3.3 Aquifer Recognition
3.3.1 Site Geology
The Facility is located in the highly folded and faulted Valley and Ridge Geologic Province of Virginia. In this region, thrusting to the northwest has displaced older geologic formations over younger ones. The Facility is situated on top of the overthrust block of the Max Meadows Fault, which outcrops approximately 2.3 miles north of the site. The Max Meadows Thrust Sheet is believed to be composed of a series of small imbricated fault blocks which are repeated over the entire width of the thrust sheet (Amato, 1974). Based on published geology of the region, the Facility overlies the Cambrian aged Rome Formation which is thrusted over the slightly younger Elbrook Formation.
3.3.2 Soils
Two (2) soil types are found at the site according to the USDA “Soil Survey of Roanoke County and the Cities of Roanoke and Salem, Virginia:”
1. 52 – Udorthents – Urban Land Complex. The Udorthents soil type consists of material that has been graded, cut, and filled, or otherwise disturbed during the growth of urban areas and during highway construction.
2. 8A – Combs loam, 0 to 2 percent slopes. The Combs soil type is nearly level, very deep, and well drained. The soil is occasionally flooded and is located on flood plains along streams and rivers.
3.3.3 Aquifer Characteristics
Groundwater is unconfined in the shallow aquifer. The uppermost aquifer is characterized by a continuum of weathered soil residuum grading downward to secondary porosity of shallow dolomite and shale bedrock. Groundwater in the uppermost aquifer underlying the Facility is observed at relatively shallow depths below ground surface. Groundwater typically flows from a potentiometric high, located north of the Facility, towards the southeast.
3.4 Monitoring History
The Facility ceased accepting construction and demolition debris in 1990. The Facility began Phase I groundwater monitoring at the Facility in 1992. The Landfill cap was installed in 1993-
94. Due to the proposed routing of the Peters Creek Road extension through the landfill compliance boundary, the official closure was delayed until May 21, 1998. The final Peters Creek Road routing and construction resulted in the Virginia Department of Transportation (VDOT) abandoning the original route through the landfill and placing the road right-of-way immediately adjacent to the compliance boundary along the southeast corner of the landfill closure cap.

3.4.1 Phase II Groundwater Monitoring
The Facility began Phase II monitoring in September 1995, due to reported parameter concentrations exceeding background limits. Phase II background sampling events were completed in August of 1998 and submitted August 31, 1998 in the Groundwater Background Monitoring and Statistical Report, prepared by Dewberry. Four (4) background sampling events for the former VSWMR Appendix 5.3 parameters were completed in December 1999. The results of the Phase I monitoring in 1999 resulted in the Facility remaining under the Phase II Groundwater Monitoring Program.
As a result of adding a new up-gradient well MW-1B to the monitoring well network in 1998, background for the new up-gradient well had to be established from thirteen (13) background groundwater sampling events. Twelve (12) of the thirteen (13) background samples were analyzed for constituents included in the VSWMR Phase I list and Appendix 5.3. The third background sampling event in the series of thirteen (13) was analyzed for the full set of parameters listed in Table 5.1 of the VSMWR. The remaining ten (10) background sampling events for MW-1B included analyses for the former Phase I parameter list, Appendix 5.3 parameters, and Table 5.1 detects.
The Phase II Monitoring Program was changed with the Amendment II and III of the VSWMR.
As required by the VSWMR amendments, facilities in Phase II monitoring were required to analyze samples for the Table 5.5 parameter suite. The Table 5.5 parameters suite included several trace elements that were not included in the previous target analyte list, including antimony, beryllium, cobalt and tin.
With the discontinuance of monitoring sodium (i.e. sodium was included in the pre-2001 Phase II program) no constituent concentrations were observed above background values. Therefore, the Facility was eligible to return to Phase I monitoring. DEQ correspondence dated July 17, 2001 stated that the discontinuance of monitoring sodium may allow the Facility to revert to the Phase I program. To further support returning to the Phase I monitoring program, none of the monitored constituents from groundwater samples collected at the Facility throughout the 2001 groundwater monitoring year were above the statistically computed background levels. As a result of the 2001 groundwater sampling results, the Facility notified DEQ of its intention to return to the Phase I groundwater monitoring program.
As per the VSWMR, in order to return to the Phase I monitoring program, two (2) consecutive Table 5.1 groundwater sampling events were required to determine if the concentrations of all Table 5.1 constituents were at or below background values. The Facility did not have sufficient background data for the Table 5.1 trace elements. Prior to the May 23, 2001 promulgation of Amendment II of the VSWMR, the Facility had only collected background for the former VSWMR Appendix 5.3 constituents, which did not include trace elements antimony, beryllium and cobalt. In addition, there was insufficient data available to compute an upper prediction limit for tin and mercury. Additional groundwater sampling events were conducted semiannually to establish a sufficient background data set with which to calculate upper prediction limits for tin and mercury.

