initial detection of an organic constituent is reported during a monitoring event, a verification event is conducted within thirty (30) days of receipt of the laboratory report to determine if the reported value is in fact representative of the groundwater or a result of a sampling or analytical anomaly. There was a verification sampling event conducted in the most recent round of groundwater sampling in 2020, and verification sampling events were conducted for BOTH semi-annual sampling events in 2019. This represents a significant increase in the fieldwork and laboratory level of effort. That it has occurred for 75% of the last four sampling rounds indicates that there is a good probability of having to perform an extra sampling round and laboratory analyses for verification purposes. If a verification round is required, will this be paid as an additional sampling round, or do offerors need to include this in their proposed price? If it is to be included in proposed price, how many verification events should we assume per year, and for how many analytes? Would we assume a resample of all five wells for each verification?
This is a firm fixed price requirement. Offerors are best positioned to determine how to develop their pricing. Verification resampling events, if necessary, should be included in the fixed price.
1. Purge water and decontamination water: Please describe how we are to dispose of or otherwise address the purge water from the wells and the decontamination water from equipment cleaning. This information is not covered in the cited state regulations and is typically addressed on a site-specific basis. If it is to be disposed of on-site, please provide the approximate coordinates of the disposal site or the estimated distance this location is from the project sampling area.
The facility provides a purge water barrel at each sampling well for the contactor’s use. The contractor will be responsible for informing the facility when any of these barrels are more than 1/3 full after a sampling event. The facility will empty the barrels following notification and prior to the next sampling event.
1. For reports and other deliverables, are printed and bound copies required, or will electronic/digital documents be allowed for submittal both to the VA and to Virginia DEQ?
Salem VAMC will accept electronic documents. Documents submitted to the Virginia DEQ must meet Virginia DEQ requirements.
1. Since questions may be submitted up until the morning of April 21, but proposals are due the morning of 4/23/21, this does not provide ample time for offerors to digest and evaluate government responses to questions and make adjustments to proposals. Would the Government please consider allowing a 1-week extension to the proposal due date?
The Government will extend the closing date of the solicitation.
1. Please provide a copy of the most recent Semi-Annual Groundwater Monitoring Report.
Most recent report included as a separate attachment.
1. Provide a sampling analytical parameters list required for each sampling event Included in the most recent annual report.
1.
What sampling technique is being used to sample the wells? (Bailers, high flow pumps, low flow pumps, etc.) If pumps, are the pumps permanently installed in the wells.
Pumps are not permanently installed in the wells. VAMC Salem contracts for qualified, expert environmental services to perform the sampling, including determination of the appropriate sampling methodology to comply with VA DEQ regulations and our permit. A photo of the well head is attached.