3.4.2 Groundwater Protection Standards
In correspondence dated April 24, 2000, DEQ requested the Facility establish Groundwater Protection Standards (GPS) as required by 9VAC20-80-260.D.6.e.(5). Establishment of GPS required a major permit amendment complete with proposed GPS and an updated Groundwater Module which were prepared and completed by Dewberry and submitted to DEQ on June 16, 2000. The draft permit amendment entered DEQ’s technical review process and was revised to incorporate DEQ’s comments. A revised edition was submitted for review on May 18, 2001.
The second and final revision was submitted July 30, 2002. The major permit amendment, including proposed GPS for the Facility, was approved in DEQ corresponded dated January 22, 2003.
Due to continual updates to the Alternate Concentration Limits (ACL) Table, DEQ developed a statewide variance process that allowed Facilities to petition a variance to utilize the updated ACLs or to include ACLs for those constituents for which there is no promulgated Maximum Contaminant Level (MCL) or for which background data is unavailable. For the Facilities that utilized the state-wide ACL variance, no future variance request would be necessary to update or replace the Revised ACL Tables as issued by DEQ. The Facility submitted a Statewide ACL Variance Request to DEQ on January 24, 2007.
3.4.3 Transition to Phase I Monitoring
As per DEQ correspondence dated July 31, 2006, the Facility continued monitoring under the Phase II monitoring program in 2006 and 2007.
Based upon two (2) consecutive years (2006 and 2007) of semiannual Phase II monitoring demonstrating no statistically significant differences in down-gradient well results compared to background, DEQ concurred with the Facility’s request to return to Phase I groundwater monitoring as stated in DEQ correspondence dated February 21, 2008.
Groundwater monitoring completed during calendar year 2008 entailed semiannual sampling events for Phase I indicator parameters: pH, specific conductivity, total organic carbon (TOC) and total organic halogens (TOX). Background data for the statistical comparisons of indicator parameters included monitoring results from the background well MW-1B from 1998 through 2008.
3.4.4 First Determination Monitoring
Chapter 81, also referred to as Amendment 7, of the VSWMR became effective on March 16, 2011. This Chapter recodified the VSWMR (9VAC20-80 became 9VAC20-81). The Phase I monitoring program for CDD Landfills was redeveloped and referred to as First Determination Monitoring. Changes to the CDD landfill regulations prompted the requirement to monitor each well in the compliance network for analysis of the constituents listed in Table 3.1 Column A on at least a semiannual basis and compare the monitoring results to the established background
Salem Veterans Affairs Medical Center CDD Landfill 2020 Annual Report
9 January 22, 2021
P:\50110578\Adm\Reports\2020 Salem VAMC CDD Landfill Annual Report.doc data. The indicator parameter list of pH, specific conductance, TOC and TOX was discontinued with the implementation of Amendment 7.
3.5 Variances or Other Director Approvals
A variance petition to allow use of ACLs, in lieu of background data, as GPS was approved on January 7, 2010. This variance allows automatic updating for REAMS-based ACL values. This variance supersedes an earlier variance for use for ACLs as GPS approved on January 7, 2003.
The Facility, under First Determination Monitoring, no longer compares the analytical results to the GPS, rather the reported detections are compared to the Facility background.
3.6 HB 2471 Wetland Requirements
The Facility is not subject to the requirements of H.B. 2471.
3.7 Monitoring Well Network
The groundwater monitoring network consists of five (5) groundwater monitoring wells. MW-1B is the Facility’s up-gradient well. The down-gradient compliance wells are: MW-2A, MW-3A, MW-4 and MW-5.
The original up-gradient well MW-1 did not provide sufficient groundwater for sample collection. Structural failure of the screen in the previous up-gradient well MW-1A resulted in the installation of the current up-gradient and background well, MW-1B, on January 23, 1998.
The previous up-gradient wells were properly abandoned.
Original down-gradient wells MW-2 and MW-3 failed to provide adequate samples and were replaced by current wells MW-2A and MW-3A. MW-2A, MW-3A and MW-4 were installed in January 1992. MW-5 was installed in February 1993.
All monitoring wells were installed in the uppermost aquifer. The monitoring wells were constructed of 2-inch ID Schedule 40 threaded PVC pipe with 0.01-inch slotted well screens.
The elevation of the top of the screened interval was selected to adequately monitor the uppermost aquifer. The annular space between the borehole and the well screen was then packed with sand to a minimum of 2-feet above the top of each screen. A minimum 2-foot bentonite pellet seal was placed over the sand. Following hydration of the bentonite, the annular spaces were further backfilled with cement slurry.
The Facility site plan depicting the spatial relationships between monitoring well locations and various site boundaries and landmarks is presented in Figure 2.

4. HYDROLOGIC EVALUATION
4.1 Annual Review of Monitoring Network
The monitoring well network functioned as designed during the 2020 monitoring year. The up-gradient well, and the down-gradient compliance wells continue to represent the quality of groundwater at the disposal unit boundary.
4.2 Groundwater Flow Direction
The static water elevations indicate groundwater flows in a southerly direction at the Facility.
Table 1 provides a summary of the groundwater elevation data in feet above sea level (ft/asl) collected during the two (2) semiannual monitoring events conducted during the 2020 monitoring year. Appendix I provides a historical summary of the groundwater elevation data for the Facility.
Table 1: 2020 Groundwater Elevations
Monitoring Well Groundwater Elevations (ft/asl) April 2020 September 2020
MW-1B 961.41 954.10
MW-2A 957.71 952.30
MW-3A 957.01 951.89
MW-4 953.53 948.92
MW-5 959.16 953.07
The groundwater surface contours illustrated in Figures 3 and 4 are based on the static water levels taken during each semiannual groundwater sampling event during the 2020 groundwater monitoring year.
Contours were developed using standard hydrogeological practice and professional judgment.
Based on these results, the monitoring network was functioning properly throughout the 2020 groundwater monitoring year.
